Purpose of the position 

The Shelter & WASH Project Manager is responsible for the implementation of Shelter & WASH projects and activities in the east of Ukraine, in line with Dorcas strategy and standards. The position encompasses team management, project cycle management, capacity building, partnership management, ensuring integrated programming and coordination with key stakeholders. The position reports to the Area Manager, with technical guidance from the Shelter Specialist, and is responsible for the overall management of the East Area Office Shelter & WASH team.. 

Place in the organization, Lines of reporting and Mandate

  • The Shelter Project Manager position is part of the Area Management Team (Area MT).
  • The Project Manager reports to the Project Manager.
  • The Project Manager provides direct leadership to the Officer(s) and/or local implementation partner(s) in his/her team, including the NFI team.
  • The Project Manager position is part of the Procurement Committee for project affairs.
  • The Project Manager has a functional line of responsibility to the Technical and Thematic program experts at CO level.
  • The position has a full mandate of all programmatic affairs on the project with a limited internal approval authority

Main responsibilities and tasks will consist of the following

  1. As Project Manager


 Project Planning, Management and Implementation

  1. Provide leadership for all Shelter & WASH project team members (including local implementation partner(s)) to ensure the effective delivery of all objectives internally and externally;
  2. Responsible for the coordination of all Shelter project resources (staff, offices and vehicles) to ensure the highest possible efficiency in the project implementation;
  3. Responsible for the culture that all Shelter & WASH team members take a people centered approach in project implementation, fully embedding cross cutting areas such as conflict sensitivity, gender and protection;
  4. Responsible for a high quality project implementation planning through kick-off meetings for all new projects;
  5. Ensure through the Project Officer(s) and/or local implementation partner(s) high quality and timely delivery of all project activities through regular monitoring;
  6. Ensure through the Project Officer(s) and/or local implementation partner(s) that project expenditure is in line with budget and disallowable expenditure is minimized through regular monitoring;
  7. Contribute to ensure that Dorcas’ project cycle management methodology as defined in the Dorcas Project Implementation Manual is fully embedded and followed by all project team members;
  8. Build competence in project team(s) to ensure all Project Officer(s) are accountable for their individual project results, tasks and budgets;
  9. Oversee the implementation and monitoring of the project through the Project Officer(s) and/or local implementation partner(s) of the project and ensuring full compliance to donor policies;
  10. Responsible for ensuring a secure implementation environment in the project with a high quality and regular updated safety & security risk analysis;
  11. Responsible for establishing a regular meeting structure where the availability of hard data on project quality (indicators), project timeframe (realized outputs) and project expenditure (budget versus expenditure) is the basis for project-based monitoring, analysis/evaluation and learning;
  12. Responsible that a planning & reporting culture is established and maintained to enable the different layers in the programmatic organization to have data available for personal and organizational performance measurement and to facilitate the managerial principles of ‘delegation of authority’ and ‘accountability’;
  13. Responsible for timely and high standard internal and external reporting of all project affairs;
  14. Assist the Project Manager by contributing to the development of project plans and budgets for the area, with regular reviews based on the context, needs and learning requirements;
  15. Assist the Project Manager in high quality design of projects in close cooperation with the CO based Technical and Thematic Experts.  

Portfolio development

  1. Assist the Project Manager to contribute to the design of winning proposals related to Shelter and to a growing Shelter portfolio within the boundaries of the Area Strategic and Area Annual Plan;
  2. Responsible through the Project Manager that evaluation and learning aspects on existing projects are used to improve the implementation of running projects and are used for future programming;
  3. Assist the Project Manager by contributing to Shelter program ideas and needs analysis for grant proposals.

Partnership and external representation

  1. Responsible for the quality of existing collaboration with local partner(s) and their impact and support the strengthening of their capacity where necessary in close cooperation with the Project Manager;
  2. Responsible to follow up and delivery of agreed capacity building plans with partners, where necessary in close cooperation with the Project Manager.
  3. Responsible for participation in the UN-based clusters related to Shelter WASH cluster, as relevant to Dorcas Ukraine, and report to the Project Manager on trends, development and cluster guidance regarding Shelter and WASH. 

 

Leadership and management

  1. Together with the Project Manager responsible for building a high performing  project team ensuring implementation of the Dorcas performance management system;
  2. Stimulate an inclusive and empowering work environment enabling all Shelter & WASH  staff to excel in their roles and inspire innovation;
  3. Responsible in close cooperation with the Project Manager that all project team members attend induction, complete regular mandatory training, and receive coaching, mentoring and advice so they can perform well in their role;
  4. Responsible to create and maintain high quality and effective project management teams who regularly meet on operational affairs with the purpose of ensuring best practices on daily organizational affairs and with a large emphasis on monitoring against quality, activity output and financial indicators; 
  5. Responsible for the monthly reporting on all project activities as part of the Project Implementation Manual reporting cycle;
  6. Responsible for clear delegation of internal approval authority to the Project Officer(s) within the limits of the project budget; 
  7. As member of the Procurement Committee responsible for the functioning of this committee in accordance with the Dorcas Ukraine Procurement Manual for both purchases and construction works.

 As member of the Area MT

 Contribute to the strategic direction of the Dorcas in Ukraine and on Shelter and WASH;

  1. Responsible for the implementation of policies and procedures on programmatic and organizational support level affairs.

 Profile 

 Identity

  1. The candidate is expected to fully support Dorcas’ vision and mission.

 Knowledge & Experience

  1. University degree or Higher professional education in a humanitarian, development, building, water sphere or other relevant field;
  2. Five years field experience in a similar position, preferably in a conflict/post-conflict setting;
  3. Leadership and Management experience;
  4. Highly skilled in Project Cycle Management;
  5. Strong command of English, preferably knowledge of Ukrainian or Russian language.
