General information
The Foundation "Partnership for a Strong Ukraine" (FPSU) is a multi-year, donor program , which is implemented by the company "Kimonix International" under the management of the Ministry of Foreign Affairs, Commonwealth of Nations and Development (MFA) of Great Britain and the Government of Ukraine.
The goal of the FPSU is to provide the Ukrainian state with better conditions for managing the inclusive recovery and revival of Ukraine in partnership with civil society and the private sector in the face of Russian aggression. The FPSU component, which ensures the achievement of result 2, is aimed at restoring public services in the de-occupied territories that have been under Russian occupation for some time since the start of the full-scale invasion on February 24, 2022.
FSPU is looking for a security specialist and protection of the population. The date of the start of duties is January-February 2025 as soon as possible.

The specialist (rank) will work under the direct management of the management of the BZ unit in close cooperation with other advisers and units in the regions on the development of practical recommendations for future strategic projects. This strategic project will lay the groundwork for future strategic interventions in partnership with such key actors as the State Emergency Situations, NPU, DSST, regional/local authorities, NGOs and CSOs.o Conducting desk research to assess challenges in the field of security and protection of the population at the national, regional and local level levels.
o Development of detailed profiles of key stakeholders such as DSNS, NPU and DSST in order to identify gaps and opportunities for implementation of interventions.
o Analysis of data received from stakeholders and local authorities, in order to identify trends and form project recommendations. Work with stakeholders: Coordination and facilitating interviews, surveys and consultations with key actors, including national institutions, regional and local authorities, NGOs and CSOs. during project development.
o Organization of seminars and discussions for the purpose of joint development of project concepts with partners.
o Cooperation with local monitors and community representatives in order to ensure compliance of the data collected at the local level with the project goals.o Participation in field missions to priority areas and communities in order to collect data at the local level and verify conclusions.

Qualifications
• Second-level degree or higher in public safety, stabilization, emergency management or related field industries.
• Minimum 3 years of experience in security and defense projects with an emphasis on research, coordination and project development.
• Proven experience working with state and local entities in Ukraine.

Background
The Partnership Fund for a Resilient Ukraine (PFRU), implemented by Chemonics International, is a multi-year, multi-donor funded program managed by the UK's Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine. PFRU's aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia's aggressionion. The Outcome 2 component of PFRU is focused on restoring government services in liberated areas where Russian forces had occupied territory for a period of time since the start of the 24 February 2022 full-scale invasion.
PFRU is seeking Safety Protection Security Officer. The start date for this assignment is as soon as possible in January-February 2025.
Objective:
The Safety Protection Security Officer will support the delivery of the SPS scoping project, conducting research, coordinating stakeholder engagement, and contributing to project design. The Officer will work under the direct supervision of the SPS leadership team and collaborate closely with other PFRU advisors and field teams to ensure the delivery of actionable recommendations for future strategic projects. This strategic project will lay the groundwork for future strategic interventions in partnership with key actors such as SESU, NPU, SSTS, regional/local governments, NGOs, and CSOs.
Duties and Responsibilities
• Conduct Research and Analysis:
o Lead desk reviews to assess safety, protection, and security challenges across national, regional, and community levels.
o Develop detailed profiles of key stakeholders such as SESU, NPU, and SSTS to identify gaps and opportunities for intervention.
o Analyze data from stakeholders and local authorities to identify trends and inform project recommendations.
• Stakeholder Engagement:
o Coordinate and facilitate interviews, surveys, and consultations with key actors, including national agencies, regional and local governments, NGOs, and CSOs.
o Build relationships with stakeholders to ensure their inputs are reflected in the project design.
o Organize workshops and discussions to co-develop project concepts with partners. o Work with local monitors and community representatives to ensure field data aligns with project objectives.
o Participate in field missions to priority oblasts and hromadas to gather on-ground insights and validate findings.• Contribute to Project Design:
o Support the drafting of the SPS Comprehensive Scoping Report, including detailed analysis and recommendations for future interventions.
o Assist in developing Terms of Reference (ToRs), concept notes, and other technical documents for strategic project implementation.
o Ensure all outputs meet technical, operational, and ethical standards.
o Regularly update the SPS leadership team on project progress, challenges, and emerging insights.
Qualifications
• Advanced degree in public safety, stabilization, emergency management, or a related field.
• Minimum of 3 years of experience in safety, protection, and security projects, with a focus on research, coordination, and project design.
• Demonstrated experience in working with governmental and local entities in Ukraine.
• Strong research and analytical skills with experience drafting ToRs and scoping reports.
• Knowledge of Ukraine’s regional development and administrative systems, including safety and security-related legislation.
• Understanding of participatory approaches to project design and community engagement.
• Proven ability to engage and collaborate with diverse stakeholders, including government, NGOs, and CSOs.
• Excellent communication skills in Ukrainian and English.
• Ability to work under pressure and in challenging environments.
• Demonstrated problem-solving skills and adaptability to complex contexts.
