Save the Children International is a humanitarian organization with more than 100 years of history. Save the Children was founded in May 1919 in London.  SCI has been working in Ukraine since 2014. It started its work in the Donetsk region. Currently, SCI is expanding its activities to eight cities of Ukraine. We work in the areas of education, child protection, overcoming child poverty, health care, and also conduct advocacy activities related to the protection of children's rights.Role Purpose

Role Purpose :

 Safety and Security Manager assists the Regional Director in the management of all aspects of security and protection of SCI in the Central Ukrainian region, including the creation, management and maintenance of an effective security system and protection of SCI in the region. He/she will report to the Regional Director and have technical liaison with the Director of Health and Safety. S/he ensures the development, implementation, monitoring and revision of the security strategy for the regional office in accordance with SCI policies, standards and requirements. Ensure proper coordination and security management of all Regional Office field locations and Health and Safety personnel. The incumbent maintains an effective security management system and ensures that all Save the Children minimum operational safety and security standards are in place at all times in all SCI operational areas. This includes ongoing assessment of threats and risks to the SCI program/staff and making recommendations to management regarding organizational risk management. 

Basic responsibilities: 

  • Ensure compliance by the Regional Office in Ukraine with all Minimum Operating Standards and Standard Operating Procedures in in the field of protection and security. 
  • Ensure that all necessary guidance and support is provided promptly, fully and in accordance with rules and principles during emergency situations, working closely with the Area Director, Safety and Security Director (SSD) and Security Focal Points (SFP). 
  • ProvidesYou support the Incident Management Team (IMT) in security crisis situations in the absence of the Director of Safety and Security, and be prepared to participate in them. 
  • Ensure the application of the Security Strategy, Framework Program, Policy and Procedures in the North Ukrainian regional branch.  
  • Ensure that all employees understand the Statewide Safety and Security Plan (SSMP) and agree to adhere to its policies and procedures. 
  • Monitoring the security environment and adjusting security policies and procedures accordingly. 
  • Develop triggers to escalate security protocols as well as de-escalate by providing appropriate information to the SSD. 
  • Ensuring incident report forms are properly completed by employees and distributed to the Northern Regional Office and in the field.
  • Monitor events, review incidents and coordinate analysis, follow-up and recommendations. 
  • Regularly provide updated security information, which includes situational analysis, actions taken and recommended, to SSD. 
  • Providing written reports and oral presentations. 
  • Provide reasoned recommendations in the context of security assessments and reviews. 
  • Evaluate the application of security policies and the level of vulnerability of objects; recommend changes to enhance security. 
  • Conducting security assessments in program areas and potentialogram territories and field missions to places; reporting the results and developing the necessary measures to improve the situation. 
  • Provide security and safety support and advice to program area and field mission managers. 
  • Regularly liaise with the UN, INSO, government, diplomatic and consular institutions and, where possible, community leaders in the process of gathering and verifying security information. 
  • Coordinate the collection and transfer of security information with other relevant entities; classify security information according to its reliability and accuracy. 
  • Participate in formal or informal security NGO networks/forums in the region to share information with other NGOs and gain access to security analysis (if available), maintain functioning of this forum. 
  • Maintain and review the incident reporting and mapping system; ensure regular access to current incident maps for all employees of the Central Ukrainian regional office. 
  • Ensure appropriate systems are in place to effectively disseminate safety information and safety updates to staff. 
  • Develop and implement a safety training plan for all staff; develop and apply assessment processes to determine the appropriateness of competencies acquired during training. 
  • Facilitate safety management training with staff in the office and at project sites

    < span style="font-weight: 400; font-style: normal">To be successful, you must have:  
  • Bachelor's degree in a related field or at least 3-5 years of similar work experience in a related field. 
  • Minimum 3 years of security management experience in an international humanitarian, military or police field. 
  • Advanced level of understanding of communication technologies. 
  • Ability to analyze information and make quick, informed decisions. 
  • Ability to build and manage relationships with staff, community, government, military, non-governmental organizations. 
  • Excellent communication skills in English, both written and spoken.
  • Strong study skills. 
  • Ability to work in complex and complex environments. 
  • High level of commitment to the development principles and organizational and program goals of Save the Children.
