About the job 

The ICRC Security and Crisis Management Support (SCMS) Unit seeks a highly capable Security and Safety Officer to join our team in Kyiv. The Security & Safety Officer supports the unit and provides technical support to the different ICRC offices in Ukraine. As a unit member, the Safety and Security Officer ensures a safe and secure working environment for its ICRC employees and advises on security and safety risks. S/he advises on conflict and security dynamics in the country and political developments in the overall environment. S/he identifies, maintains, and broadens relations with stakeholders and facilitates ICRC’s access to a network of contacts.

Start date: September 2024 or immediately


Your Tasks and Responsibilities

  • Develop and maintain security rules and relevant security, safety, and crisis management protocols and ensure periodic reviews and compliance
  • Assist in developing/maintaining monitoring tools for several security-related issues (incidents, passive security measures, field trips, headcounts, etc.) and ensure all incidents are reported timely in the dedicated platform
  • Provide analysis on developments and potential safety impacts on ICRC staff and assets
  • Provide safety support, including protocols for the security contractor to comply with and tailored for the different ICRC offices
  • Ensure contingency plans are in place and up-to-date and that staff are trained on how to behave in case of emergency 
  • Support security focal points in ensuring the proper functioning of the office’s Security Management System and implementation of Minimum-Security Requirements (MSR)
  • Support security focal points in elaborating/monitoring key documents and processes, such as Security Risk Assessments, Risk Mitigation Plans of Action, Security Rules, MSR quarterly updates, and Contingency Plans

About you

To be successful as a Security and Safety Officer in the Security and Crisis Management Support (SCMS) unit, you should possess the following qualifications and experiences and have the following characteristics:  

  • Ukrainian citizenship or permanent residence permit in Ukraine
  • University degree
  • 6-9 years of experience in a similar field of activity
  • Security/safety management background preferred. Experience in crisis management is a vital asset
  • Fluent knowledge of English and mastery of Ukrainian, Russian
  • Computer literacy (word, excel)
  • Self-motivated with a strong commitment to teamwork and humanitarian principles 
  • Flexible, enthusiastic, and willing to learn
  • Ability to work independently, as well as effectively under supervision
  • Ability to organize and prioritize multiple tasks
  • Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
