This role involves partnering with the program team, supervising finance team members, and managing budgeting, forecasting etc. The Senior Finance and Budget Manager will drive financial performance through detailed financial analysis, efficient capital management, and robust risk assessment.We are doers. Our decades of on-the-ground experience help us create greater impact, practical recommendations, and lasting partnerships.Are you the next member of our team?Your Background & SkillsBachelor’s degree in finance/accounting/audit or related field required; master's degree preferred.Minimum 10 +years of progressive job experience or a master’s degree and 9 years of experience.At least 3 years of nonprofit finance experience in a relevant position.Efficiency with QuickBooks software and 1C accounting program.Experience in developing Budgets according to USG requirements, EU donor requirements.Good knowledge of local accounting and tax legislation.Very good attention to detail, with an ability to spot numerical errors.Self-organizational skills, ability to work with large volume of transaction/documents.Ability to work independently and follow strict deadlines.Leadership ability.Upper intermediate level of written and spoken English language is a must.Must be able to multi-task and maintain a calm, friendly demeanor under stressful situations.Must have strong intercultural and communications skills, effective oral and written communication credentials.Very good command of English Language and Ukrainian is required.Strong representational and organizational skills.Must demonstrate valid proof of unrestricted work authorization in Ukraine.Your Daily TasksExpense Reporting: conduct bank reconciliation and generate monthly QuickBooks expense reports, submit them for Deputy Country Director’s (DCD) approval and then to HQ.Payroll: oversee payroll consolidation into one spreadsheet for reporting to HQ, review, conduct math checks, confirm staff salaries and time allocation vs. timesheets, submit for DCD approval.Country Wire Requests: compile Ukraine office monthly Wire Requests, gather and consolidate data from 9 projects and allocate among three bank accounts.Procurement: ensure adherence to IREX Procurement Policy and 2CFR200, review RFPs, invoices and contracts as required; conduct training to staff as necessary.SAP Concur (Ukraine): conduct accounting review of vendors, POs, invoices, consult and support local team as needed; provide SAP Concur user trainings for new employee and refresher training as needed.Subgrants: Oversee partner subgrants due diligence, pre-agreement activities, financial reporting and provide support for subgrantees as required; guide other subgrants staff in subgrants management, manage and divide scope between subgrants staff.Work with assigned teams to help identify appropriate financial and accounting coding for donor funds, invoices and expenses, and grants.Support HQ during IREX Annual A-133 Audit.Provide supporting documentation for donor reporting as needed.Manage VAT reporting for technical assistance projects.Work closely with the accounting and HR staff.Supervise multiple finance and subgrants staff.Perform additional duties and tasks to meet the needs of the organization, team, or as assigned by manager.Manage budgets of multiple projects.Prepare quarterly budget recasts.Prepare forecast of expenditures for donors as required.Develop reports to assist in reviewing, monitoring, and analyzing budget data.Prepare monthly budget-to-actual reports, identify and analyze significant variances, review results and variances with project team.Assist with preparation of award extensions/budget revisions (CEs, NCEs, Funds Relocation Requests, etc.) for programs/projects in consultation with the Country Director/Director of Programs, Deputy Country Director.Perform additional duties and tasks to meet the needs of the organization, team, or as assigned by manager.Ensure timely and accurate preparation of monthly, quarterly, and annual financial statements.Manage regulatory reporting requirements and ensure compliance with financial policies, standards, and legislation.Oversee internal audits and coordinate with external auditors for year-end audits.Supervise and mentor finance team members, fostering a collaborative and high-performance environment.Provide training and development opportunities to strengthen team capabilities and support succession planning.Collaborate with cross-functional teams to support company-wide initiatives and projects.Other duties as assigned.You Will GetCommitted, passionate, collaborative, and mission-driven colleagues who make IREX a good place to work.
