Job Description

The role of the Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist is to support better performance and accountability by implementing evidence-based program/project management at the field level to drive and improve performance. The Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist will provide technical support in the development of methodology and tools to ensure the availability of clear and accurate information at the program/project level with the support of the Manager and Head of Monitoring, Evaluation, Accountability and Learning (MEAL) in office The Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist also plays an important role in data management and data quality, implementing the Monitoring, Evaluation, Accountability and Learning (MEAL) system, which is aligned with the International Medical Corps Global Guidelines for Monitoring, Evaluation, Accountability and Learning , MEAL's minimum quality standards, and MEAL's governing policies and procedures. The Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist will provide technical support to educational programs and build capacity on the ground by improving training and knowledge sharing within the International Medical Corps, and with the wider humanitarian community. The incumbent will also contribute to project development, including preparation and management of the Monitoring, Evaluation, Accountability and Learning (MEAL) budget and project design for the fieldwork area.

To be successful in this position, the candidate must perform the main duties independently or special working conditions are required.

Main tasks and responsibilities

International Medical Corps Policies, Instructions and Procedures

  • Implement the Global Monitoring, Evaluation, Accountability and Learning (MEAL) Guidelines for all MEAL activities at the field level and ensure the functionality of the monitoring, evaluation and accountability guidelines at the field level.
  • Apply and adapt existing guidelines Global MEAL, tools and templates at the appropriate stages of the project cycle.
  • Actively promote PSEA prevention standards in the International Medical Corps and among the citizens who receive its services.
  • Contribute to the creation of a positive image and general trust in the organization,in particular through the application of the Code of Conduct, Ethics, Values ​​and Positions in relation to internal and external participants.

Project design and planning

  • Develop and coordinate needs assessment and situation analysis using different approaches (eg direct data collection, secondary sources, SWOT analysis) and ensure that needs assessment and project development are linked.
  • Ensure compliance with Monitoring, Evaluation, Accountability and Learning (MEAL) requirements for donors during proposal development, such as mandatory donor metrics and document attachments, etc.
  • Support the program and monitoring, evaluation team , accountability and learning (MEAL) in the development of the results evaluation system, theory of change, logical structure and MEAL plan, including indicators for existing and new projects. , accountability and learning (MEAL).
  • Represent the organization in monitoring, evaluation, accountability and learning (MEAL) working groups, promoting a positive company image.

System of Monitoring, Evaluation, Accountability and Learning (MEAL)

  • Follow full monitoring, evaluation, accountability and learning (MEAL) procedures and operational plans within the mission and develop coherent data collection tools involving various stakeholders (project team, partners).
  • Ensure that Accountability to Affected Population (AAP) data is regularly collected throughout the project cycle, allowing programming and adjusting actions based on evidence.
  • Develop data collection strategies to generate reporting for projects during the mission.
  • li>Oversee the collection and timely provision of statistics from health facilities and other centers.
  • Collect statistics from health, nutrition, engineering communications (WASH), psychosocial support (MHPSS) sectors , gender-based violence (GBV) and FLS (if the sector is present and applicable) and analyze cross-cutting indicators.
  • Collaboration with the Monitoring, Evaluation, Accountability and Learning (MEAL) office in the country to develop and maintain the management system data, including updates, troubleshooting and prompt resolution of all problems as they arise.
  • Support for the implementation of the Satellite Tracking and Remote Monitoring system. Cooperation with technical staff in support of data quality management and planned monitoring of programs.
  • Evaluation of the quality of collected data. Monitor all pitfalls and mitigate data issues.
  • Coordinate routine data quality checks conducted across workplaces, collect results at the project level and develop action plans to implement corrective actions.

  • Manage tools and methods to assess data quality and security.
  • Ensure compliance with ethical standards when collecting and managing all data; implement the practice of consent to the processing of information during all interviews and surveys, as well as reduce the risks of loss of confidentiality of information during storage anddata transfer.
  • Identify and locate backup documentation for performance reporting.
  • Store mission-level data in accordance with International Medical Corps data protection protocols.

Sampling methods

  • Use statistical sampling techniques, taking into account the desired power, the type of survey or assessment (eg, single-point or multi-point; baseline or terminal), the purpose of the survey or assessment (eg, to test for change or obtain a prevalence point), and budget constraints.
  • Review the sampling approach proposed by the expert/consultant (if applicable).
  • Develop a sampling design and calculate the sample size for the surveys, including following donor recommendations for conducting the surveys.

Qualitative and quantitative methods

  • Use a variety of qualitative and quantitative data collection methods, including structured/semi-structured interviews, key informant interviews, in-depth interviews, group discussions, focus groups and direct observations as an M&E tool.
  • < li>Provide training on quality data collection methods for programs, interviewers and monitoring, evaluation, accountability and training staff.
  • Monitor social dynamics, manage error/bias and strategies to minimize it, and ensure representativeness of collected data for the population (avoid over-reliance on community leaders, local authorities and/or state authorities as the primary source for determining community needs and preferences).
  • Coordinate data collection logistics, data management and ensure availability of necessary resources.
  • Apply various interview techniques (structured/semi-structured) and use appropriate questionnaires to achieve monitoring objectives, as appropriate.
  • Develop database structures for storing and manipulating quantitative data.< /li>
  • Implement appropriate and recommended survey principles.
  • Conduct regular/as needed site visits to monitor the data collection process to ensure data quality.

