The Program/Department Summar:
The Mercy Corps Finance & Compliance Department is Responsible for all the funding for the funds in its Ukraine response, inclusing accounting, Payments and banking, Payroll, building, monetary, a reporting finance, and grant funding grant and compliance funding. The Mercy Corps currently receives over USD 130 million front donors is the implementation of Ukraine responses activities. The Mercy Corps Finance & Compliance Department Department of ensures compliance with the regulate as Vell as Vell as Mercy Corps’ internal politics and procedures. In its roles of as a suupport is the Program Department, the Finance Department provides time reports and assistance to the Country Director and the Program is an ensure the Finance of resources are there effitents ared efitly and effic. : normal; ">Working in the Finance Department under the Direction of the Sub-awards Finance & Compliance Manager, the Subawards Compliance Finance Officer is the Responsible for Monitoring partners actus an expendive is in line-shreed award and works of the sub-a-a-award es is a review their due diligence and reporting financially, is ensure the projects are the being imperified with mins minimum.

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.
  • Subaward Management

    • Responsible for the review of subrecipient budgets and budget narratives for completeness, reasonableness, allowability, allocability and overall cost realism in compliance with MC and donor budget requirements.
    • Review pre-award due diligence assessments of prospective subrecipients are conducted in accordance with the Mercy Corps Subaward Financial Management Policy (SFMP) and donor requirements.
    • Recommend appropriate risk mitigation measures, including the incorporation of special award conditions, to the subgrant agreement and/or monitoring plan to lessen financial and compliance risks.
    • Review sub-award pre-contracting packages for completeness.
    • Review sub-award modifications by reviewing partner budget modification templates.
    • Develop subrecipient monitoring plans, conduct financial monitoring and prepare financial monitoring visit reports. Conduct partner visits as required by the financial monitoring plan.
    • Provide on-going training and support to subrecipients in Mercy Corps subaward financial management procedures and assist in conducting formal subrecipients training workshops and “kick-off” meetings prior to subaward implementation.
    • Review subrecipient financial reports for accuracy and completeness and ensure that reports are submitted on time. Working with the Program Team on crosschecking financial and narrative reports.
    • Update the sub-awards tracker and filing system on SharePoint.
    • Review partner fund requests.
    • Ensure timely closeout of sub-award by processing a final reconiciliation.
    • Review partner policies and suggest improvements as well as support development of sustainable systems
    • Draft guidelines for partner organizational management, specific to each grant

    Supervisory responsibility: -
    Accountability: Reports Directly To: Sub-awards Finance & Compliance Manager or Senior sub-award officer dependent on current structure.  Works Directly With: Sub-awards & Compliance Team, Country Finance &Compliance Director (and other in-country finance department personnel), other Finance staff, Country Program Team.

    Accountability to Beneficiaries/participants

    • Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries/participants and to international standards guiding international relief and development work, while actively engaging beneficiary/participant communities as equal partners in the design, monitoring and evaluation of our field projects.
    • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values always and in all in-country venues.

    Knowledge & Experience:

    • Prior experience in finance, procurement, operations, grants or any organizational field is preferred.
    • A university degree in finance, accounting or other fields is preferred
    • Basic computer skills in MS Office or MS 365 programs, particularly Excel and Word
    • Ability to work effectively with an ethnically diverse team in a sensitive environment.
    • Willingness to learn and adapt.
    • Good oral and written English skills required.
