QUALIFICATION REQUIREMENTS

Education:Diploma about  higher  or  secondary  special   education  or  bachelor's  diploma  in  the  field  of  security  or  related  specialization.

Work experience: minimum of two years of work experience in the field of security and incident prevention related with security, in non-governmental organizations.

Knowledge of languages:Fluent  in  English,  Ukrainian  and  Russian  languages.

Knowledge and  skills:Critical and analytical thinking, complex and comprehensive understanding of the situation in Ukraine. Ability to process a large amount of information. Organizational skills, excellent communication skills, skills interpersonal communication skills, as well as planning skills will be useful. p>

PC skills:Proficient user of Microsoft Office suite (with special emphasis on Excel, Word and Outlook skills).


GENERAL  TASK

The Security Specialist is responsible for security, as well as security analysis and advisory support at the office level in Kyiv. He/she provides senior management with a clear and detailed up-to-date information on safety, risk analysis, and also ensures the implementation of safety rules for employees and premises of PUI.

TASKS AND RESPONSIBILITIES

Task 1: Collect, analyze and provide information on security, political situation and current developments.

The Security Specialist is responsible for the following:

-   Collecting  and  recording   information  regarding  security   and  current  changes   in  the  region;

-   Building  a  network  of  security   relations  of  NGOs  among   different  interested  parties   and  follow  news  in  this   network;

- Organization of regular visits to expand the network of NGOs in the country in cooperation with relevant security specialists;

-   Dissemination  and  analysis  of  security  information  at  the  mission  level.   Providing  weekly  report  on  the  current  military   and  security  situation  of  PUI  employees;  

-   Participation  PUI  and   organization  representation  at   meetings  on  security issues;

- Creation and updating of relevant maps, including information on the current and current political and social security aspects of the humanitarian situation;

-   Creation  and  updation  of  NGO  access  map  marking  involved  persons  at  each   location.

Task  2:  Risk assessment and  monitoring.

The Security Specialist is responsible for the following:

-   Conducting  regular  assessment  of  security  risks  for  the  mission  base  according  to  the  situation  regarding  residential  buildings  and  territories,  offices,  roads,  work  areas  of  project  teams  etc.;

- Development of appropriate risk minimization measures to reduce security risks;

-   Incident reporting;  

-   Applying  the security  package   PUI  to  develop   proper  tools  for   further  measures;

-   Providing   the   security   team   with   recommendations   and   instructions   on   procedural   issues.  

Task 3:  Implementation   of   the   security   management   system   of   PUI

-   Participate  in  writing  security  plans;

- Ensure effective dissemination and implementation of security plans;

- Monitor the implementation of the security action plan and implement OSH;

- Evaluate occupational safety management and provide appropriate support to logistics and procurement specialist;

- Study programs and make your own contribution   to  their  creation   so that  they  contain  information  on  safety  and  protection;

-   Assess  potential  territories   for  performance  of  activities;

- Work with incidents and crises under the supervision and in cooperation with the Head of the Information Security Department.

Task 4: Maintain activities of the organization and provide support to management - Interact with by the authorities for reasons of operational security;

- Take part in negotiations on humanitarian access with governmental and non-governmental organizations.

Task 5: Train and inform staff about a safe environment, procedures and policies

-   Conduct  planned  instructions  with  each  new  employee  PUI  (rules  and  safety  procedures)   within  3  hours   of  the  arrival  of  the  employee   d in the office.  

-   Provide  regular  informational  meetings  with  employees  PUI  (up-to-date  information  about  current  security  situation,  rules  and  procedures);

- Organize specific safety training/exercises for employees of different categories.

- Report deviations from security plans to the Head of the Information Security Department. Perform other tasks.

