The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health project initially funded by the U.S. Department of State (DoS) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security. 

In Ukraine, the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protection’s research institutes and regional departments, academic institutions, as well as civil society organizations to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks.  

FHI 360 is seeking qualified candidates for a Safety & Security Manager position based in Kyiv, Ukraine.  This position is open to Ukrainian nationals who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken Ukrainian is required.

POSITION OVERVIEW 

Under the supervision of the Security Manger, the Security Officer will be responsible for assisting the Security Manager with the security management of all humanitarian activities at the field level, with a focus on information gathering, analysis, and ensuring all Global Security protocols are being adhered to. 

KEY RESPONSIBILITIES ANDDELIVERABLES

  • Establishes and maintains close relations with security stakeholders in assigned location. 
  • Maintains dialogue with regional authorities and international institutions such as UNDSS and NGO Security forum, in matters of security. 
  • Serves as a member of interdisciplinary team on matters of non-routine nature, such as evacuations, relocations, medical emergencies, or hostilities that threaten the safety of FHI360 staff.
  • Supports the on-going evaluation of access routes and resources for everyday programming and contingency planning. 
  • Conducts routine security surveys of office and residential areas and premises. 
  • Conducts physical security inspections of facilities, including safe room, issuance of identity cards, and entry control.
  • Ensures that staff members are kept fully informed on matters affecting their security and safety. 
  • Prepares reports on minor cases of theft, illegal entry, assault or other incidents. Ensure that staff are filling out incident report forms as required. 
  • Supports the Security Manager in implementing policies and procedures and preparing contingency plans for emergencies. 
  • Ensures availability of emergency communications system by making periodic checks to determine if systems are functioning properly, arrange for necessary repairs or adjustments.
  • Conducts routine spot checks on vehicles, offices, and warehouses. 
  • Conducts hotel, office, and staff medical care assessments, as required. 
  • Assists in creating a security culture around the organization.  

 DESIRED QUALIFICATIONS 

  • University degree or equivalent in Security management, information management or business administration, political/social science, or international relations with focus on security management or other relevant education. 
  • 3-5 years of progressive responsible experience in security management. 
  • Previous experience in a similar role with another organization is preferred. 
  • Fluent in Ukrainian and excellent in English. 

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

 Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Teams), cell phone/mobile technology, and standard office equipment.
