GENERAL OBJECTIVE

Security Coordinator will effectively implement all appropriate risk management strategies, related to the safety and security, and the protection of staff and assets in mission. Specifically, he/she will be responsible for the management, implementation and oversight of all security operations in support of staff and activities. 

The Security Coordinator position’s major objectives are to properly achieve the following global tasks:

  • Security management system: S/he manages and coordinates security operations ensuring that security procedures are implemented and followed as per the Country Security Standard Operating Procedures (SOPs);
  • Program implementation: S/he deploys, implements and updates the Security Management System through capacity building, coaching control and safety & security awareness;
  • External coordination and representation: S/he develops and maintains sustainable relations with armed forces;
  • Evaluation and context monitoring: S/he supports and monitors assessment missions outside the usual areas of intervention.


TASKS AND DUTIES

1. Information and Standard Operations Procedures Management, Coordination and Analysis 

  • Task and guide Field Coordinators and Security Managers to conduct security assessments and threat analysis as required, and where necessary provide feedback on proposed mitigation strategies for local specific threats;
  • Liaise with Field Coordinators and report to the Head of Mission to ensure that all relevant security information is disseminated in a timely manner to the appropriate offices, their staff and other stakeholders as required;
  • Support security teams to develop an effective security plan to support operations. Be able to develop a security plan to support all projects and activities within the Country of Operations;
  • Assist in the design and implementation of project related security strategies, security policies/standards and establish a concrete course of action for their implementation and review.

2. Security Management System Deployment through Capacity building and Safety & security awareness 

  • Ensure that management staff are following regular training about procedures and policies within the implementation of the program;
  • Maintains close links with Logistics, Program Implementation and other key stakeholders to ensure that all projects are implemented with the highest degree of staff safety and security;
  • As required and in coordination with the Administration/Finance Coordinator, manage administrative, logistic and budgetary issues related to mission safety and security programs/procedures;
  • Provide targeted support and training for security focal points/managers as needed, to build in-country capacity for ongoing security training and awareness activities;
  • Provides direction and inputs to program implementation staff on security issues as needed, including travel briefings and country risk details.

3.  Security Incidents Management

  • Prepare a Security Incidents and Crisis Response Plan for all likely scenario of security threat;
  • Support the Head of Mission in managing and coordinating all security/safety emergency/crisis situation providing a timely and coherent response to incidents as they arise;
  • Follow up on security incidents as directed and ensuring reports are generated and sent to HoM;
  • Conduct/assist in security investigations as and when required by the HoM.

4.  Liaison with Military, Police, Security and Armed bodies/groups/entities and other humanitarian actors

  • Develop, build and constantly maintain a network of interlocutors within the Ukrainian security and armed forces;
  • Develop, build and constantly maintain a network of interlocutors within the Ukrainian armed groups wherever relevant;
  • Develop, build and constantly maintain a network of interlocutors within the Russian armed forces;
  • Liaise with UN agencies, NGOs and other external actors to gain security information and analysis in the region; 

Perform other duties as assigned by the Head of Mission for all issues related to staff Safety and Security.


QUALIFICATIONS:

Education Degree: University degree in geopolitics, political sciences, security management, military tactics and any other related fields with emphasis on organizational development or risk management

Work experience: At least 5 (five) years of progressively responsible experience in NGO environment. Experience in security field is an asset 

Language skills: Fluent in Ukrainian and English 

Knowledge & skills:  

  • Proven operational unit or sub-unit command, staff and leadership experience; 
  • Excellent skills in information collection and analysis procedures with a view to recognizing potential threats and dangers; 
  • An ability to exercise sound and strong management skills in times of crisis and emergencies; 
  • Excellent planning and organizational skills; 
  • Production of policy and procedure papers supporting project operations in the country of operations; 
  • Ability to deal with difficult, often frustrating work situations; 
  • A willingness to live and work in insecure environment with potential movement restrictions; 
  • Regular field visits to implemented activities are necessary to provide a comprehensive activity reporting; 
  • Ability to provide instructions clearly and concisely both orally and in writing. 
  • A high sense of discretion and integrity when dealing with sensitive information; 
  • High degree of responsibility, initiative, alertness, physical fitness, emotional stability, the ability to prioritize a heavy workload and to delegate accordingly; 
  • Professional attitude and the ability to build successful working relationships; 
  • Self-motivated, flexible and adaptable to the needs of the team and organization; 
  • Strong commitment to support/develop capacity of national staff and developing second layer of leadership 

