The international charity fund Caritas of Ukraine is looking for a Sector Lead Expert (Protection) to join its team, who will be responsible for the full cycle of implementation of protection activities within the framework of a multi-sectoral project for timely, safe and inclusive assistance to beneficiaries in the project implementation regions.
Main duties:
Leadership and management of the Protection direction in the project
- Ensuring the implementation of Defense activities in accordance with the logframe, budget and project implementation plan.
- Financial planning, monthly monitoring of costs and procurement planning in the direction of Defense.
- Coordination of Defense activities with the overall architecture of the multi-sector project.
- Monitoring achievements quantitative and qualitative indicators of the Defense sector and preparation of proposals for adjusting plans in case of deviations.
- Support of Defense activities at all stages of the project cycle.
Operational management
- Coordination of the activities of local teams in the regions of project implementation, provision of work plans and instructions.
- Management of a team of national-level Defense specialists (project management specialist, assistant, lawyers, inclusion experts, GZN, etc.).
- Distribution of tasks in the team, control of deadlines and evaluation of personnel performance.
- Participation in the selection of personnel for of the Protection sector at the local level.
- Providing management support to team members and involving them in decision-making.
- Identification and management of risks in coordination with the project manager and program manager of Protection.
Data management and reporting
- Collection of data and preparation of regular descriptive reports (monthly, quarterly, final) for donors and management.
- Verification of data provided by local teams for compliance with donor requirements.
- Informing management about the status of implementation of Defense activities, challenges and adaptation needs.
Internal and external coordination
- Coordination with the project manager at the project level.
- Coordination of programmatic and methodological decisions with the head of the Protection program at the program level.
- Interaction with the financial and legal departments to ensure operational activities sector.
- Coordinating decisions with the national project manager and program manager.
- Presentation of the project at meetings of the Defense Cluster and in working groups at the national and regional levels.
Operational monitoring and support of local teams
- Implementation of regular trips to the locations of project implementation to check the actual status of activities.
- Accompanying representatives of donors, foreign partners.
- Organizing the collection of feedback from beneficiaries to adapt project solutions to current needs.
- Documenting the experience gained (lessons learned) and successful stories to improve the quality of Protection activities and needs advocacy beneficiaries.
- Technically support teams in solving challenges and making decisions according to humanitarian principles.
Requirements:
- Higher education in social sciences, psychology, law or related fields.
- Certified project management courses or specialized trainings from international agencies (UNHCR, UNICEF, ICRC) in the area of Protection is an advantage.
- Experience in the humanitarian or social sector.
- Management experience (minimum 2 years) as a Project Manager or Coordinator, which involved budget and team management.
- Practical experience in the implementation of Protection components (Protection, GBV, Child Protection) in international or national non-governmental organizations.
- Experience with the requirements of major donors (BHA/USAID, ECHO, UHF, UNICEF, etc.) and knowledge of their reporting rules.
- Availability of written recommendations from a previous employer.
Necessary knowledge and professional skills:
- In-depth knowledge of project cycle stages and the ability to work with a logical-structural matrix.
- Ability to read and analyze budgets, financial reports, plan cash flow and develop procurement plans.
- Knowledge of Sphere standards and principles Protection.
- Skills in working with data collection and visualization systems, confident command of Excel.
- Fluent command of the Ukrainian language; in English - level B2.
Personal qualities and skills:
- Ability to see the project as a whole and predict risks.
- Ability to maintain efficiency in dynamic conditions and make decisions under under pressure.
- Skills of delegation, motivation of remote teams and resolution of internal conflicts.
- Ability to argue the interests of the project at external meetings and conduct negotiations.
- Adherence to the principles of confidentiality and humanitarian ethics.
