The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health project initially funded by the U.S. Department of State (DoS) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security. 

In Ukraine, the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protection’s research institutes and regional departments, academic institutions, as well as civil society organizations to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks.  

FHI 360 is seeking qualified candidates for a Safety & Security Manager position based in Kyiv, Ukraine.  This position is open to Ukrainian nationals who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken Ukrainian is required.

 Job Summary:

The Security Manager Provides technical expertise to members of the company’s Emergency Team (General Counsel, IT, Compliance) as they plan, develop, direct, and coordinate effective security programs designed to identify and mitigate risk to employees, visitors, and material assets at multiple operating locations. Serves as the primary advisor to senior management regarding security matters. Leverages extensive subject matter expertise in the security arena to provide strategic guidance to the organization and/or assigned country on a wide array of issues, seeking innovative ways to identify and address security risk in a manner that will support continued growth and innovation.

 will be responsible for security management of all EpiC activities at the field level, with a focus on information gathering, analysis, and ensuring all Global Security protocols are being adhered to. This includes emergency response drills and communication procedures for the project. May provide security coordination for the projects in response to incidents, emergencies, and crises on behalf of the project. Execute exercises, simulations, and test cases which the country office or program staff prepare for contingencies. Supports and administers organizational security plans and operations. Executes procedures and processes to provide physical protection for personnel and company property and meet required codes and regulations. Compiles data for loss control and accident reports.

Accountabilities:

  • Manages and coordinates security programs to address a variety of issues including, privacy, physical security, investigations, regulatory compliance, illicit trade, and ensure compliance to FHI 360 Ukraine Security protocols.
  • Serves as a resource for security issues across the organization or for country portfolio/program and/or large project of complexity and scope.
  • Responsible for managing security professionals and vendors to safeguard the company's assets, and intellectual property, as well as the physical safety of the employees and visitors.
  • Assists with identifying security and related goals, objectives, and metrics consistent with corporate strategic plan.
  • Prepares risk and threat assessment reports and recommendations to senior management including physical security inspections of facilities, including safe room, issuance of identity cards, and entry control.
  • Serves as a member of interdisciplinary team on matters of non-routine nature, such as evacuations, relocations, medical emergencies, or hostilities that threaten the safety of FHI 360 staff
  • Supports the on-going evaluation of access routes and resources for everyday programming and contingency planning.
  • Ensures that staff members are kept fully informed on matters affecting their security and safety.
  • Conducts training needs assessment with key stakeholders resulting in increased security management capacity.
  • Develops and establishes security policies and procedures.
  • Provides advice and counsel to senior management on matters relating to employees, programs, and property safety and security.
  • Compiles, submits records and reports as required reflecting and recording activities.
  • Ensures availability of emergency communications system by making periodic checks to determine if systems are functioning properly, arrange for necessary repairs or adjustments.
  • Provides on-site Security Briefing to new arrivals.
  • May directly manage Security Officers and provide training for all FHI 360 drivers.

 Education Qualification & Experience

  • University degree or equivalent in Security management, information managementor business administration, political/social science or international relations with focus on security management or other relevant education. 
  • 5 years of progressive responsible experience in security management. 
  • Previous experience in a similar role with another organization is preferred. 
  • Fluent in Ukrainian and excellent in English. 

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

 Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Teams), cell phone/mobile technology, and standard office equipment.
