International Solidarity (SI) is an international humanitarian non-governmental organization that has been working for over 40 years and helps populations affected by armed conflict and natural disasters by providing vital needs for food, water and shelter. In particular, SI is involved in the fight against diseases related to unsafe water, which is one of the leading causes of death in the world. SI provides expertise in access to drinking water, improved sanitation and hygiene, and food security and livelihoods. With a presence in approximately twenty countries, SI teams—a total of 2,000 people, made up of expatriates, national staff, permanent headquarters staff and volunteers—work with professionalism and commitment, while respecting culture.

JOB DESCRIPTION

Under the leadership of the WASH-Shelter Program Manager, the WASH Officer< /strong> will be manage and monitor work projects, meeting deadlines and technical requirements.

Responsibilities include:

Installation and operational monitoring:

  • Participate in logistical and administrative organization, planning and preparation of work sites under the supervision of the program manager.

  • Ensure the construction and/or maintenance of construction works, using, in particular, the tools of the "International Solidarities": 

  1. Participate in determining the areas where work will be carried out.

  2. Compile and check estimates (BoQ) for the execution of construction works. Repair and modernization of water supply and drainage systems.

  3. < p style="font-weight: normal;font-style: normal">Control and coordinate the work of the contractor. 

  4. Accept jobs. 

  5. Hire and train temporary workers.

  6. Allocation of manpower at the facility according to instructions provided by the program manager.

  7. Perform works in accordance with technical instructions and estimates. 

  8. Follow the deadlines set by his/her Program Manager.

  • Oversee workgroups, contractors and communities, and ensure the best use of available resources.

  • Organize, plan and monitor community participation.

  • Anticipate any problems related to the management of his/her activities and propose solutions to avoid them.

  • Manage the supply of materials to the construction site, cooperating with the logistics department.

  • Report to the project manager and/or team leader about the status of decentralized stocks ("field" stocks) in their areas. 

  • Participate in assessing the technical competence of contractors.

  • Respect Solidarity's administrative procedures before, during and after each work project.

  • Implement occupational safety and health measures for each type of activity and ensure compliance with these rules by employees under his/her supervision, as well as the public.

Reporting/Communication/Representation: 

  • Keep your monitoring tools and files in an archive in the Solidarity office, accessible to his/her team leader and/or project manager.

  • Participate in the preparation of project progress reports under the supervision of your team leader.

  • Participate in seminars and trainings related to the implementation of activities andproject goals.

  • Report to the program manager on the development of activities and specific the tasks assigned to him/her, any problems encountered and the quality of the relationship with the beneficiaries.  

  • Report all information or problems related to his/ its activities, Solidarity programs or security issues.

  • Listen local population and authorities in order to identify any needs, complaints or important events that may affect the activities of "Solidarity".

  • Analyze the humanitarian situation, taking into account the issue of protection/non-harm to the population.

  • Cooperate with local authorities and administration.

  • Participate in meetings and clusters.

REQUIREMENTS FOR CANDIDATES

Education: Graduate degree in civil engineering or certification in hydraulic systems would be an advantage.

Experience: 5 years of work experience as an engineer in the design/maintenance of water supply and sewage, heating systems.

Qualifications: excellent knowledge of national building standards for residential water and sewerage and heating systems (residential construction, general construction, civil engineering).< /p>

Language: English - intermediate level (B1).

IT: Ability to create drawings (AutoCAD, Revit, etc.) and work with hydraulics software (EPANET or similar) is a must mastery of MS Office.

Personal qualities: ability to work in a team, motivation and proactivity, good organizational skills and ability to analyze the situation. Flexibility, ability to adapt to changing contexts/situations.

TERMS OF WORK

Place of work: this vacancy is based in Kharkiv, possible business trips to Dnipropetrovsk, Kharkivskin, Mykolaivsk, Kherson region. 

Contract: fixed-term employment contract (according to Ukrainian legislation). 

Type of employment: full time.

Salary: 1125 EUR gross (paid in hryvnias, according to the monthly rate of the Bank of the European Union commissions).

Additional: vacation 31 calendar days, additional paid family leave, life insurance.

  • Ensure the construction and/or the maintenance of construction work using Solidarites International tools (in particular): 

  1. Take part in the identification of sites where work is to be carried out.

  2. Prepare and check estimates (BoQ) for construction works. Works on repair and modernization of water supply and sewage systems. 

  3. Supervise and coordinate the work of the contractor.     

  4. Accept the work. 

  5. Recruit and train the workforce and Temporary Worker.

  6. Allocate the on-site workforce according to instructions given by the Program Manager.

  7. Carry out work according to technical guidelines and estimates.

  8. Respect deadlines established with his/her Program Manager.

  • Supervise operational teams, contractors and communities, and ensure the best use of available resources.

  • Organize, plan and supervisecommunity participation.

  • Anticipate any problems associated with the management of his/her activity and propose solutions to avoid them.

  • Manage the supply of worksite materials by collaborating with the logistics department.

  • Report to the project manager and/or team leader on the state of decentralized stock (‘field’ stock) on his/her sites. 

  • Take part to the evaluation of the technical competence of contractors.

  • Respect Solidarites administrative procedures before, during and after each work project.

  • Establish safety and security measures for each activity and ensure that these rules are respected by the workforce under his/ her supervision and by the population.

Reporting/Communication 

  • Keep his/her monitoring tools and files archived in the Solidarites office, accessible to his/her team leader and/or project manager.

  • Take part in the drafting of project progress reports under the supervision of his/her team leader.

  • Take part in seminars and workshops related to the carrying-out of activities and to project objectives.

  • Report to the Program Manager regarding the development of activities and specific tasks that he/she has been assigned, any problems encountered and the quality of relations with the beneficiaries.

  • Report back all information or problems linked to his/her activity, Solidarites programs or safety issues.

  • Listen to the local population and authorities in order to identify any needs, complaints, or major events which could affect the activities of Solidarites.

  • Analyze the humanitarian situation by taking into account protection issues/Do No Harm to the population.

  • Collaborate with local authorities and administration.

  • Take part in restitution meetings and clusters on request.

PROFILE FORSAKEN

StudiesThe highest education in civil engineering/ electromechanics/ hydraulic systems certificate is appreciated.

Experience: Work experience from 5 years in a Water System company (Vodokanal, Private, etc.). 

Qualification: Excellent knowledge of national construction standards for residential water supply & sewage, heating systems (residential construction, general construction, civil engineering).

Language: Intermediate level of English (B1).

IT: ability to create blueprints (AutoCAD, Revit, etc.) and hydraulics software (EPANET or similar), MS Office proficiency.

Soft skills: we expect team spirit, motivation, and proactivity. Strong organizational and situational analysis skills are essential. Flexibility and the ability to adapt to changing contexts and situations are also required.

WORKING CONDITIONS

Place of work: this position is based in Kharkiv, possible business trips to Dnipropetrovsk, Kharkiv, Mykolaiv, Kherson regions.

Contract: fixed-term contract (according to Ukrainian legislation). 

Type of employment: full-time.
