Necessary experience:
- Higher education in the field of social work, psychology, sociology or a related field;
- Experience of working in humanitarian organizations in a similar position;
- Excellent communication and interaction skills with different population groups;
- Knowledge of the English language at the Intermediate level or higher;

Shelter Officer is responsible for the qualitative, quantitative and timely implementation of the Water Sanitation & Hygiene and Shelter activities. Directly implements or supervises the implementation of the hardware activities (water supply, sanitation, plumbing, masonry) with the help of beneficiaries, partners or contractors.
Main tasks and responsibilities
- Support supply chains and coordinate deliveries for the shelter operations in collaboration with the line manager and related department specialists.
- Adhere to the Fund's procedures and report activities using program tools/database established for Shelter operations.
- Support the basic functioning of the division and assist other departments in needs assessments in collaboration with the area manager and line manager.
- Report daily on the progress of Shelter activities by updating the database and sharing key information with the line manager.
- Timely report any delays, problems, or other relevant information to the line manager.
- Participate in fieldwork and respond to beneficiaries' queries with comprehensive knowledge of relevant information.
- Supervise the work of contractors and workers, ensuring correct usage, material specifications, and overall quality of work.
- Develop needs identification tools and project monitoring and evaluation tools.
- Support the creation of necessary tools for the shelter program as instructed by the supervisor (drawings, specifications, service contracts, etc.).
- Maintain control over materials and tools, ensuring quality compliance with national and local standards for water supply and sanitation work.
- Perform additional management tasks as necessary.
- Promote and actively participate in quality improvement processes.
- Comply with labor discipline, labor protection, safety rules, fire-prevention requirements, industrial sanitation, and labor hygiene rules.
Competencies and requirements
- Expertise in construction/rehabilitation, etc.
- Knowledge of the legislative and regulatory framework for construction, reconstruction, and other networks.
- Understanding of requirements and norms for buildings, structures, and building materials.
- Proficiency in MS Office, Internet, drawing programs, and preferably Power BI, Tableau, and GIS packages (e.g., QGIS).
- Familiarity with mobile data collection platforms (e.g., KoboToolbox or other ODK-based platforms).
- Knowledge of labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation, and labor hygiene rules.
- Personal qualities: organization, responsibility, analytical thinking, attention to detail, flexibility, self-learning, and a results-oriented mindset.

Qualifications:
- At least 2 years of work experience in design, construction, rehabilitation, project management, or similar functions.
- Minimum 6 months of NGO experience or on-site training in fieldwork.
- Proficiency in English (B1/B2 level).
- Experience in implementing Shelter activities in complex emergency contexts.
- Excellent reporting and writing skills for external audiences (including governments and donors).
- Experience in producing high-quality technical materials (training materials, program tools, proposals, strategic documents).
- Experience working with Monitoring, Evaluation, and Learning frameworks.
- Calm and diplomatic nature with the ability to manage competing priorities and meet deadlines.
- Effective team-player and problem solver.
