MBO "Eastern Europe Foundation" within the framework of the project "Support for digital transformation" (DTA) announces a tender for the search for a contractor to provide the services of a senior business analyst for the development and implementation of the digitalization project in information and communication system for managing an apartment building.

Term of service provision: 9 months.

Format cooperation: online.

Service engagement: full.

Main tasks and responsibilities:

  • conducting interviews, questionnaires, brainstorming and facilitation sessions with customers, developers and end users to identify and clarify system requirements;
  • documenting, summarizing and prioritizing requirements for optimization system functionality;
  • conducting research on current solutions, competing products, industry standards to provide suggestions for product improvement;
  • establishing internal standards and business analysis methodologies that can be applied for optimization teamwork and ensuring a unified approach to gathering and documenting requirements;
  • application of various methodologies and notations (prototyping, business process modeling, BPMN, UML) for detailed analysis and identification of improvement points;
  • coordination and management of major changes in functionality systems;
  • handling complex or conflicting requirements, coordinating with key stakeholders and making strategic decisions;
  • designing and documenting business process models, use cases, functional diagrams to reflect current and future processes systems;
  • formation high-level technical requirements for the system based on business requirements, including architectural and functional specifications, non-functional requirements, as well as interoperability requirements;
  • developing and maintaining long-term relationships with key stakeholders, including senior government representatives bodies, to ensure the strategy and development of the project in the long term;
  • initiating and implementing new approaches to the analysis and improvement of business processes to reduce costs, increase productivity and convenience for system users;
  • participation in the development of test plans, creation test cases to verify the compliance of functional and non-functional requirements;
  • assessing risks associated with business requirements and changes in the project, developing strategies to minimize them and manage possible consequences;
  • analysis of test results, making changes to the requirements based on the identified problems;
  • consulting and training the business analysts of the team to improve the efficiency of project implementation, conducting a review of their work.

Requirements for contest participants:

  • more than five years of experience as a business analyst / product owner in software development;
  • thorough understanding of SDLC principles, Agile / Scrum methodologies, as well as requirements management at all stages of software development;
  • understanding of interoperability technologies, knowledge of web application architecture, previous experience in the public sector and development electronic services for the public;
  • demonstrated experience in developing and documenting business processes, technical tasks, functional requirements and specifications for complex information systems;
  • experience in working with various stakeholders (state bodies, representatives the public, developers) and the ability to find balanced solutions under the conditions of different interests of the parties;
  • fluency in the Ukrainian language and a high level of English proficiency (understanding of technical documentation, participation in negotiations);
  • experience with Jira, Confluence, MS Visio or other tools for requirements management and process modeling;
  • experience in conducting negotiations, presentations or gathering requirements from government agencies;
  • experience working with projects related to local self-government or knowledge of relevant legislation will be an advantage;
  • experience mentorship or management of a team of business analysts;
  • availability of examples of successfully implemented projects in the field of information and communication systems or electronic services.
