Specialist in the implementation of the Digital Project Portfolio Management Office in Fond Shidna Evropa

Eastern Europe Foundation within the framework of the project "Support for digital transformation" (DTA), in accordance with the request of the Ministry of Community Development and Territories of Ukraine, announces a tender for the search for a contractor for the provision expert services for the implementation of projects of the Digital Project Portfolio Management Office of the Ministry of Community and Territorial Development of Ukraine.

The Digital Projects Portfolio Management Office of the Ministry of Community Development and Territories of Ukraine (hereinafter - the Office) will allow building an organizational structure that performs various functions of centralized, coordinated and standardized project portfolio management, which are within the sphere of responsibility of the Ministry of Development of Communities and Territories of Ukraine, will ensure the exchange of resources, methodology, methods, technologies and implement best practices digital transformation projects at the state level.

Term of service provision: 6 months with possible extension.

Format of cooperation: mixed (online / offline). Preference is given to candidates who will be able to work in Kyiv. p>

Service engagement: full.

Main tasks and responsibilities within the scope of the contract:

• project management for the modernization and implementation of Ministry projects;
• participation in the development of the concept and implementation plans of the project;
• generation of ideas, methodological prioritization and development features to engage users;
• developing strategies and initiatives to optimize user experience, increase user satisfaction and drive long-term use;
• holding regular meetings with all interested parties to clarify system requirements;
• summarizing meetings (meetings), forming protocols based on their results and further distributing these documents among event participants ;
• participation in the development of technical requirements for finding contractors for software development, modernization, implementation and maintenance;
• coordination of all stages of software development with the help of Scrum / Kanban / XP approaches and methodology, etc.;
• ensuring full documentation of systems functionality;
• monitoring of all stages of software development and preparation of relevant reports at the customer's request;
• communication with all stakeholders involved in project implementation, in particular with representatives of state bodies, developers etc.;
• management of project tasks and documentation in Confluence / Jira (another electronic resource determined by the team);
• assistance to the program manager in the creation of project reports, information and presentation materials;
• participation in the development of regulatory documents regarding informationabout analytical, communication and information systems.

Qualification requirements :

• higher education (for example, information technology, project management, economics, etc.);
< li>more than 3 (three) years of software development project management experience; IT development project management skills using Agile approaches such as Scrum, Kanban, Crystal, FDD, XP, etc.;
• experience in the development of public electronic services for the population and business will be an advantage;
• understanding of the software design and development process, formulation of high-level technical requirements to a software product;
• ability to structure elements of information systems and to determine technologies and possible software solutions;
• experience in writing technical tasks, requirements and specifications for IT projects;
• li> command of the English language at a level sufficient for professional communication.
