Description: The position of the Senior Culture Advisor n; FONT-WIGHT: 400 "> This description outlines the requirements for the hiring of the senior/her advisor/these on cultural issues (long-term contract, only for citizens) to support the Partnership Fund for stable Ukraine (PFRU-2), in particular the project" Culture and Identity ".
Senior (a) advisor (this) will provide strategic advice and consultations on the overall design of the project and four pillars of the Project "Culture and Identity". In particular, in four key areas of the project: development of culture policies and identity based on research, support and preservation of cultural heritage, human capital (support of local cultural figures in the realization of their goals) and work with identity (promotion of diverse, but united Ukrainian identity).
Senior (a) advisor (this) will manage the design of the Room for Heritage program, the involvement of experts and the mentoring of local cultural figures to promote changes in local cultural landscape. His (her) professional experience and understanding of local needs will be the basis for proposals on local cultural strategies and participation in the development of ready -to -use cultural products at the local level. The proactive involvement of potential partners will be part of the job responsibility and should lead to the development of the Room for Heritage's design and methodology.
Senior (a) advisor (this) will also contribute to the efforts of PFRU-2 on the digitalization of Ukrainian cultural heritage and the development of evacuation plansthem with local authorities. Advocacy to create the National Register of Cultural Objects and assistance in synchronization with local cultural approaches will be part of the responsibilities of the adviser (these). The senior (a) advisor (this) can also be involved in the development of communication campaigns to promote evacuation and preserve cultural heritage. It is expected that the senior (a) advisor (this) will provide recommendations for the preservation of cultural heritage, such as digitalization of cultural artifacts, evacuation of cultural heritage from the advanced and evaluation of damage to artifacts that were stolen by the Russian Federation.
Given the importance of this initiative, expertise of consultants in cooperation with government agencies, advocacy at international events and deep knowledge of Ukrainian heritage topics will be important. In addition, the results of the involved expert will play a key role in informing the broader PFRU-2 measures related to cultural influence on community restoration efforts.
Provision of strategic recommendations for the development and implementation of prose measures, maintaining adaptation to a fast -changing context during implementation, as well as facilitating the monitoring of progress in achieving results. Coordination with state and non -state -interested parties on the software issues of the team "Culture and Identity", including, but not limited to the Ministry of Culture and Strategic Communication, the Office of the Prosecutor General and the Ukrainian Cultural Fund. Strategic support for local Ukrainian frontier communities through the Room For Heritage Mentoring Program to support local culture and support for local culture. Designing and developing a program methodology to support cultural advocates in local communities "Room for Heritage" by identifying focal topics, outline experts and coordination of mentors for the project participants. Proactive involvement of cultural figures and local cultural appators to evaluate their needs and proposal in waysPFRU-2 projects in support of them through software activities "Culture and Identity". Background
The PFRU-2 Culture and Identity project aims to bolster Ukrainian culture and promote a diverse yet unified Ukrainian identity as central pillars of national resilience amid the ongoing war. The PFRU-2 seeks a Senior Advisor on Culture who will provide technical support to the project team, in particular Project Director, work with stakeholders, such as Government of Ukraine (cental, regional and local), NGOs, and cultural actors across different levels.
The Senior Advisor will provide strategic advice and consultations on overall project design regarding four pillars of Culture and Identity project. Across four workstreams of the project: development of evidence-based policies related to culture and identity, support and preserve cultural heritage, human capital (support local cultural actors to fulfil their role) and identity work (promote diverse yet unified Ukrainian identity).
Senior Advisor will oversee the Room for Heritage programme and activities design, experts' engagement, and leading mentors for the local cultural actors to provide meaningful change to the local cultural landscape. Their professional experience and understanding of local needs will shape the proposals for strategies for local cultural actors and participation in the development of ready-for-use local cultural packages. Proactive engagement to reach out to potential partners will be a part of the position and is expected to result in the development of the actionable design and methodology for the Room for Heritage and other capacity building programmes.
The Senior Advisor will also contribute to PFRU-2 efforts to digitise Ukrainian cultural heritage and develop plans for evacuation with local authorities. Advocating to set the national register of cultural pieces and assisting with synchronisation with local cultural actors will be a part of the Adviser's scope. Senior Advisor could also be engaged in drafting scope of work for a communication campaigns to promote evacuation and preserve cultural heritage. Expected that Senior Advisor will advise on plans and actions to preserve cultural heritage, such as digitizing cultural artefacts, evacuating cultural heritage from the frontlines and conducting a damage assessment of artefacts that the Russian Federation has stolen.