1. Security of personnel and assets:

  1. Supports the Head of the Information Security Department with the definition of security management tools in the city of Kyiv under the general supervision of the Director; provides suggestions regarding their relevance and the need for changes.< /li>
  2. Interacts as necessary with other specialists - researchers, analysts and security specialists - to support situation analysis and provide advice on security issues. Creates and maintains information networks to provide information such as changes to strategic requirements, as well as about direct work risks.
  3. Responsible for constantly updating basic information in SOPs and safety rules (for example: changing phone numbers, names of contact persons, addresses, etc. .).Provides an updateprovides information to the Head of the Information Security Department and the Director.
  4. Regularly updates the security package monitoring and evaluation tool and sends it to the Head of the Information Security Department, the Logistics Manager and the Director.  Recommends   new  protocols  or  changes  to  procedures  to  improve  the  effectiveness  of  the  risk  counteraction  process,  and  also  if  necessary  provides  support  in  the  development  of  such  documents. security for new employees.  Ensures familiarization of employees and their understanding of safety rules.
  5. Determines the safety needs of the staff of the PUI office in  Kyiv.  Conducts/organizes  trainings  based on  needs  and  keeps  records  of trainings  conducted.
  6. Provides  support  to the Head of Information Security Department  and  Director  with  execution  and  adherence  to  security  plans  and  policies  in  the  office  in  m .  Kyiv.
  7. Reports to the Head of the Information Security Department about any incidents or emergency situations in the field of security as soon as they occur;
  8. Provides  support  when  conducting  assessment  of  the  level  of  security  in  new  software locations and on movement routes, and also suggests actions to minimize risks.
  9. Participates in field trips to new project locations to properly assess the security situation, prepares a report and suggests changes are needed for further departures.
  10. Examines standard requests for departures to new locations (regardless of the level of danger risk) or repeated departures to locations with a high level of danger risk.
  11. Working together with the Head of the Information Security Department, the Heads of the Projects and Programs Department, the Head of the Logistics Department and the Director on prioritizing security and access in the process of programmatic as well as operational planning, making and implementing decisions.
  12. Provides program and administrative staff with quantitative and qualitative data regularly and upon request.
  13. Actively manages the process of resolving and analyzing physical security issues that arise.< /li>

  15. Together with the Head of the Information Security Department, provides security advice and provides situational awareness for minimization of risks for personnel .

    2.1 Prepares reports on security-related incidents immediately after they occur in his/her area of ​​responsibility for further consideration by the coordination team.

    2.2 Prepares the following reports every month, which it submits to the Head of the Information Security Department for further transmission to the Head Office: 2.3 Control of the management system keys;

    2.4 Prepares the following reports for submission to the Director and Head of Information Security:

    • Weekly reports from security (data collection + analysis);
    • Monthly reports (monitoring of the security situation + list of incidents + analysis of security trends + identified threats + recommendations);
    • Prepares reports and a description of the development of the situation in the political, contextual and security areas on a quarterly and quarterly basis by request if necessary;
    • Fills  in  online  mode  all  relevant  tools  and  maintains  other  relevant  documentation;
    • Contributes to the development of internal and external reports and other documents and proposals;
    • Any  other  reports  as  requested  by  line  supervisor.

    GENERAL  OBJECTIVE

    Security Officer is responsible and accountable for the overview of security functions, including security analysis and advice  for PUI Kyiv Office. S/he provides the senior management team with consistent, in-depth safety and security updates, risk analysis and ensures implementation of safety and security rules for PUI premises  and  teams.  

    QUALIFICATIONS

    Education  Degree:  High  School  or  Secondary  School   Certificate  or  Bachelor’s   Degree  in  Safety   and  Security  or  other  related   fields.

    Work  experience:  at  least  two  years  of  work  experience   within  safety  and  security  field  for  NGOs

    Language  Skills:  Fluent  in  English,  Ukrainian  and  Russian.

