GENERAL OBJECTIVE:
Together with the Head of the engineering and design department, implement Shelter and WASH projects to help internally displaced persons and the local population affected by the conflict.
The projects are aimed in particular at:
- improving living conditions by carrying out repair works of damaged housing;
- improving the level of accessibility to water supply and drainage.
In order to fulfill these tasks, it is envisaged to collect data on the needs of Shelter and WASH within the region, to carry out their analysis and to determine priorities for the implementation of measures. Conduct comprehensive technical assessments in collaboration with key stakeholders and beneficiaries. Preparation of evaluation reports and project proposals. Issuance of procurement requests, supervision of project implementation, monitoring and commissioning. Facilitating the receipt of feedback from beneficiaries within the project cycle and supplementing the accumulated experience.
About the organization: Medair is an international Christian humanitarian organization that provides emergency aid to the most vulnerable people who find themselves in conflict, disease and disasters to ensure their lives in dignity and hope. It began its activities in Ukraine at the beginning of March 2022 as a result of the escalation of Russia's military operations in Ukraine. Medair has implemented numerous activities in different sectors such as: housing, health care, cash and non-financial information, social support, WASH, mental health. Medair teams are located in the east, north and west of Ukraine to provide a multi-sectoral approach to assistance. We are looking for a qualified professional to join us in supporting vulnerable communities.
SPECIFIC OBJECTIVES:
- Responsibility for the implementation of Shelter and WASH programs in the region.
- Ensure compliance with technical regulatory documents during project implementation
- In cooperation with the manager, ensure timely implementation of projects in the area Shelter and WASH at an appropriate cost and of appropriate quality.
- Analysis and prioritization of activities based on the needs established as a result of the conducted surveys.
- After setting priorities, coordinating and conducting technical assessments using standard documentation for reporting.
- After conducting assessments, preparing technical requests detailing activities, beneficiaries covered, scope of costs, method of delivery (eg contractor, direct implementation, etc.).
- Regular evaluation and feedback on the quality of programs and activities.
- Participation in the monitoring and evaluation of program activities and their results, introducing corrective measures based on the key points that have been identified at the national level
- If necessary, the involvement of a team of temporary workers (both skilled and and unqualified) after conducting appropriate training in the necessary skills, equipping the team and coordinating their involvement in thebots
Financial and logistical management:
- Support the logistics team in creating and rationalizing projects to enhance optimization in procurement
- Maintain clear reporting for contractor payment and event payment
- Represent Medair at relevant sector meetings.
- Team support logisticians regarding quality control of procurement requests submitted under Shelter and WASH projects
Communication and coordination:
- Weekly reporting on Shelter and WASH projects to your line manager
- Preparation and submission of 3W reports for the area
- Establishing, collaborating and maintaining relationships with representatives of relevant stakeholders to ensure Medair works in the region.
Quality control
- Ensure the implementation of projects in accordance with the requirements of the donor and in accordance with the standards of Medair, donors, state and international standards
- Continuously monitor the work of contractors of Shelter and WASH projects, as well as work crews, through regular visits to the site. Special attention to health and safety, technical quality, environmental safety (e.g. waste management), beneficiary engagement and feedback.
- Active cooperation with the Manager to help meet standards and strengthen the capacity of technical projects.

Qualification Requirements
- Bachelor's degree in engineering, technical disciplines, architecture or other related field industries
- Knowledge of relevant construction materials and methods
Work experience
- Five years of professional experience work
- Management experience. Experience in preparing reports in English
Languages
- Ukrainian (written and spoken)
- good command of English language
IT
- Excellent knowledge of Microsoft software (Word and Excel, Internet, email, etc.)
< li>Technical ability to use digital data acquisition methods- Ability to use GIS or AutoCAD
- Experience using ODK