Proposed solution
The recruitment process for senior Advisors lasts less than three months and leads to full-time positions. A qualified Senior Advisor with a focus on cultural heritage will be brought on board to provide technical support to the project team. This Advisor will work closely with stakeholders, including government ministries and NGOs, to carry out urgent actions to preserve cultural heritage. These actions include digitising cultural heritage, evacuating heritage items from frontline regions, and assessing damage to artefacts that have been stolen by Russia, as detailed in the Terms of Reference (ToR).
Scope of work:
- Provide technical support and contribute by expertise in the area of culture and identity work for the project team of the PFRU-2.
- Provide strategic advice on the design and development of project activities, support adaptation to changing contexts during implementation, and contribute to monitoring progress toward achieving the results framework.
- Coordinate with state and non-governmental stakeholders on the issues related to the Culture and Identity team programming, including but not limited to the Ministry of Culture and Strategic Communication, Office of Prosecutor General’s and the Ukrainian Cultural Fund.
- Strategic support of the local Ukrainian frontline communities through the Room Heritage mentorship programme to support local actors of heritage and assist them for local revitalisation.
- Design and develop the methodology of the Room for Heritage programme, programmes for support of cultural actors in local communities, by determining focus topics, engaging experts, leading and coordinating mentors for the project's participants.
- Proactively engage with cultural actors and local cultural actors to assess their needs and propose ways to support them through the programme activities of the Culture and Identity team PFRU-2 project.
- Prepare thorough documentation of the discussion design and development process, and provide detailed reports on the outcomes of the support for PFRU-2, including follow-up and its tangible results.
Deliverables:
- Room for Heritage programme design: Detailed concepts for focus topics of the Room for Heritage programme, including a list of recommended experts and mentors, as well as outlining key learned lessons.
- Contributing to design of programming on digitisation and evacuation of the cultural heritage: The concept of a training programme aimed to bolster the understanding of the local administrations and cultural actors on digitisation of the intangible cultural heritage, as well as a strategy for cultural heritage evacuation.
- Recommendations for hromadas: Based on previous communication with international representatives, organisations and businesses, as well as mentorship during programme Room for Heritage, provide tangible and actionable recommendations focused on the needs of specific hromada.
- Technical Input: Periodic briefings (e.g. quarterly) on how evolving socio-political, cultural, or security dynamics affect the project’s cultural/identity-related objectives. Actionable recommendations for adaptive programming.
- Input into MEL tools, data interpretation, and contribution to reporting on results and learning.
- Identification of potential partners, gatekeepers, and influencers in the cultural field.
- Narrative Framework and Messaging Guidance: providing input on core messages, framing strategies, and values-based and conflict-sensitive narratives that align with the project’s identity goals. Review of public products (exhibitions, publications, oral histories, digital archives, etc.) to ensure cultural sensitivity, historical accuracy, and coherence with project values.
Qualifications & Experience
- At least 10 years of experience in cultural policy, cultural heritage, art, social research, cultural diplomacy, cultural programming, or related fields—preferably in post-conflict, or resilience-building contexts.
- Deep understanding of the Ukrainian cultural and social landscape, and its intersection with identity, governance, and armed conflict impact to the field of identity.
- Experience advising to or working in government institutions, multilateral organisations, or civil society actors on cultural or social policy. Proven experience in engaging and effectively working with both central government and community level state institutions will be an advantage.
- Strong skills in strategy development, policy analysis, and lunching of complex projects. Experience in working with FCDO-funded projects will be an advantage.
- Proven record in social research, cultural studies, academia in related field. Academic or media publications on the related topics will be an advantage. Experience of public speaking, presenting on professional events, having a high-profile in the professional community is desirable.
- Experience in stakeholder engagement, building professional cultural actors’ network. Vast network of key stakeholders in the sphere of culture. Having trustable working relationship with entry points in cultural professional community, central and local government. Proven ability to translate complex ideas into practical recommendations.
- Demonstrated experience in mainstreaming gender, equity and social inclusion in existing projects;
- Strong communication and presentation skills.
- Fluency in English and Ukrainian is required.