Computer skills: Good knowledge of Microsoft Office

Керівник відділу з інформаційної безпеки  покликаний ефективно впроваджувати усі стратегії управління безпековими ризиками та ризиками захисту щодо усіх працівників та майна організації. Зокрема, він/вона відповідатиме за управління, реалізацію та контроль за усіма операціями з підтримки безпеки працівників та напрямків роботи.

Посада Керівника відділу з інформаційної безпеки передбачає досягнення наступних гglobal goals:

  • Security Management System: He/she manages and coordinates security operations, ensuring the implementation and compliance of security procedures in accordance with the Standard Operating Procedures for Security ( SOP);
  • Implementation of programs: He/she develops, implements and updates the safety management system by developing the professional skills of the team, mentoring and increasing the awareness of security;
  • External collaboration and representation: He/she develops and maintains strong links with the armed forces;
  • Assessment and monitoring of context: He/she supports and supervises evaluation activities outside the normal areas of activity.


TASKS AND DUTIES


  • Provide guidance to Program Managers and Information Security Managers in their assessment of the security environment and threat analysis and, as necessary , provide feedback on proposed measures to mitigate individual local threats;
  • Cooperate with Managers of administrative and program activities and report to the Director to ensure timely dissemination of relevant security information among employees and external parties;
  • Provide support to the Information Security Division teams in creating an effective security plan to support operations. Ensure the possibility of creating a security plan to support all projects and activities implemented in the country;
  • Assist in the development and implementation of strategies, policies and security standards for individual projects. 

2.   Development of the security management system by strengthening professional skills and security awareness

  • Ensure the participation of managers in regular training on policies and procedures for the implementation of programs;
  • Maintain communication relations with the Logistics Department, the Program Department and all involved parties to ensure the highest level of employee safety during the implementation of projects;
  • If necessary, together with the Head of Financial Activities, resolve administrative, logistical and budgetary issues related to mission and program security;
  • Provide targeted support and training for security focal points/managers to strengthen capacity for ongoing in-country security training and information sessions;

  • Assist employees during program implementation, in particular by informing them of transfer procedures and risks. 

3.   Security Incident Management

  • Prepare a Security Incident and Crisis Response Plan for all possible threat scenarios;
  • Provide support to the Director in the management and coordination of security measures during crisis/emergency situations by responding to them in a timely and comprehensive manner;
  • Monitor incidentssecurity and ensure that reports are generated and sent to the Director;
  • As requested by the Director, conduct security investigations/provide support during such investigations. 

4.   Liaison with military, police, security and armed forces/groups/units and other humanitarian organizations

  • Develop, build and continuously maintain a network of relations with security and armed forces forces of Ukraine;
  • If necessary, develop, build and constantly maintain a network of connections with Ukrainian armed forces;
  • Develop, build and constantly maintain a network of connections with the armed forces of Russia;
  • Cooperate with UN agencies, other NGOs and institutions to obtain security information and analyze the security situation in the region; 

Perform other duties related to ensuring the safety of employees as instructed by the Director. 


QUALIFICATIONACTION REQUIREMENTS

Education:Diploma of higher education in the field of geopolitics, management security, military tactics or related specialization with a focus on organizational development or risk management

Work Experience: At least 5 years of experience working in an NGO. Experience in the security sector is an advantage

Knowledge of languages: Fluency in Ukrainian and English

Knowledge and skills:

  • Management experience and leadership qualities;

  • Ability to clearly perform management duties in crisis or emergency situations; 
  • Excellent organizational skills and ability to plan;

  • Ability to live and work in a dangerous environment with potential mobility restrictions; 
  • Regular visits to project implementation sites to create comprehensive reporting; 
  • Ability to provide clear and concise instructions in writing and verbally.
