Responsibilities

  • Ensure implementation of security policies and procedures throughout the country; actively assist the Security Advisor throughout the process; 
  • In coordination with the Security Advisor, monitor local, national and regional developments. Analyze the security context and its impact on WHH's operations, and share any relevant information; create and use database maps to track and provide relevant information within and outside the security team; 
  • Prepare monthly reports on key changes in the security system and ad hoc reports on sudden changes in the security system under supportsecurity teams; 
  • Collect, verify, timely and accurately analyze and share information relevant to conducting security assessments and planning, including from field sources. Notify regional managers and the security advisor about new events or problems; provide written reports as necessary. 
  • Together with security assistants and logistics team, manage the tracking process. 
  • As necessary, monitor air alarms during night shifts and coordinate the overall shift schedule. 
  • Respond to various incidents, including during non-working hours; 
  • Ensure the level of security and provide support to staff traveling during working and non-working hours as required; 
  • Identify security issues/concerns for national and WHH activities and identify opportunities to resolve them. Provide recommendations to regional managers and the security advisor regarding their implementation. 
  • Contribute to the development, updating and implementation of the security management system; 
  • Assist and train team members, conduct trainings at the request of the security advisor; 
  • Conduct the necessary analysis of the security level of premises and territories in coordination with security assistants and relevant departments (for example, with the logistics department, regional managers); provide recommendations; 
  • Conduct security briefings for national staff and, upon request, for international staff. Ensure a high level of briefings, presentations and reports. 
  • Build WHH's relationships with partners and, under the guidance of the Security Advisor and Partnership Advisor, support WHH partners in implementing their security management priorities in practice; 
  • Assist the Security Advisor in the development of protocols, tools, security plans and emergency actions for specific areas and types of activities; 
  • Conduct regular safety training and test the safety management system; 
  • Participate in regional security office meetings at the request of the Security Advisor; 
  • Identify security needs, including the needs of the security team, clearly communicate them and follow up with relevant departments; 
  • Keep a register of risks and lessons learned; 
  • Assist the Security Advisor in building and expanding networks with key stakeholders; 
  • Help with planning and procurement of goods and services in the field of security; 
  • Identify training needs and find potential training providers; coordinate trainings together with the security advisor; 
  • Represent WHH at relevant meetings/forums and report on key discussions; 
  • Assist with written and oral translation when necessary; 
work experience with a bias towards safety; 
  • Minimum 1 year of proven work experience as a security manager or equivalent position in an NGO (preferably international)
  • Complete higher education in a relevant field
  • Analytical skills level of security and risks; 
  • Skills in reporting and presentations; 
  • Experience of working in a humanitarian or public organization; 
  • Considerable experience of working in places of increased risk; 
  • Developed skills in working with Microsoft Office applications, social networks, Android:
  • Skills in working with maps/GIS in Google Earth and Google Maps; experience with QGIS preferred; 
  • Ability to work well in a team and communicate effectively and respectfully; 
  • Ability and willingness to travel throughout the activity area; 
  • Confident skills in solving problem situations; 
  • Fluency in English (oral and written, if necessary, ability to translate); 
  • Fluency in two local languages; 
  • Driver's license (category B); 
  • Understanding humanitarian principles; 
  • Knowledge and understanding of the structure and system of public administration of the country; 
  • Desired experience includes: Certificate in first aid and/or trauma response; experience in monitoring the level of security for international personnel; experience in managing a team and ensuring capacity development in the workplace.