    Knowledge  &  skills:  Good  critical  and  analytical  thinking;   wide  and  broad  understanding  of  context  of  Ukraine.  Ability   to  synthesise  a  wide  scope  of  information.   Solid  organizational  skills,   excellent  communication  and  interpersonal  skills.   Solid  programmatic,  financial,   and  organizational  planning   skill  is  highly   desirable.  Flexible  and  adaptable  with  regards  to  the  implementation  of  the  daily  work.  Have  a  good  Stress  Resistance   coping  mechanism.  

    Computer  skills:  Confident  user  of  Microsoft  Office   (with  focus  on  Excel  and  Word  and  Outlook).

    TASKS  AND  DUTIES  

    Mission 1: Collect, analyze and provide   security  information  and   the  political  situation   and  current  changes.   

    Security  officer   is  responsible  for:  

    -  Collection   and  recording  of   information  related  to   security  and  current   changes  in  the   region;  

    -Develop  an   NGO  security  network   connections  among  various   stakeholders  and  stay   informed  this  network;   

    -   Organization  of  regular   trips  to  expand   the  NGO  network   in  the  country   in  cooperation  with  relevant  security   specialists;  

    -  Dissemination   of  information  and   analysis  related  to   Safety  and  Security   at  the  mission   level.  Provide  a   weekly  report  on   the  current  military   and  security  situation   of  the  PUI   team;  

    -  Participation   and  representation  of  the  PUI   in  security  meetings;   

    -  Create   and  update  relevant   maps  that  include   information  about  current   and  updated  political   and  social  security   of  the  humanitarian   situation;  

    -  Create   and  update  an   NGO  access  map   with  the  location   involved  persons  in   each  area.  

    Mission   2:  Risk   assessment  and  monitoring.  

    The   Security  officer  is   responsible  for:  

    -  Conducting  regular   security  risk  assessment   for  the  mission   base  according  to   the  situation,  toward   residential  buildings  and   areas,  offices,  roads,   Area  of  operation   of  the  project   teams,  etc.;

    -  Develop   appropriate  Risk  Mitigation   Measures  /RMM/  in   order  to  reduce   the  security  risk;

    -  Submission   of  incident  reports;       

    -  Use   PUI  Security  Kit   to  develop  appropriate   tools  for  further   measures;  

    -  Providing   recommendations  and  instructions   on  procedural  issues   for  security  security   team.  

    Mission 3:  Implement  PUI   security  management  system   

    -  Participate in writing security plans;  

    -  Ensure that the security plans are effectively   disseminated  and  implemented;   

    -  Monitor the implementation of  the   security  action  plan,   and  implementation  of  RMM;

    -   Evaluate  operational  security   management  and  provide   appropriate  support  to   the  Logistics  &Procurement Officer;  

    -   Study  programs  and   contribute  to  their   development  so  that   they  include  security   and  protection  information;   

    -   Assess  potential  regions   for  action;  

    -  Manage   incidents  and  crises   under  the  guidance   of  Security Coordinator.  

    Mission 4:   Support   operations  and  management  

    -   Interact  with  the   authorities  on  operational   security;  

    -   Participate  in  negotiations   on  humanitarian  access   with  state  and   non-governmental  organizations.  

    Mission   5:  Train   and  inform  PUI   staff  about  a   safe  environment,  procedures,   and  rules  

    -  Provide   briefing  plans  for   each  new  PUI   staff  (safety  rules   and  procedures)  within   3  hours  of  arrival  at   the  office.  

    -  Ensure   regular  information  meetings   for  PUI  employees   in  Kyiv  (update   of  the  current   security  situation,  rules,   and  procedures);  

    -  Organize   specific  security  related   training/exercises  for  the   staff  of  different   categories.  

    -   Report  deviations  from   security  plans  to   the  Security CoordinatorCo.  

