Description 

The HALO Trust is seeking a highly qualified and motivated individual to join our organization as a Support Services Manager, based in Kharkiv. The ideal candidate will hold a higher education degree in engineering, business administration, management, or a related field, or alternatively a minimum of three (3) years' work experience within a humanitarian organization.

The Support Services Manager is responsible for overseeing the daily operations of multiple support departments, including Warehouse, Procurement, Fleet, Workshops, Administration, Facilities, Interpreters, Information and Communication Technology (ICT), and Occupational Health and Safety (OHS). This role ensures that all departments run smoothly and efficiently, contributing to the overall success of the organization by providing exceptional service and support.

As a senior leadership role within the southern region, the Support Services Managers primary responsibility is to lead, manage, and improve all technical and support services across a large area of operation. A key focus of this position will be implementing, developing and improving the effectiveness of existing technical and support functions by reviewing and improving operating procedures, and through contributing to the ongoing professional development of all support departments in line with best practices.

Under the guidance of the Unit Commander and Deputy Head of Support Services, the Support Services Manager will have the mandate to develop Support functions, in line with the program and organizational strategy. This position reports directly to the Unit Commander.

   Requirements 

• Higher education degree in engineering, business administration, management, or a related field; or proven and extensive experience of at least three (3)years within a humanitarian organization, including in progressively more responsible roles.

• Proven experience in a managerial role overseeing multiple departments or similar scope.

• Strong leadership and team management skills, with the ability to motivate and guide a diverse team of professionals.

• Demonstrated ability to manage budgets.

• Solid work ethic and strong delegation skills, capable of working productively under pressure and as part of a diverse team.

• Working knowledge of English.

• Strong knowledge of facilities management, ICT systems, health and safety regulations, and administrative processes.

• Demonstrated expertise in logistics, procurement, fleet management, and technical services.  

• Certification in Project Management, Health and Safety, or related fields is advantageous.   

• Strategic thinking and problem-solving capabilities.   

• Exceptional organizational skills with attention to detail.   

• Strong IT skills, including Microsoft Office, with the ability to learn and adapt various software tools. Proficiency in relevant software for project management, budgeting, and reporting.   

• Adaptable and flexible with the ability to prioritize competing tasks.   

• Good analytical and problem-solving skills, with a keen attention to detail.   

Responsibilities 

• Manage and oversee Warehouse, Procurement, Fleet & Workshops, Engineering/Technicians, Administration, Facilities, Interpreters, ICT, and OHS within the Unit.   

•    Leadership : Provide strategic direction, leadership, and motivation to all department officers and staff.   

•    Management : Manage the work schedules of all department officers and staff, ensuring that work patterns and annual leave are properly coordinated and approved. Ensure appropriate cover is in place during any staff absences.   

•    Budget Management : Oversee budgeting for each department, ensuring cost-effectiveness and fiscal responsibility.   

•    Problem Solving : Address and resolve operational issues across departments, fostering a collaborative environment to enhance service delivery.   

•    Compliance : Ensure all departments adhere to organizational policies, legal requirements, and industry standards.   

•    Reporting : Prepare and present regular reports on departmental performance, challenges, and successes to senior management.   

•    Strategic Vision : Provide input for the growth and development of a dynamic and adaptive Support Services department, capable of meeting the needs of the region as it expands and make recommendations to the Unit Commander and Deputy Head of Support Services accordingly.   

•    Other : Undertake any other tasks as delegated by the Unit Commander and Deputy Head of Support Services.   

Will be a plus 

• Strong knowledge of facilities management, ICT systems, health and safety regulations, and administrative processes.   

• Demonstrated expertise in logistics, procurement, fleet management, and technical services.    

• Certification in Project Management, Health and Safety, or related fields is advantageous.   

• Previous experience working in Ukraine.   

Terms and Conditions

Labour law contract (24 days of annual leave, paid sick leave).

Salary - 96697.00 UAH gross.

Daily allowance 800 UAH paid during business trips (business trips are provided).

Medical and life insurance.

Basic psychosocial assistance.

Provision of all necessary material stuff and equipment.

Assistance with childbirth (Baby Box).

Military exemption (50% of the staff).

Work location - Kharkiv.
