The DRC has existed in Ukraine since 2014. At the moment, DRB has more than 800 employees working on the territory of Ukraine to implement emergency response in the sectors of social and legal protection, livelihoods, housing restoration and humanitarian disarmament and peacebuilding (humanitarian demining), providing direct support to responsible persons and non-governmental organizations (NGOs), as well as their partners. DRB will continue to develop long-term solutions, adapting them to the changing situation.
Currently DRB is looking for a highly qualified Specialist of the Consortium program on territorial distribution of resources for work with personnel and administrative issues,which is implemented in the Kherson region (place of work - Mykolaiv).
General purpose of the role
The Area-Based Allocation (ABA) Consortium supports local organizations in Ukraine through funding, due diligence and tailored capacity development support. You will be responsible for providing comprehensive HR support to partner organizations ensuring full compliance with DRB policies and local ABA Consortium guidelines and procedures, as well as ensuring day-to-day administrative operations related to ABA Consortium activities.

Providing recommendations on HR issues, policies and practices, including recruitment, employment contracts, performance management and personnel documentation.Supporting partners' compliance with national labor laws, violence prevention standards, Code of Conduct and internal HR policies, providing practical recommendations and advice to strengthen compliance systems.Development, coordination and monitoring of development plans HR capabilities and corrective actions together with partners, providing ongoing technical support and consulting.Supporting partners in aligning HR policies and procedures with organizational and donor standards, as well as providing HR expertise on partner risk assessments, partnership agreements and donor compliance documentation.Facilitating internal and external audits, inspections and reviews related to HR-compliance.Development and implementation of training events and programs to develop the capacity of partners in the field of HR-compliance, labor legislation, prevention of violence and donor requirements. Administrative duties:
- Control over the operation of the office and the maintenance of the premises.
- Ensuring a safe, clean and properly organized work environment.
- Organizing the provision of office materials and equipment, as well as interaction with suppliers.
- Coordinating office moves, planning the work space and infrastructure needs.
- Providing general administrative support to teams and management.
- Supporting and organizing meetings, business trips and events.
- Providing support for the procurement process, accounting and logistical support for office supplies.
About you:
To be successful in this position, we expect you to have at least 2 years of work experiencein personnel management and administrative procedures with international non-governmental organizations, UN agencies, donors or government agencies. In addition, we also expect the following from you:
Required
- Higher education in HR, business or social sciences (including psychology) with a specialization in HR or equivalent professional qualification.
- Knowledge of labor law, employment regulations and HR best practices.
- Excellent verbal skills and written communication.
- Experience in organizing meetings, business trips and events.
- Basic understanding of procurement processes and inventory management.
- Proficient in MS Word, Excel and PowerPoint.
Desirable
- Proficiency in English at B1-B2 level; fluency in the local language.
