Today, the Fund works in almost all regional centers and communities within the respective regions. The Fund is an executive partner of the UNHCR and implements programs for the provision of direct legal assistance throughout Ukraine, promotes changes in the national legal framework, bringing it into line with international standards in the field of human rights.

< span style="font-weight: 700; font-style: normal; text-decoration: none">PROJECT DESCRIPTION

strong>project "Response Consortium: provision of multi-sectoral humanitarian assistance to the population affected by the conflict in Ukraine", which is implemented by the Response Consortium under the coordination of the international humanitarian organization AKTED and with the financial support of the USAID Bureau of Humanitarian Assistance (BHA) and focuses its attention on mechanisms for the protection of the conflict-affected population and IDPs in the target regions.

The goal of the project is to strengthen the resilience and resilience of people affected by the conflict in Ukraine through timely access to multisectoral humanitarian aid and information management support.Support will be provided in the most vulnerable communities of Dnipropetrovsk, Kharkiv, Zaporizhzhia, Odesa, Kherson and Mykolaiv regions.

Within the framework of the project, the Foundation will conduct, in particular, educational, integration activities and trainings, provide advocacy, legal, psychological consultations and social services, support during the receipt of basic social services by persons affected by the conflict and IDPs, and will also support the creation of sustainable mechanisms for the provision of social services at the mobile and community level.

DUTIES AND RESPONSIBILITIES

The Senior Advocacy Analyst as a member of the project team will report toTo the head of the social direction of advocacy, Advocacy Coordinator and Project Manager.

Implementation of the project

  • Coordinate and monitor the work of analysts and lawyers in the defined area of ​​advocacy;
  • Work autonomously within advocacy activities definedHead of the social direction of advocacy, Advocacy Coordinator and Project Manager in the field of improving the access of IDPs and other categories of the affected population to social services;
  • Lead the assigned areas of advocacy, determine and implement the most appropriate advocacy activities in the consultancytions with the Head of the Social Direction of Advocacy, the Advocacy Coordinator and the Law and Protection Coordinators of the IDP Assistance Project;
  • Advocate solutions to issues of social services provision, provide support for the process of setting up a stable system of social services at the local and national levels, which will identify risks and respond to them in a timely manner (by, in particular, providing assistance in: determining the needs of community residents in social services; drawing up a program of social services in accordance with the needs of the community and budgeting the necessary services; establishing interdepartmental cooperation to identify people in difficult life circumstances and respond effectively to their needs, etc.); "font-weight: 400; font-style: normal; text-decoration: none">Organize and conduct events and meetings with key bodies at the local, national and international levels;
  • Communicate with local and national media and stakeholders regarding the social protection of IDPs and the population affected by the conflict;
  • Identify legal gaps in Ukrainian legislation regarding the social protection of IDPs and the population affected by the conflict, propose necessary improvements to ensure the implementation of the government's legal and policy response to internal displacement in Ukraine, develop problem-solving plans with representatives of local authorities authorities with an emphasis on the procedures for providing social services by municipal institutions;
  • Contribute to strengthening the capacity of local authorities to provide services and represent the needs of their communities at the local and national levels;
  • Consolidate analytical information, draft analytical reports and other materials to present legislative gaps that need to be addressed;
  • Develop drafts of new legislation, including amendments, regulations and instructions to solve identified problems;
  • Be in contact with the partners of the Fund to monitor the situation regarding IDPs and the population affected by the war in Ukraine;
  • Support the activities of the Fund in any other necessary aspects and provide advice to the Fund on any legal issues if necessary.

Coordination and Representation

  • Ensure effective communication, coordination and information exchange with other thematic components and key personnel of the Foundation;
  • Establish and maintain cooperation with key stakeholders at local and national levels;
  • Represent the Foundation in all relevant coordination forums with partner organizations, as well as responsible persons at the local and national levels.

Reporting and Accountability

  • Regularly coordinate the results of efforts with Head of the social direction of advocacy, Coordinator of advocacy issuesations and the Project Manager to ensure the successful implementation of the project;
  • Prepare high-quality and timely reports in accordance with the instructions of the donors within the agreed deadlines;
  • Comply with all relevant policies and procedures of the Foundation, in particular, taking into account the code of conduct.

PROFESSIONAL REQUIREMENTS

  • Higher legal education and/or administrative management (public management and administration);
  • Strong analytical skills and attention to detail;
  • Proven ability to develop and produce quality knowledge products, including strategic and legal documents, etc.;
  • Excellent understanding of the situation regarding IDPs in Ukraine;
  • Experience of working with the parliament and executive authorities of Ukraine will be a significant advantage;
  • Experience or knowledge of humanitarian aid and development policy and research, as well as special knowledge and experience in working with the rights of IDPs and social protection will be a significant advantage;
  • Excellent ability to communicate effectively in English, in Ukrainian and Russian as orally and in writing;
  • Readiness for business trips within Ukraine;< /span>
