Task 1. Logistics support:

  1. Ensuring proper work of the relevant department. 

  2. responsibility for compliance and monitoring of the budget. 

  3. Optimization of logistics mechanisms of response and use updated information. 

  4. planning and forecasting the development of logistics capacity according to the project implementation plan. 

  5. providing logistics supportand counseling of the team responsible for the implementation of the program to ensure quality design tasks. 

  6. constant collection, control and filling in the mandatory documentation used and providing an external audit. 

  7. promoting the proper coordination and communication of the Poltava and Dniprovsky Department of Logistics Operations. 

  8. submitting proposals for adaptation of current procedures (movement, planning, etc.) for consideration of logistics manager. 

  9. Task 2. Supervision of the condition Premises:


    1. ensuring constant presence of gas, drinking water, stationery, supplies and other components of well -being in office and residential premises. 

    2. keeping and constantly updating the inventory

    3. regulation of the issue of providing foreigners and visitors to a living space. 

    4. reporting on the size of the office space, its location, etc. HI needs. 

    5. security and supervision of opening new offices as needed. 

    6. Ensuring the HI procedure with the management of inventory (and a similar donor procedure if necessary). 

    7. Regular monthly inventory to replace inventory. 

    8. Task 4. Management and maintenance of transport park Means:

      1. regulation of planning and distribution of vehicles for staff work trips.

          1. Required Characteristics Employee

            work experience

            • at least 1 year of work in the field of logistics. (Priority is given to candidates with experience in international non -governmental organizations that take care of humanitarian issues and development)

            preferably:

            • excellent level of communication in Ukrainian and English.

            Fleet and Facility Supervisor

            General Mission

            reporting to the logistics manager, the Fleet and facility supervisor manages all aspects of the hi logistics Department Concent-Eq. Vehicles with the Base.

            The Fleet and Facility Supervisor Will Ensure Elements of Base Level Logistics to Support Effectiely the Activities of The Programs. The Supervisor Will Be Activities by Being in Support and in Close Collaboration with the Project and the Support Staff style = "font-weight: normal; FONT-STYLE: Normal "> The Fleet and Facility Supervisor Directly Supports The Logistics Manager and Operates with Logistics Guidelines and Procedures.             Mission 1. Logistics Support :

          2. ENSures the Good Performance of His / Her Department.

          3. Follows and monitor the budget under his / her responsibility. 

          4. Optimizes the logistics response and use of resources in his/her area of assignment by analyzing indicators, making recommendations and providing updates. 

          5. Ensures a good collaboration with program teams in order to maintain a continuous and updated knowledge of the project implementation plan. 

          6. Plans and anticipates the logistics capacity development according to the project implementation plan. 

          7. Provides logistics support and advices to the program team to ensure the smooth implementation of project activities. 

          8. Carries out a continuous collection, control and filing of the compulsory documents used within his/her team to ensure the compliance with HI procedures and facilitate external audit. 

          9. Contributes to the smooth coordination and communication within the Poltava and Dnipro Logistics departments. 

          10. Proposes relevant adaptation of established processes (movements, planning…etc) to the Logistics Manager. 

          11. Supervises local security of the HI staffs, assets and facilities in support of HI security department - alerts the Logistics Manager of issues immediately. 

           

          Mission 2. Premises Management

          1. Ensures the good condition and continued maintenance of offices and accommodations. 

          2. Ensures the continuous availability of gas, drinking water, stationary, consumables and other welfare items in the office and accommodations. 

          3. Maintain comprehensive inventory of HI items (furniture, electrical appliances, etc…) within the premises and keep it up to date. 

          4. Follows-up on HI property lease agreements expiration dates and report it to the supply manager for the renewal. 

          5. Continually updates the accommodation board and organize arrival / departure with his/her team. 

          6. Ensures the management of expatriates & visitors accommodation in a cost efficient manner. 

          7. Reports on the relevance between office size, location, etc…and the HI need. 

          8. Carries on research of premises according to the need and make proposition. 

          9. Ensures and oversees the opening of new offices if required. 

          10. Ensures preparation of weekly CMC (Contract Monitoring Chart) is updated accurately and forwarded to the Logistics Manager. 

          Mission 3. Equipment and Stocks Management

          1. Ensures the respect of HI (and donor if required) stock management procedure. 

          2. Manages regular monthly inventory for the stationary, consumables, equipment stocks in the base, prepare PSR for replacement of stock. 

          3. Ensures the security and the follow up of the equipment used on the mission (identification, inventory, affectation) in collaboration with the IT Assistant. 

          4. Ensures the security and the follow up of the communication and IT equipment (and supplies) on the mission (identification, inventory, affectation) in collaboration with the IT Assistant. 

          5. Ensures preparation of monthly EMC (Equipment Monitoring Chart) is updated accurately and forwarded to the Logistics Manager. 

          Mission 4. Vehicle Management and Maintenance

          1. Ensures the respect of HI (and donor if required) vehicle management procedure. 

          2. Manages the planning and allocation of vehicles for staff movements. 

          3. Supervises the general follow up of the base vehicles (consummation checks, movement planning, vehicle rental contracts, etc.). 

          4. Ensures a regular maintenance on the different vehicle of the base, setup appropriate maintenance contract with supplier or ensure an appropriate repair process with local technicians. 

          5. Defines the more relevant means of transport for goods delivery and process the administrative formalities related to (by road, by plane, by boat, etc.) national, regional and international in a rapidly shifting context. 

          6. Ensures the VMC (Vehicle Monitoring Chart) is accurately prepared and forwarded to the Fleet and Facility Supervisor monthly. 

          Mission 5.  Reporting

          1. Ensures standard reports (CMC, EMC, VMC, SMC as needed) are completed timely and accurately for the Fleet and Facility Supervisor. 

          2. Participates to the monthly situation report (SITREP) by providing relevant data related to your position to the Fleet and Facility Supervisor. 

          Mission 6. Ethics and Professional Practice

          1. Shows professional ethics, respect and promote Handicap International mandate. 

          2. Respects the Handicap International protection of children policy and protection of beneficiaries from sexual exploitation and abuse policy and reports to his/her line manager any non-respect of HI’s policies amongst the teams or partners. 

          3. Respects the Handicap International policy and mechanisms for the prevention of, and fights against, fraud and bribery and reports to his/her line manager any non-respect of HI’s policies amongst the teams or partners.  

          PROFILE SOUGHT

          Qualification(s):

          • Diploma or Bachelor degree in Logistics, Business Administration, Management, Purchasing and Supplies Management, or other relevant field. 

          Experience:

          • At least 1-year experience in the Logistics activities. (humanitarian and development INGOs preferred) 

          Preferable:

          • Previous experience with HI. 

          Skills:

          • Strong negotiating skills; 
          • Good organizing ability; 

          • Excellent communications skills both in Ukrainian and English. 

          Preferable:

          • Being capable of helping team members to plan and review the drafted plans. 

          WORKING CONDITIONS: 

          Contract: Employment contract (according to Ukrainian legislation) Fixed-Term
