SECURITY ADVISOR
Doctors without borders/ Medecins Sans Frontieres (MSF) is an international humanitarian organization that provides assistance in more than 60 countries of the world to the population in a difficult situation, victims of natural disasters, man-made disasters and armed conflicts, regardless of their race, religion or political beliefs.
MSF is a civil society initiative that unites people who seek to help other people in crisis situations. Thus, the ISF is an association by its own choice.
Anyone who works with MSF, does so out of conviction and is willing to support the organization's values and principles.
Primary objective:
Development, implementation and monitoring of the security management system within the operational activities at the mission/project level in accordance with MSF protocols, standards and procedures, in order to support the mission's risk reduction strategy.
Responsibilities:
- Overview of risk analysis and mitigation strategy in the mission and reviewing the mission's practices and tools for security analysis and management in line with MSF's overall risk reduction strategy. Identification of current and potential problems in standard operating procedures for security, their actual implementation, putting forward proposals and their application in agreement with management, making necessary improvements.
- Evaluation of security measures applied in MSF operational areas, premises (e.g. clinics, guest houses and offices) and workplaces in the health facilities served, identification of additional or enhanced measures to be considered based on the identified risks to ensure a permanent presence of the team on site and continuity of operations.
- Identification and classification of potential areas of activity and routing by level of risk . Advising on the necessary improvements to reduce the risk and minimize the consequences of each type of incident.
- Evaluating the mission context and security monitoring capabilities, as well as the existing flow of security information, proposing improvements as needed .
- Review and regular update of standard operating procedure for movements and communication, as well as reapplication of tools based on updated risk analysis and security map.
- Regular updatecreation of evacuation plans and crisis management systems.
Features of the MSF unit:
- Mapping local security measures/checkpoints/high security area, pedestrian and vehicular access/entry points around building perimeters, utility entry points, locations gas/fuel tanks/storage of hazardous materials, places/facilities for parking vehicles, prevention of unauthorized access, safe zones, means of communication and protocols, status of security forces, etc.).
- Security training/awareness of MSF staff working in Kharkiv on security protocols and emergency mitigation measures.
- Establishing contacts with civil and military authorities authorities in the region and expansion of already existing ones.
REQUIREMENTS:
Education:Higher education diploma in a relevant field.
Experience:
- Significant experience in local operations and security management (minimum one year);
- Skills in analyzing the security context and the ability to develop a strategic vision;
- Experience with MSF or other NGOs is required.
Proficiency in languages — Mandatory knowledge of Ukrainian and English languages.
