We are currently looking for a cross-cutting Senior Assessment Officer for the Durable Solutions Unit. This position is dedicated to enhancing contextual knowledge, knowledge-sharing, and external engagement to support the Durable Solutions Unit in delivering informed, impactful, and collaborative outcomes for IDPs and related stakeholders. Additionally, the role involves leading one research cycle in coordination with other teams within the Durable Solutions Unit.

CONTEXT
Background on IMPACT and REACH
IMPACT Initiatives is a humanitarian NGO headquartered in Geneva, Switzerland, overseeing several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis, GIS, and remote sensing. Established as an initiative of ACTED, an international NGO based in Paris with a presence in over thirty countries, IMPACT benefits from ACTED’s operational support in its areas of intervention through a strong, globally formalised partnership. In Ukraine, IMPACT has operated under ACTED since 2015. As of 2024, the Ukraine IMPACT mission includes approximately 100 international and national staff members across various locations, with the largest office in Kyiv.
RESPONSIBILITIES
Context Knowledge and Knowledge Sharing within the Unit
• Proactively monitor consultative and decision-making forums where policies affecting IDPs are discussed (e.g., IDP Coordination Hub, Data for Solutions and Recovery, Protection Cluster) and bring relevant discussion points to the Durable Solutions Unit.
• Develop familiarity with relevant international guidelines and key documents on durable solutions, as well as national legislation and data approaches concerning IDPs.
• Conduct necessary secondary data analysis; develop a thorough understanding of similar assessments conducted by other organisations to establish synergies and avoid duplication.
• Familiarise with other Research Cycles (RCs) within the Durable Solutions Unit and IMPACT to identify synergies and enhance linkages.
• Provide backstopping to other RCs within the DSU.
External Engagement
• Maintain relationships with key stakeholders, actively monitor and address their information needs, and advise the SRM and respective SAO on aligning the research cycle to meet these needs.
• Represent IMPACT in cluster meetings, multi-sector forums, and working groups, following up with data requestors on information gaps identified in these meetings.
• Promote a positive image and uphold IMPACT’s credibility by embodying the organisation’s mandate, ethics, values, and positions in all interactions with other actors.
Research Cycle Management and Coordination
• Lead one research cycle in collaboration with one of the teams within the Durable Solutions Unit;
• Draft or oversee the drafting of the Terms of Reference (TOR) and tools for the research cycle, ensuring HQ validation before data collection and dissemination.
• Ensure assessment isplanned in alignment with TORs and unit programme objectives.
• Engage relevant stakeholders and partners in assessment design, output planning, and data collection.
• Plan data collection in accordance with standard operating procedures.
• Brief the Field Team on study objectives; train enumerators and support the Field Team, addressing challenges identified during data collection.
• Draft or oversee the drafting of timely and accurate assessment outputs (e.g., reports, factsheets) in compliance with IMPACT guidelines and quality standards.
• Present study findings at cluster meetings, technical working groups, bilateral meetings, and other relevant forums.
• Engage in the dissemination of research products in line with IMPACT dissemination and communication guidelines and Research TORs.
• Ensure research products are uploaded to relevant data portals, as specified in Research TORs, under IMPACT HQ supervision.
• Document lessons learned at the end of research cycle.
Grant Management
• Support the SRM in preparing accurate and timely narrative reports for the research cycle through close collaboration with the Project Development team.
Accountability to Beneficiaries
• Ensure that all interactions with beneficiaries are respectful and consultative.
• Ensure communities are adequately informed about IMPACT programme objectives, activities, beneficiary selection criteria, and methodologies, and that these standards are upheld by all team members.
