The successful candidate will be the Technical Director of the International Medical Corps as part of an anticipated 5-year USAID flagship project (USAID) in the field of mental health care in Ukraine. This project is aimed at supporting the Government of Ukraine in accelerating the development of a modern, scientifically based, integrated mental health care system at all levels. This system will contribute to increased accountability, efficiency and transparency to effectively address the new mental health challenges Ukrainians face in the context of Russia's full-scale war against Ukraine and during its recovery. This activity is valued at US$50-100 million with a tender announcement date of July 15, 2024 and a contract award date of November 20, 2024.

The position will be based in Kyiv, Ukraine.

JOB CONTENT

The Technical Director will assist the Project Manager in providing technical direction and oversight of project outcomes and will provide a holistic approach to all aspects of the project, including mental health and psychosocial support, health workforce development, public involvement, quality of medical services and others, including coordination with various stakeholders. He/she will define technical thematic priorities and manage related activities based on internationally recognized standards and the latest data. This role involves strategic planning, technical leadership, support and  supervision of staff, internal and external coordination, representation and reporting. He/she will maintain quality and efficiency control of project activities and ensure that their implementation complies with US Government regulations and procedures. He/she will act as a subject matter expert and provide technical recommendations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Technical Management and Project Management

• In cooperation with the project manager and deputy project manager, carry out technical management that ensures that the project implementation and management plans are technically sound and aligned with project goals, identified needs, and expected results.   
• Provide overall technical guidance for project deliverables and ensure they are based on and leveraged by global and project data. 
• Provide expert support with питань розвитку кадрового потенціалу у сфері охорони психічного здоров'я, включаючи розробку навчальних матеріалів, вирішення проблем у сфері психічного здоров'я шляхом забезпечення доступу до якісних послуг з охорони психічного здоров'я на рівні громад, активно розвиваючи та підтримуючи довготривалі партнерські відносини між різними зацікавленими сторонами та установами. 
• Контролювати та координувати перегляд, аналіз та застосування інструментів і підходів у рамках проекту. 
• Очолювати співпрацю та координування між членами консорціуму з метою забезпечення технічної обґрунтованості, дотримання та узгодження орієнтованих на результат напрямків, цілей, результатів, стандартів внутрішнього контролю та оцінювальних планів з вимогами проекту. 
• Очолювати та координувати надання необхідної технічної допомоги для ефективної підтримки моніторингу та забезпечення якості проекту, а також періодичного перегляду робочих планів та заходів проекту з метою забезпечення стратегічного використання отриманого досвіду та найкращих практик. 
• Надавати підтримку вищому керівництву проекту щодо загальних операційних, фінансових та грантових потреб проекту, включаючи дотримання внутрішніх процедур ММК та дотримання вимог донорів. 
• Розробляти технічні компоненти річних робочих планів, проекти квартальних звітів та забезпечувати своєчасне досягнення технічних цілей і результатів проекту.

Управління Консорціумом та Суб-грантами 

• Забезпечення технічного лідерства в управлінні консорціумом проекту та його партнерами, надання технічної допомоги та цільової підтримки для використання сильних сторін кожного партнера, моніторинг технічної ефективності та надання рекомендацій щодо прогресу, технічне координування та комунікація з колегами партнерів. 

Безпека  та Поведінка 

• Підтримувати керівника проекту  у забезпеченні належного дотримання на місцях глобальних і специфічних для кожної країни протоколів і процедур безпеки, включаючи стратегії реалізації та підходи до зменшення ризиків, які відповідають планам охорони та безпеки ММК. 
• Сприяти формуванню позитивного іміджу та загальної довіри до проекту та організації, зокрема шляхом дотримання Кодексу Етичних Норм Поведінки, включаючи дотримання політики протидії домаганням, забезпечення безпеки та дотримуватися політики  захисту від     сексуальної експлуатації  та насильства (PSEA)

Мінімальні вимоги

• Вища освіта в галузі психічного здоров'я (наприклад, психологія, клінічin social work, psychiatry, psychiatric nursing) with clinical mental health professional practice experience
• Typically 10+ years of relevant and progressive professional experience in program development and management with a focus on systems strengthening health care and mental health. 
• Experience in leading and/or supporting programs aimed at developing the capacity of health workers, strengthening national, regional and local health care systems in the field of mental health and related technical fields.  
• Experience in providing strategic technical assistance within the framework of complex multi-stakeholder projects in international development and/or humanitarian aid, with an emphasis on emergency preparedness and response, as well as systems strengthening health care (preferably). 
• Experience in providing technical guidance, assisting and overseeing project implementation, measuring performance against objectives, and providing any necessary training and mentoring to staff, partners and key stakeholders.  
• Demonstrated experience coordinating teams using both in-person and remote approaches in multiple locations. 
• Demonstrated skills in coordinating, facilitating, and managing complex processes with diverse team members, in a large consortium of partners, and/or in multi-year healthcare projects over multiple consecutive years. 
• Strong leadership and management skills with proven ability to lead and motivate multidisciplinary and multicultural project teams. 
• Demonstrated strategic thinking, creativity, ability to solve acute problems and analytical skills.  
• Knowledge of foreign aid architecture, including humanitarian aid and development financing mechanisms. 
• Strong interpersonal and communication skills, both verbal and written. 
• Knowledge of USAID rules and regulations, including compliance monitoring and risk mitigation. 
• Fluency in written and spoken English, knowledge of Ukrainian is an advantage. 

Willingness and ability to travel to project sites in designated countries, including hazardous regions, as needed.
