We make land safe where war has ended, while also assisting those affected by active conflict and endemic violence, creating more durable solutions to support stability.In recent years HALO has grown significantly, and with our financial strength and strong government, community, and partner relationships we are uniquely positioned to help build more resilient and prosperous communities.About the role:The Senior Programme Officer (SPO) leads a small team of programme officers and thematic experts and acts as the focal point for a large portfolio of donor-funded projects. They support the Deputy Head of Partnerships in maintaining and managing existing funding and partners, building and supporting donor relations, seeking new funding opportunities and monitoring contract delivery. The SPO leads their small team in the production of proposals, reports, donor-facing communications and other materials, liaises with other programme departments and HQ counterparts, and engages with external stakeholders, donors and partners.Role and Responsibilities:Lead the planning and delivery of concept notes, proposals and tenders to donors to pursue additional funding for new or continuing projects ensuring alignment with the programme’s goals and needs.Line management: overseeing and supporting a small team approx. 1-3 (junior/ programme officers and/or other staff e.g. a thematic expert). Support the training of junior staff in grants management as required. Provide guidance as needed and work to ensure the high quality of deliverables going into programme review and HQ submission.Lead the production of accurate and well-written reports and other deliverables for donors (e.g., case studies), and the presentation and interpretation of quantitative data to present HALO’s progress in line with donor requirements and overall impact.Liaise regularly with key contacts within HALO HQ to ensure coordination of submissions and donor engagement, briefing the DHoP, HoP and PM as needed.Coordinate with relevant departments to ensure project delivery and contractual compliance, including Finance, Support Services, Operations and Human Resources.Respond to internal and external stakeholder information requests.Host visitors to the programme at its Brovary HQ and various operational locations.Produce materials for the programme’s external and internal communications.Under the guidance of the DHoP and HoP, identify, develop and manage partnerships with other organisations to further amplify and extend the impact of HALO’s work.Attend internal and external meetings and events representing the department/programme and report key findings.Travel as required to fulfil the above duties.Requirements:2+ years of relevant professional experience, including 1+ year of project management and MEAL experience working with donor-funded projects in a non-governmental organisation.Excellent written and verbal communication skills in English.Ability to manage and coordinate diverse tasks, build and maintain relationships and facilitate communication among multiple parties.Demonstrated ability to multitask, problem-solve and to respond to changing situations in a flexible manner.A sophisticated understanding of the conflict and political context of Ukraine and of donor priorities.Ability to work well in a team environment and to mentor and line manage junior staff.Ability to work efficiently and independently and to manage multiple deadlines.Strong organisational skills and high attention to detail.Strong presentation and speaking skills.Undertake the role in a manner appropriate to the cultural context and within the local legal framework.Understand and uphold the standards outlined in HALO’s safeguarding policy, acting with due care and attention to safeguard the well-being of anyone that encounters HALO’s work and reporting concerns if they arise.Desirable:Proficiency in the Microsoft Office Suite; ability and willingness to learn to use new software.Experience with data visualisation and photo/video editing tools desirable.Proficiency or fluency in Ukrainian and/or Russian; proficiency in other languages a bonus.Experience in the mine action sector a plus.Benefits:Local overseas allowance and food allowanceShared accommodation in a rented HALO apartment, provided at nil cost49 days annual leave (rising to 56 days after 2 years of service)Three economy return flights to the member’s official home address (or an alternative location up to an equivalent cost)Comprehensive insurance package: Private Medical Insurance, life assurance and emergency medical insurance, including evacuation and repatriation.Please submit a CV (no more than 2 pages) and a cover letter (no more than 1 page) outlining how your experience matches the key skills and competencies required by 4th October 2024We reserve the right to amend the closing date depending on the number of applications received.The HALO Trust is an Equal Opportunity Employer and does not discriminate against any applicant for employment because of age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity,race, religion or belief, sex, or sexual orientation.The HALO Trust is committed to a culture that is both diverse and inclusive and we seek to recruit, develop, and retain the most talented people from a diverse candidate pool.The HALO Trust is committed to ensuring that it provides a safe and trusted environment which safeguards and promotes the welfare and wellbeing of anyone who comes into contact with, or is part of, the Charity, with a zero-tolerance approach to behaviours which challenge this.
