Role purpose :
< span style="font-weight: 400; font-style: normal">Coordinator of programs for water supply and improvement of sanitary and hygienic conditions, construction and engineering programs will coordinate emergency response programs in the north of Ukraine. He/she will coordinate all aspects of project cycle management - primarily program launch and implementation, as well as quality assurance, integration and execution in line with Save the Children programmatic principles and approaches, international industry standards and compliance with donor reporting requirements. The Program Coordinator may also represent Save the Children in relations with local authorities, partner organizations and other institutions.
Main Responsibilities:

Coordinating the launch and launch of the program, including rapid recruitment and induction of staff, procurement and implementation planning, and identification of partners as appropriate. Enhancing sectoral response, coordinating multiple grants in the sector, ensuring projects and reports are delivered according to SC and donor contractual requirements, within agreed timelines and budget, and identifying risks and their proper mitigation. Support technical assistance from Construction, Housing and HSG in the development and implementation of strategies in housing programs, according to housing and HSG clusters, including geographical and technical areas of work, as agreed with other active sectors. Keep trackers up-to-date with information on project implementation and documentationSupporting the assessment of the immediate needs of beneficiaries, the assessment of collective center/transition center facilities and the provision of project recommendations for the rehabilitation of infrastructure to provide safe housing, schools, medical facilities, kindergartens, etc.Provide an effective targeted response to the needs of education, health and community centers to ensure the technical quality of any planned repair, renovation or improvement in accordance with SCI's building policy and standards.Ensuring program accountability by implementing sustainability policies and procedures and reporting in accordance with sustainability and donor requirements, including monitoring and evaluating program quality.Ensuring the integration of an important non-technical component of housing, including but not limited to the integration of gender and disability issues, MHPSS, health and safety, and other components deemed important.Perform monthly monitoring and reporting on all aspects of grant management: phased budget and actual expenditure analysis, progress and work plan updates, development of DIPs, requests for cash, grant opening, risk analysis, grant planning, review procurement plan, data collection and performance monitoring Provide effective leadership and support to partners, and develop and regularly monitor appropriate work plans. To be successful, you must have:
- Bachelor's or Master's degree in civil engineering, architecture, water management or related education.
- Additional certifications or specialized training in humanitarian aid, project management, or related technical fields (e.g., housing, water, and sanitation) preferred.
- Minimum of 3 years of progressively responsible experience in humanitarian aid, emergency response or development programs, with a demonstrated focus on housing, HSE and construction interventions.
- Proven project management experience, including development, implementation, monitoring and evaluation of complex programs in complex environments, preferably in the humanitarian sector.
Knowledge of donor rules and legal compliance requirements. - Dedication to the goals and principles of "Save the Children". In particular, a good understanding of Save the Children's mandate and child-centredness, and the ability to ensure that this continues to underpin all aspects of the work. Adherence to Save the Children's child protection policies.
- Knowledge of effective financial and budget control; proven ability to manage large and/or concurrent budgets.
- Significant experience writing comprehensive, high-quality narrative reports for donors and other external audiences; experience of supporting national staff colleagues in the preparation of reports by systematically collecting and summarizing correct, meaningful information/data, etc.
