We are hiring a leading specialist of the shelter, water supply and hygiene department (engineer)

< strong style="font-weight: 700">Position Responsibilities

General Duties

  • Ensure compliance with policies, instructions and NRC standards.
  • Ensure compliance with the NRC Ukraine strategy, tools, guides, guidelines and standards.
  • Ensuring that all shelter/WaSH (repair, rehabilitation and/or reconstruction) projects are implemented on time and in line with strategy, proposals, budgets and plans, and in accordance to NRC policy and donor requirements.
  • Technical responsibility for quality control and monitoring of project activities.
  • Technical responsibility for project documentation of the technical activities of the shelter/WaSH project(s).
  • Provide specific technical support and professional development of project personnel.
  • Evaluate, promote and document ideas for technical improvement and options for further development of the program.
  • Contribute to the analysis of specific housing protection/WaSH risks and needs.< /li>
  • Ensure the implementation of the project in compliance with the requirements of the partnership agreement.
  • Contribute to the development of a protective response to identified risks and needs .

Specific duties

  • Conduct structural assessment of WSH buildings and facilities and propose technical solutions for materials/equipment/NFI assistance, repair, rehabilitation and/or reconstruction, and provide technical input for the development of work plans, technical specifications, bills of quantities (BoQ), cost estimates, structural drawings (CAD) and tender documents for the procurement of construction services.
  • View and analysis of contract claims and change orders, evaluation of work completion and preparation of payment recommendations, as well as interimx and final payment certificates.
  • Provide technical support to contractors and beneficiaries, supervise construction work and ensure that the quality of materials and workmanship meets technical specifications.
  • Engage and inform communities and local authorities about activities and ensure compliance of all projects with national guidelines and regulations.
  • Provide as needed supporting municipalities and other government agencies (especially those without proper construction and procurement departments) on design and engineering.
  • Coordinating with humanitarian organizations and other relevant partners on implementation of the project.
  • Ensuring that projects target beneficiaries most in need, research and evaluate new and better ways of delivering aid.
  • Ensuring that materials and equipment are distributed on time and according to procedures.
  • Ensuring proper tracking of data for all activities and preparation of periodic progress reports and other documents as required.
  • Assist and support the direct supervisor in the preparation of any reports.
  • Assists in any other duties assigned by the line supervisor, if necessary.

General professional competencies for this position:

  • Experience in technical expertise in a humanitarian/rehabilitation context
  • Prior experience in difficult and unstable situations.
  • Experience as a construction engineer for at least 2 years, knowledge of BoQ, norms and standards of construction works, including critical social infrastructure, is desirable.
  • Technical degree and background in architecture or engineering: civil, construction, electromechanical, hydrogeological, environmental, energy or related fields.
  • Knowledge of computer programs: MS Word, MS Excel, AutoCAD.
  • Excellent time management skills and the ability to work under tight deadlines.
  • Excellent organizational skills, ability to prioritize a complex workload and work autonomously as needed.
    Contextual/specific skills, knowledge and experience :
  • Previous work experience in difficult and unstable conditions.
  • Fluency in the Ukrainian language is mandatory . Proficiency in English, written and spoken, is desirable.
  • Willingness to work in difficult, stressful situations in compliance with basic safety ruleski.