Mobile data collection and manual data collection

  • Identify appropriate data collection tools based on purpose, advantages and disadvantages of mobile data collection methods.
  • Create simple and complex questionnaire using XLS form and configure mobile phones and tablets for mobile data collection.

Data analysis, including the use of statistical software

  • Apply standard methodologies to data analysis so that data can be compared and aggregated over time and across projects.
  • Support MEAL and the project/program team in performing statistical analyses, including descriptive (univariate and bivariate) data) and inferential analysis from youusing statistical software.
  • Perform qualitative text analysis and develop thematic plans (coding).
  • Triangulation of findings from multiple qualitative and quantitative sources.
  • Interpret statistical data for use in decision-making and synthesize quantitative and qualitative information for reporting and decision-making.
  • Deploy DHIS2 implementation where appropriate and possible.

Evaluation development

  • Support in the development of TORs for internal and external baseline studies, interim evaluations, final evaluations, and question formulation for various types of research such as barrier analysis, market analysis and knowledge, attitude and practice (KAP) research.< /li>
  • Identify the necessary resources to conduct the evaluation, such as information, expertise, personnel, tools and budget.
  • Manage the administrative and logistical process of the evaluation with the involvement of external evaluators.
  • Support preparation and oversee data collection for internal performance evaluations, and develop and summarize findings from participatory evaluation methods (actively involving affected communities in the evaluation).
  • Identifying opportunities for formal research using epidemiological methods , such as a cohort or case-control study; cooperation with the headquarters and technical staff in the development and conduct of research in accordance with the strategy of the representative office in the country.

Techniques of presenting information

  • Write comprehensive descriptive reports (needs assessments, internal reviews, progress reports) and summaries.
  • Present information and "tell the story" of the project to various audiences and decision makers based on the results of analysis and monitoring.
  • Check the accuracy of reports and presentation of information, including the use of appropriate graphs and tables.
  • Dissemination of qualitative and quantitative results using an established dashboard or system according to agreed periodicity.

  • Provide support to the Office of the Mission in determining the human resource needs of the MEAL department, and assist in recruitment, onboarding and training when necessary.
  • Provide technical supervision and coordination of the work of MEAL specialists and specialists field data processing.

Capacity development and training

  • Provide training based on identified gaps.
  • Provide staff coaching/mentoring and on-the-job training to improve skillsMEAL staff.
  • Providing training and on-the-job training for International Medical Corps staff and volunteers based on skills required for MEAL activities.
  • Support program staff with additional training and mentoring on routine monitoring procedures and surveillance methods.
  • Organize annual accountability/feedback and response mechanism training for staff and volunteers .

Knowledge management and learning

  • Support the development of knowledge management and learning mechanisms and processes for the mission, while ensuring that these mechanisms are aligned with International Medical Corps guidelines.
  • Establish basic learning systems that incorporate program research results, lessons learned, achievements and gaps, and develop all the tools needed to support learning practices. 
  • Contribute to performance reviews and lessons learned analysis, including data collected through the Community Feedback and Response Mechanism and other participatory forms of public engagement and feedback collection.

Community Feedback and Response Mechanism (CBFRM)

  • Provide technical support to the team and adhere to key Accountability to Affected Population (AAP) concepts and commitments, including IASC CAAP, CHS and the Sphere Humanitarian Charter.
  • Implement and monitor CBFRM, accountability initiatives and practices within the framework of the mission.
  • Manage the implementation of methodologies for conducting consultations with communities regarding their preferences, based on the operational context.

Intersectoral topics

  • Support International Medical Corps program staff and management in mainstreaming critical gender, age, disability protection concepts in all projects and programs by:
  • Supporting specific gender, protection and conflict sensitivity analysis that programs may need. 
  • Integrate the collection of information related to demographic vulnerabilities and contextual risks (gender, age, disability, environment, etc.) into all MEAL interventions to ensure an evidence base.

Further cooperation with program teams to use the results obtained and strengthen activities according to gender, protection and conflict-sensitive approaches.

Minimum requirements

  • Bachelor's degree in social sciences, public health, statistics or international development, with relevant work experience or work experience in M&E, epidemiology, public health and health information management. Master's degree or higher education degree in social science, health, statistics or international development preferred. A combination of relevant education and experience may be substituted in an equivalent manner.
  • At least 3 years of experiencesingle, progressive industry experience, including a minimum of two years of applied experience working with a humanitarian organization in the development, implementation and oversight of monitoring and evaluation in relevant sectors.
  • Demonstrated experience in managing teams and building staff capacity in complex programming .
  • Experience using qualitative and quantitative data analysis software.
  • Experience with a mobile data collection platform.
  • Be able to identify gaps in staff knowledge of concepts and MEAL skills and conduct training on these topics.
  • Ability to write comprehensive narrative reports (needs assessment, internal audits, progress reports) and job summaries.
  • Demonstrated understanding of safeguarding principles and data privacy as part of data collection and management practices, and the ability to respect and maintain the confidentiality of data received.
  • Proficiency in Microsoft Office applications, including Word, Excel, Outlook, PowerPoint, and Teams.
  • Proficiency in using EPI-Info, SPSS and STATA statistical software.
  • Skills in qualitative data analysis software such as MaxQDA, NVivo, Atlas.ti.
  • Skills working with mobile data collection software such as Ona, KoboToolBox.
