GENERAL INFORMATION

BF "Right to Defense" (Fund) - a charity focused on providing assistance to internally displaced persons, persons in need of international protection, persons at increased risk of statelessness and persons without documents . The Fund is an executive partner of the UNHCR and carries out direct legal assistance programs throughout Ukraine, promotes changes in the national legal base, bringing it into line with international standards in the field of human rights.

PROJECT DESCRIPTION

The position will be implemented in the framework of a project supported by BHA/USAID and in partnership with Save the Children. The goal of the project is to improve the results of the protection of people affected by the conflict in Ukraine, including children, women, people with disabilities and the elderly, by providing multi-sectoral assistance: psychological support, social and legal services, rights advocacy children 

The Right to Protection" creates crisis response groups that will carry out their activities within the framework of individual projects in high-risk locations located at a distance of 0 to 40 km from the front line or border. In some cases, it is possible to travel to the zone of the highest risk, which is from 0 to 15 km, in which there is indiscriminate shelling from artillery, which has an additional risk for the life and health of the Foundation team.Crisis Response Team are selected specialists who are part of the Foundation's team and voluntarily volunteered to travel to locations with high and highest risk to provide assistance to affected persons, and are fully aware of the risks to their lives and health during the planned trips and the performance of their official duties .

The successful candidate for this position will necessarily be involved in passing 4- day HEAT training, during which the skills of pre-medical and tactical first aid, evacuation, mine danger, and response to risks in a dangerous environment will be taught. One of the days will be spent at the training ground, where there will be practical exercises of the acquired knowledge with explosions of training grenades and shots, which has a certainstressful nature.

All members of the crisis response team will be provided personal protective equipment (PPE), which include: a bulletproof vest, a helmet and a tactical first aid kit, which will be mandatory during all working hours, and it will also be recommended to carry a tactical first aid kit with you at all times basis PPE can be removed only in basements or shelters that do not have windows and after approval from a security officer.

DUTIES AND TASKS

Under the direct supervision of the Regional Team Leader, the Mobile Team Coordinator, and the overall supervision of the Security Coordinator, the employee shall:

  • As part of a mobile group, make visits to the territory with a high level danger, with the aim of monitoring the observance of the rights and freedoms of internally displaced persons and the local population living in communities and affected in one way or another as a result of hostilities, on a permanent basis in given locations according to the existing methodology;

  • Visit state authorities and local self-government bodies that ensure the realization of the rights of IDPs and the local population, places of compact settlement of IDPs and evacuees, activities aimed at IDPs, etc.

  • Establish cooperation with local self-government bodies and non-governmental organizations on the ground in order to organize the work of mobile group specialists;

  • Conduct interviews with IDPs and the local population living in communities affected by hostilities, representatives of government institutions and non-governmental organizations, in order to gather information about the humanitarian situation as a whole;

  • Make a "Passport" of settlements located in a zone with an increased level of danger;

  • Carry out mapping of services provided to residents of settlements with elevatedi level of danger. Including collecting information about possible ways to evacuate the population and places of temporary stay of evacuees;

  • Provide monitoring reports on the situation in the respective locality;

  • In the event of an emergency, take part in an urgent needs assessment;

  • In the event of an emergency in other areas, be ready to travel to respond to the situation;

  • Prepare reports on a specific incident and/or humanitarian situation in general;

  • Explain legal norms for IDPs and persons affected by hostilities, advise on other issues;

  • Provide other individual assistance to IDPs and the local population affected by hostilities;

  • Timely and fully reflect their work with beneficiaries in the IDPs CRM system;

  • Identify vulnerable population groups and potential beneficiaries for participation in the multisectoral humanitarian assistance program;

  • Perform other duties as needed;

  • Participate in the distribution of humanitarian aid, namely:

- identify previously registered beneficiaries, contact them for further assistance;

- check the criteria of the beneficiaries according to the requirements of the project in case of distribution without prior registration;

- fill in distribution information in accordance with the requirements of the program and project;

- to digitize handwritten information according to program and project work standards;

- establish relations with local authorities and volunteers in order to involve them in ensuring a quick and safe process of unloading, storing and issuing charitable aid in the form of goods;

- be responsible for primary documentation, timely transfer original documents in accordance with program and project standards;

  • Take any other responsibility deemed necessary or delegated by the manager to ensure the level of service required by the Foundation and/or donor;

  • Understand and adhere to the Code of Conduct and other Foundation policies;

  • Unquestionably comply with the rules and policies of the Fund's security.

PROFESSIONAL REQUIREMENTS

  • higher education (preferably: sociology, law, journalism);

  • knowledge of human rights;

  • readiness for significant work in the "fields" (outside the office);

  • readiness for a large number of trips and beyond the standard working hours;

  • knowledge and understanding of legislation on IDPs;

  • ability to collect information in accordance with the goals and objectives of the project;

  • cooking skillsyou reports (analytical, regarding a separate incident);

  • < span style="font-weight: 400; font-style: normal; text-decoration: none">understanding humanitarian principles;

  • excellent communication skills, willingness to communicate with people (IDPs, representatives of government institutions);

  • self-motivation;

  • flexibility;

  • studying and following the policies of PnZ, in particular - security; 

  • Awareness of the situation in the area where the project is implemented will be significant advantages;

  • Be in good physical shape and have remarkable stress resistance.
