PEPFAR project ("Improving the cascade of HIV treatment for key population groups through differentiated detection of new cases and involvement in treatment, building the potential of the Public Health Center of the Ministry of Health of Ukraine and strategic information in Ukraine" with the support of the Centers for Disease Control and Prevention ( USA) under the US President's AIDS Emergency Plan) supports efforts to identify HIV cases, linkage to care, treatment and prevention programs and encourages the use of strategic information to develop a science-based country response for HIV and other related socially dangerous diseases.

Purpose: The Senior Program Specialist: Monitoring, Evaluation and Research will support activities in the field of strategic information, monitoring and research to inform and provide recommendations to HIV programs in order to improve their effectiveness and develop capacity in monitoring, evaluation and


Job specifics

Requirements:

  • Higher education in public health, sociology, epidemiology orrelated industries;

  • Minimum 3 years of experience in monitoring and evaluating social programs/projects, social research and/or data analysis;

  • Strong statistical analysis skills using SPSS and advanced use of Excel. Knowledge of R or other statistical software is a plus;

  • Confirmed or demonstrated experience in planning and conducting social, epidemiological or operational studies, evaluations;

  • Ability to write and edit texts; experience in writingand sections of grant proposals and conceptual notes;;

  • Ability to work independently and as an effective team member, prioritizing multiple requests;

  • Strong attention to detail, analytical skills and problem-solving orientation;

  • Excellent oral and written communication skills in Ukrainian. The minimum level of English is B2 (Upper-Intermediate);

  • Communication and presentation skills;

  • Possibility of business trips up to 10% .

Responsibilities:

  1. Conducting primary and secondary analysis of program data and research data, interpretation and systematization of the evidence base for monitoring and evaluating the effectiveness of programs;

  2. Analysis of HIV epidemiological data, program and research data to monitor trends and provide program recommendations;

  3. Creation of analytical products (for example, presentations and infographics) and reports on the progress of the project with the provision of the donor;

  4. Support and participation in obtaining routine data from national and regional partners for further analysis;

  5. Participation in the development of research proposals and protocols taking into account current needs;

  6. Presentation and dissemination of research and analysis results within the Alliance to ensure that the organization's activities are data-driven;

  7. Supporting the exchange and distribution of data, in particular, regular updating of information on the online platforms of the Alliance;

  8. Promoting the strengthening of the potential of national partners in the field of strategic information and providing technical support to regional partners in monitoring, evaluation and research;

  9. Represent the organization at conferences, meetings of interested parties and partners, meetings and expert meetings;

  10. Perform other duties as requested.

Purpose: The Senior Program Officer: Monitoring, Evaluation and Research will support the strategic informationactivities aimed at evidence synthesis to provide data-driven recommendations for HIV case finding and treatment programs to increase their effectiveness and efficiency and develop the local capacity in monitoring, evaluation and strategic information

Job Specifications

Core Requirements:

  1. University degree in public health, sociology, epidemiology, or related fields;

  2. Minimum 3 years of experience in monitoring and evaluation of social programs/projects, social research, and/or data analysis

  3. Strong skills in statistical data analysis using SPSS, and advanced Excel skills. Knowledge of R or other common statistical software is an advantage;

  4. Proven or demonstrated experience in planning and conducting social, epidemiological, or operational studies or assessments;

  5. Strong writing and editing ability; experience in writing proposal sections and concept notes;

  6. Ability to work independently and as an effective team member; ability to prioritize among multiple competing requests;

  7. Strong attention to detail, analytical, prioritization, and problem-solving skills;

  8. Excellent verbal and written communication skills in Ukrainian. Minimum English proficiency level B2 (Upper-Intermediate) is required. 

  9. Outstanding communication and presentation skills;

  10. Ability to travel up to 10% of the working time.

Responsibilities:

  1. Conduct programmatic and research data analysis, including primary and secondary data, interpretation, and evidence synthesis to monitor and evaluate program performance;

  2. Analyze HIV epidemiological, program, and survey data to monitor trends and develop focused recommendations for programs;

  3. Produce analytical products such as presentations and infographics, and progress reports;

  4. Support and participate in obtaining routine data from national stakeholders and regional institutions for secondary analysis;

  5. Participate in the development of research proposals and protocols based on current research needs;

  6. Communicate research evidence and results of data analysis to ensure Alliance activities are data-driven and well-informed;

  7. Support data sharing and communication processes, including regular updates on the Alliance’s online data platforms;

  8. Contribute to the building national capacity in the strategic information and provide technical support to local partners in monitoring, evaluation, and research;

  9. Represent the organization as a spokesperson and advocate at conferences, shareholder meetings, policy meetings, and expert gatherings;

  10. Perform other duties as required.
