Mission

In Ukraine, Geneva call is launching a multiyear program to answer to the current situation aiming in the short term to build knowledge among all parties involved in the conflict; and over the middle-long term to leverage policy development and enforcement of norms related to the protection of civilians and public infrastructure and negotiating humanitarian access. Overall, Geneva Call aims to develop humanitarian engagement with armed parties and communities to create space for dialogue on the protection of civilians. Geneva Call works in the whole territory of Ukraine.

Role

The Safety and Security Coordinator will support Geneva Call’s Ukraine Programme by ensuring the safety and security of staff, assets, and operations. Based in Kyiv, with travel across Ukraine (approximately 33%), the Safety and Security Coordinator will implement the organization’s safety and security framework in line with Geneva Call’s Global Security Policy and operational procedures.
The position reports directly to the Country Director, with a technical reporting line to the Head of Global Safety and Security (HQ Geneva).

The successful candidate will work closely with Geneva Call’s teams in all field locations, partner organizations, and relevant stakeholders to maintain safe access, coordinate incident preparedness and response, and provide ongoing risk analysis and security advice.
This position is open exclusively to Ukrainian citizens with demonstrated fluency in English.

Core responsibilities

Safety and Security Management

  • Implement and maintain Geneva Call’s safety and security framework across all offices and operations in Ukraine.
    - Ensure that security documentation (Security Risk Assessments, Security Management Plans, Contingency Plans, etc.) remains current and operationally relevant.
    - Monitor and analyze the national and regional security environment, producing regular analytical updates and actionable recommendations.
    - Conduct site security reviews, office and residential assessments, and travel route risk analyses.
    - Lead on the organization and facilitation of security briefings, inductions, and capacity-building sessions for all staff.

Incident Management and Response

  • Serve as the focal point for incident reporting, investigation, and management in Ukraine.
    - Maintain Geneva Call’s incident tracking and response systems in line with the Global Security Policy.
    - Support the Country Director in managing critical incidents, including evacuation, relocation, and medical emergencies.
    - Coordinate with peer organizations, and relevant clusters to ensure timely information sharing.

Operational Continuity and Compliance

  • Support program teams in integrating risk mitigation into planning and field activities.
    - Oversee the maintenance of critical safety infrastructure and emergency supplies in all offices.
    - Conduct regular checks to ensure compliance with organizational safety standards.
    - Liaise with landlords, service providers, and transport vendors to ensure continuity of secure operations.

Capacity Building

Deliver ongoing mentoring, training, and practical exercises for staff at all levels on safety awareness, contingency procedures, and emergency response.
- Maintain updated staff contact and accountability systems in line with Geneva Call standards.

Main qualifications

Education and experience

  • A relevant university degree in security management, international relations, political science, or a related field.
    - Minimum 7 years of relevant experience in security management within humanitarian, NGO, or international organization settings.
    - Proven ability to operate in complex, high-risk, and rapidly evolving environments.
    - Established and trusted network of security advisors and counterparts in peer humanitarian organizations.
    - Demonstrated ability to work independently while maintaining strong coordination and reporting lines.
    - Proven record of reliability, discretion, and integrity in sensitive operational contexts.

Technical skills

  • Strong analytical and reporting skills; experience producing context reports and risk assessments.
    - Familiarity with INSO systems, UNDSS frameworks, and humanitarian access mechanisms.
  • - Certified Security Management Professional (CSMP®) certification by ISMI
    - Proficiency in Microsoft Office and Google Suite tools.
    - Solid understanding of security communications systems, field protocols, and logistical support to operations.
  • Candidates will be tested in their knowledge of the risk management process.

Languages

  • English (C1-C2).
  • Ukrainian / (B2-C1).

Personal qualities

  • Excellent interpersonal and communication skills, with an ability to advise, influence, and train diverse teams.
    - Highly organized, detail-oriented, and capable of multitasking under pressure.
    - Demonstrated initiative and sound judgment in managing sensitive security issues.
    - Strong professional references are essential, including at least one from a previous direct supervisor in a comparable organization
