By informing the transition from humanitarian assistance towards long-term development strategies, the RERU seeks to inform a wide range of actors – from national and international aid organizations to UN agencies to government and private sector actors – on how best to support Ukrainian communities.

About this position:

A senior assessment officer in REACH works closely under a Research Manager to manage an assessment team across all stages of the research and assessment life cycle. Starting with research design and conceptualization to the production of final outputs and presenting to external stakeholders, this role plays a central role in the overall and design and production of quality products. They will also manage assessment officers in the design and analysis of outputs; collaborate closely with field teams to implement and oversee data collection; work closely with the data and GIS teams to ensure quality data collection, analysis, and visualization; and with communications and advocacy teams to disseminate and present impactful products to ensure key messages are being received throughout the humanitarian response and beyond in Ukraine.

The Urban Profiling Team within RERU focuses on research concerning urban recovery of Ukrainian cities and territories across a range of thematic areas.

Key Responsibilities:

  • Oversee assessment preparation and planning, including research design, crafting data collection tools, and supporting the development of sampling approaches.
  • Manage a team of 3-6 staff to complete deliverables on time.
  • Manage and coordinate research cycles with a variety of internal and external teams and partners.
  • Conduct data analysis, often looking at both quantitative and qualitative data.
  • Produce briefings and reports based on analysis findings.
  • Present results to key stakeholders and partners.
  • Monitor key developments in the context in Ukraine, with particular focus on economic developments or those which may have a direct or indirect impact on the economy.
  • Liaise and coordinate with a wide range of key stakeholders to monitor developments in recovery and humanitarian situation in the country.

Qualifications:

  • Bachelor's or Master's degree in a relevant field (e.g., economics, social sciences, international development, social sciences, etc.).
  • Proven experience in research design, data collection, analysis, and reporting.
  • Proficiency in quantitative and qualitative data analysis methods strongly preferred.
  • Strong communication and presentation skills.
  • Ability to work effectively within a team and with diverse stakeholders.

Reporting Structure:

The Senior Assessment Officer will report directly to a Research Manager and work closely with country cooridination, data and GIS officers, other units on an ad hoc basis, field teams, and other partners and stakeholders from other organizations, working groups, and other coordination bodies.

Terms and Conditions:

  • This full-time position is initially for 6 months, with the possibility of renewal based on performance.
  • Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance.
