I am able to build long term and credible… Chemonics is recruiting for a multi-year opportunity to lead an emerging programme focused on economic recovery in Ukraine which will support SME growth and digitisation of business operations, provide capacity building for export promotion offices and SMEs to strengthen export, support the financial sector and its stakeholders, and support economic recovery at the local level in partnership with local and regional government.We are looking for someone who speaks Ukrainian at a full professional proficiency or native level, has experience leading complex donor programmes, ideally with at least 7 years previous experience working for FCDO-funded programmes at a Deputy Team Lead or Team Lead level, or equivalent experience working with USAID, EBRD, WB and EU programmes.The selected candidate would contribute to a key component of a broader and larger portfolio of donor-funded programmes which could open further opportunities within Chemonics and across Ukraine. Job description and job title may change based on the specifics outlined in the Invitation to Tender and technical direction***Previous Experience in the following:Senior leadership positions require substantial experience leading and/or implementing complex technical assistance programs in related technical fields, with a proven track record of programmatic accomplishment, professional achievement, management competence, and interpersonal skills.Subject matter expertise in reconstruction planning and delivery, regional planning, infrastructure, infrastructure financing or sustainability and socio-economic recovery and development.Experience and understanding with designing, delivering and financing of complex high value infrastructure or economic growth projects, including budgetary, financing, quality and timeline requirements.Knowledge of public and private procurement processes and ability to draft and review project and bid documents.Understanding of the international finance institutions, reconstruction sector and private and public sector investments in large-scale infrastructure and reconstruction.A developed network of relevant senior contacts inthe infrastructure, engineering and infrastructure financing sector; and experience delivering programmes for the likes of the EBRD (EBRD), World Bank, national governments in eastern Europe, the European Investment Bank (EIB), British International Investments and the UK Department for Business & Trade.Successful working experience in at least one of the following technical areas: private finance (with a focus on FDI attraction or export promotion); (ii) local economic growth (experience working in MSME support and growth); (iii) economic recovery planning and infrastructure.Experience coordinating complex relationships and collaborative partnerships with key Ukrainian government stakeholders, ideally advising or operating within government directly Demonstrated ability to manage a highly skilled, interdisciplinary team; manage productive relationships with a broad range of stakeholders; and implement robust monitoring, evaluation, and learning systemsSuccessfully managing complex private sector development or economic growth development projects; this should include significant experience working in Ukraine in particularEssential Requirements:Based in Ukraine or ability and willingness to be deployed in Ukraine for an extended period of time.Full professional Ukrainian language proficiency, both oral and written, is required.Native or near-Native Ukrainian language proficiency is desirableExcellent oral and written English language communication skills are required.Previous experience delivering work for the UK government, and especially FCDO, is desirable.