    Perform  other  duties   as  assigned

    1. Safety  and  Security   of  Staff  and  Assets:

     

    1. Assists  Security  Coordinator   in  defining  security   management  tools  for  Kyiv Office  under  overall   guidance  of  Head  of  Mission;   makes  suggestions  regarding   their  appropriateness  and  the  needs  for  adjustments.
    2. Liaises  with  other  research,   analysis,  and  security   professionals  insofar  as  is  necessary   to  support  contextual   analysis  and  security   advice.  Establish  and  maintain  information   networks  to  inform   both  changing  strategy   requirements  and  immediate   operational  risks.
    3. Responsible  for  constantly   updating  basic  information   in  SOPs  and  security  rules  (ex:  change   of  telephone  numbers,   name  of  focal  points,  addresses,   etc…).  Submits  the  updated  information   to  Field  Coordinator.
    4. Regularly  updates  the  Security  Pack  Monitoring  and  Evaluation  Tool  and  shares   it  with  the  Security  Coordinator,   the  Logistics  manager   and  the  Head  of  Mission.   Recommend  new  protocols,  or  adjustments  to  procedures,  to  improve  effective   risk  mitigation  and  support  the  drafting  of  such  as  necessary
    5. Responsible  for  providing   briefings  on  security   SOPs  and  rules     to  newcomers.  Ensure  that  staff  members   are  familiar  with  and  understand   the  rules.
    6. Identifies  needs  on  safety/security  related   issue  for  PUI  staff  of  the  Kyiv  Office.  Train/Organise  training   based  on  the  needs  and  keep  track  of  trainings   carried  out.
    7. Supports  the  Field  Coordinator  and  Head  of  Mission  on  the  application   of,  and  compliance   with,  security  plans  and  policies   on  the  Kyiv  Office  
    8. Immediately  reports  to  Field  Coordinator   on  any  safety   and  security  incident   or  accident;
    9. Supports  security   assessments  in  new  program  locations   and  travel  routes,   and  suggest  risk  mitigation  steps
    10. Participates  in  the  field  visits  to  the  new  project  locations   to  properly  assess   the  security  situation,   draft  a  report   and  propose  necessary   adjustments  for  further   visits.
    11. Reviews  standard  requests   for  travel  to  new  locations   (regardless  of  security   risk  level)  or  repeated  travel   to  high-risk  locations.
    12. Works  with  Security Coordinator,  Program  managers,  Log  Coordinator,   Head  of  Mission   to  ensure  safety,   security  and  access   are  mainstreamed  in  programmatic  as  well  as  operational  planning,   decision-making  and  implementation
    13. Provides quantitative   and  qualitative  data  to  program   and  support  staff  regularly  and  upon  request.
    14. Provides proactive   leadership  and  analysis   on  emerging  physical   security  issues.
    15. Informs Security Coordinator  of  security/safety  items  that  need  to  be  purchased.
    16. In  collaboration  with  Security  Coordinator   provides  security  advice   and  ensures  situational   awareness  to  mitigate   risks  to  staff  .
    17. Monitors  and  analyses   security  situation  and  recommend  changes   to  security  measures   in  line  with  contextual  changes

    2. Reporting:


    1. Drafts  Security  Incident   Reports  following  the  incidents  occurring   in  his  area  of  responsibility  for  further  reviews   by  the  coordination   team.
    2. Prepares  the  following   reports  to  be  submitted  to  Security Coordinator  each  week  for  further   disseminations  to  HQ  
    3. Keys  Management  system   follow  up;
    4. Prepares  the  following  reports   to  be  submitted   to  Head  of  Mission  and  Security  Coordinator:
    • Weekly  security   reports  (  collection   of  data  +  analysis);
    • Monthly  reports   (Monitoring  of  the  security  situation   +  incident  list  +  Security   trend  analysis  +  identified  threats   +  recommendations);
    • Prepares  reports  and  brief  on  contextual,  political   and  security  developments   every  quarter  and  upon  request   if  required;
    • Maintains  online   filing  of  all  relevant  tools,   reports  and  other  relevant  documentation;
    • Contributes  towards  the  development  of  internal  and  external  reports   and  other  deliverables  and  proposals;
    • Any  other  reports   upon  requests  of  direct  line  manager.
