Job Purpose
The MEAL Officer is responsible for the development and the implementation of appropriate and viable appraisal, monitoring, and evaluation systems in the areas s/he is supervising. S/he must ensure all the MEAL activities are in line with the ACTED’s global MEAL procedures and contribute to informing Acted’s programming.
Objectives
- Implement solid MEAL systems and mechanisms that are in line with global MEAL procedures and deliver effective research/outputs in a way to inform timely decision making and the adoption of sound corrective measures.
- Ensure lessons learned and best practices are discussed and documented.
- Liaise with Acted accountability team to ensure affected populations are provided with opportunities to voice a feedback, ask a question, or make a complaint.
- Ensure the operations and delivery of MEAL functions through effective management of MEAL team members working on the same areas (if applicable).
- Ensure Acted's implementing partners follow transparent processes and are accountable to affected populations.
Duties and Responsibilities
- MEAL Systems
Technical and Systems Development
- Update the MEAL work plan in the areas s/he is supervising;
- Contribute to an effective roll-out of M&E collection, including development of questionnaires, trackers, arrangement of the logistics of data collection activities and regular check-in with the program teams and country MEAL management;
- Implement the MEAL policies and procedures as described in the ACTED MEAL standard guidelines;
- Provide trainings to program teams on the objectives of MEAL activities.
MEAL Implementation and Management
- Develop and oversee the implementation of appropriate data collection and analysis instruments, methodologies (e.g., survey questionnaires, focus group discussions, key-informant interviews) and data/information dissemination/utilization plans;
- Closely supervise data collection activities and ensure that data collection teams are organized and resourced as needed, and that they deliver as per field mission plans and according to data quality standards;
- Liaise with Acted information management team to ensure all the data collected by the program and MEAL teams is maintained electronically and/or on paper;
- Analyze MEAL data and produce reports, factsheets with useful statistical analysis and presentation (charts, tables, histograms, box plots) as necessary in a timely manner;
- Organize meetings with the program teams to discuss findings and areas of improvement;
- Provide support to capital MEAL officers to measure and report on qualitative and quantitative input, process, output, outcome, impact, objective, and goal-level performance indicators for all projects;
- Conduct MEAL-related capacity building and awareness sessions to implementing partners and other institutions supported by ACTED as appropriate, including training partner CSOs on the implementation of transparent and accountable processes.
2. Learning
- Contribute to proactive dissemination and use of knowledge gained through MEAL activities among Project Managers, Technical Coordinators and Project Development Manager/Officers;
- Contribute to organizing and facilitating learning events in order to capture best practices and lessons learnt when a project closes or as required;
- Document and share the lessons learnt and best practices on time and ensure that the knowledge gained contributes to the improvement of projects and influence the strategic development of future projects and activities;
- Support project implementation and improvement by providing timely information around project successes to be scaled up as well as challenges to allow ‘course correction’ throughout life of the program.
3. Beneficiary Complaints and Response Mechanism
Support the accountability team
- Liaise with Acted accountability teams to make sure IEC materials are present in all areas of intervention and affected populations can safely provide Acted with a feedback, request assistance, ask a question or voice a complaint;
- Follow up on the amount of IEC materials present on each base under their supervision and inform the MEALM in a timely manner to launch new order forms;
- Support Acted accountability teams to build capacity and understanding among ACTED staff, partners and contractors on beneficiary accountability and CRM;
- Conduct onsite monitoring visits at intervention sites to ensure beneficiaries have an understanding of the objectives of the CRM and know how to use it.
4. Area MEAL Team Management
- Ensure that staff under the direct responsibility understand and are able to perform their roles and responsibilities;
- Manage MEAL Assistants and Enumerators delineating their responsibilities and follow-up day-to-day activities;
- Ensure a positive working environment and good team dynamics;
- Manage interpersonal conflicts among team members;
- Undertake regular appraisals of relevant staff;
- Identify the MEAL training needs of team members and discuss plans with the MEAL Manager for both internal and external trainings;
- Coach, train, and mentor MEAL Assistants and Enumerators with the aim of strengthening their technical capacity, exchanging knowledge within the MEAL team;
5. Other
- Provide regular and timely updates on progress and challenges to MEALM and other team members;
- Perform any other related activities as assigned by immediate supervisor.
Key Performance Indicators
- % of assessments and evaluations successfully conducted over the past 6 months
- % of reports written which are informative and shared in a timely manner with program teams over the past 6 months
- Number of monitoring missions conducted over the past 6 months
- % of monitoring cycles closed with a way forward discussion conducted with the project and coordination teams within the timeline given in ACTED’s MEAL guidelines and over the past 6 months
- % of lessons learnt and best practices recorded and shared with program teams
- Number of learning events to capture best practices and lessons learnt organized/facilitated within the last 6 months
- % of team members provided with internal/external training during the past 1 year
Key Qualifications
- 2-3 years experience working in monitoring and evaluation or a related field;
- Experience working with Microsoft Excel, and other Office tools;
- Prior experience with humanitarian or development agencies is preferred;
- English language skills are preferred.
