toCommands support for recovery and reforms of the Ministry of Education and Science of Ukraine
Recovery Support Team and Reforms of the Ministry of Education and Culture (RST) is a group of Ukrainian specialists (not civil servants) that provides targeted technical support and assists the Ministry in the development and implementation of priority reforms and recovery, strengthening ties and partnerships between the Ministry of Education and Science of Ukraine and the relevant donor support.
The Recovery and Reform Support Team is part of the Recovery and Reform Architecture program in Ukraine" (URA)[1], introduced by the European Bank for Reconstruction and Development (EBRD) in partnership with the European Union to support important recovery and reform processes in Ukraine.
Main duties:
The process of recruiting civil servants, in particular, supporting the recruitment of civil servants (including in institutions subordinate to the Ministry); providing regular initial support to new employees of the Ministry of Education and Culture regarding their key responsibilities and other internal work processes;
Improving internal business processes in the MES, in particular, analyzing internal processes in the Ministry, providing recommendations for their improvement, and developing models of new/reformed business processes for use in the MES;
< /li>Helping a senior expert from RSU in:
coordination of strategic and operational planning in the MES, including, but not limited to, information gathering and monitoring of plan implementation;
development of work plans and road maps for RDU by the Ministry and the Central Committee subordinate to the Ministry, within their competence;
implementationdevelopment of work plans and roadmaps related to RDO, including ensuring coordination with relevant stakeholders (RDO and other RST, EU4PAR and other international technical assistance projects);
preparation of reports and analytical materials for donors/stakeholders regarding initiatives related to RSU, their implementation status, etc.;
other tasks as assigned by the senior expert director Teams.
Requirements:
< span style="font-weight: 400; font-style: normal; text-decoration: none">Master's degree (or equivalent) in a relevant field (public administration, public policy, human resources, etc.);
Degree in Business Analysis would be an advantage;
Fluency in Ukrainian and English;
Strong interpersonal skills to work effectively with various stakeholders, including government officials, international donors;
More than 5 years of total professional experience of postgraduate education;
More than 3 years of specific experience in the field of public administration, consulting in the public sector or related fields;
Knowledge of Ukrainian legislation on civil service;
Understanding the reform of public administration in Ukraine and relevant regulations/legislation;
Experience with government agencies and their mandates and processes would be an advantage;
