TASKS AND RESPONSIBILITIES
Under the direct supervision of the Manager of the multi-sectoral project manager, The Project Management Specialist is responsible for ensuring and implementing the programming of cash and non-food aid activities. He/she will be responsible for needs assessment, aid distribution and reporting at the local level. He/she will work in different regions of Eastern Ukraine for the deployment of the PUI response to an emergency situation.
1. Organize the launch of the voucher program in targeted primary and secondary healthcare institutions.
< li>Ensure the proper implementation of the voucher program in its area of responsibility in accordance with the project application and donor requirements, annual program strategy and technical standards of PUI.- Organize and carry out selection and training doctors of partner health care institutions regarding the methodology of implementing the voucher program.
- Organize and carry out the selection and training of registrars-monitors in partner health care institutions regarding the methodology of implementing the voucher program.
- Prepare drafts of memorandums of understanding, certificates on the provision of charitable assistance and other program agreements necessary for signing with target health care institutions, with the support of the Head of Projects and Programs in the field intangible production for the subsequent provision of such documents to the Head of the administrative and program department.
2. Control and monitor the implementation of the voucher program in targeted primary and secondary health care institutions.
- Be the primary point of contact from the PUI for all follow-up communications with physicians and monitor registrars at the target healthcare facilities regarding their routine responsibilities related to voucher implementation programs.
- Provide physicians and monitor registrars in targeted health care facilities with all resources necessary to implement the voucher program (stationery, printer cartridges, etc.) with technical support from the Junior Database Administrator on relevant needs.
- Perform a daily checkand analysis of the database of beneficiaries of the voucher program with the technical support of the Junior Database Administrator in order to verify the compliance of the beneficiaries with the terms of issuing vouchers and the compliance of the issued prescriptions with the vouchers provided by the doctors of the target health care institutions.
- Check compliance of the amounts indicated in the fiscal receipts with the cost of medical drugs and medical materials indicated in the beneficiary database.
- On a regular basis, carry out financial monitoring of budget lines related to the implementation of the voucher program to provide information , necessary for further payments to partner pharmacies.
- Archive the collected and analyzed vouchers for further transfer to the coordination office after the proper completion of the project.
- Find deficiencies in the process of implementing the voucher program and recommend means of improving the mechanisms implementation, monitoring and reporting related to the voucher program.
- Monitor the terms of validity and proper implementation of the terms of memorandums of understanding, certificates on the provision of charitable assistance and other program agreements signed with the target institutions of protection health.
3. Provide logistical and administrative support for the voucher program.
- Address programmatic needs to the Manager of Intangible Manufacturing Projects and Programs, taking into account time and logistical constraints of the mission, procurement procedures related to software activities;
- Initiate procurement processes related to the implementation of the voucher program, with the support of the Manager of projects and programs in the field of intangible production;
- Prepare a financial forecast of spending budget lines every two weeks and information regarding the distribution of financial resources between budget lines related to the implementation of the voucher program, according to the project application;
- Prepare a financial forecast for cash petty expenses to provide to the Manager of projects and programs in the field of intangible production on a weekly basis;
- Report needs regarding transport and communication means, the logistics department on a weekly basis.
3.5. Execution of work.
- Participate in the preparation of the distribution of multi-purpose cash assistance and non-food items, performing various tasks based on the results of discussions with the multi-sectoral project manager
- Perform the work of the PUI in response to emergency situation in different regions of Eastern Ukraine
- Ensure compliance with PUI strategies and methodologies at the local level, implementing and following existing PSAs and recommendations;
- Provide support and develop the capacity of project management assistants

- Regarding the mechanism PUI hotline contact: ensure case follow-up with beneficiaries over the phone, and accurately report the necessary follow-up action in the database
- Ensure compliance with safety rules and immediately notify the team leader and safety manager of any incidents;
3.6. Evaluation.

- Report delays, problems or other related information to the multi-sectoral project manager;
- Report on the progress of work from emergency response daily and weekly to the multi-sectoral project manager;
- Participate and contribute to weekly meetings teams;
- Collect data for internal and external reporting and ensure their compliance with the recommendations of the multi-sectoral project manager and donor requirements
3.8. Communication and follow-up
- Participate in field work and respond to beneficiary inquiries with good knowledge of relevant information
- Provide referrals cases that require it, according to the internal PUI referral mechanism
- Communicate local PUI policies as needed
- Report complaints received from beneficiaries and deal with them transparently
- Maintain regular communication with beneficiaries
QUALIFICATION REQUIREMENTS
Education :High school or high school diploma or bachelor's degree
Work experience:preferred healthcare or other related specialization; work experience in the volunteering/humanitarian sector.
Knowledge of languages: Fluency in Ukrainian and Russian, good command of English is mandatory
Knowledge and skills:Teamwork, listening, initiative, critical thinking, ability to process large amounts of information, organizational and planning skills, excellent communication skills, interpersonal skills and ability to resolve conflicts
PC Proficiency: Strong knowledge of the Microsoft Office suite (with a focus on Excel and Word), data processing and Outlook skills.

< strong>GENERAL OBJECTIVE
Under the direct supervision of the Multi-Sectoral Project Manager, the Emergency Deputy Project Manager and the overall supervision of the Multisectoral Project Manager, the Emergency Project OfficerEmergency (Health & Voucher) Project Officer is in charge of ensuring and implementing CashVoucher, health and emergency, Voucher and Non-Food Items (NFI) programming and supporting the manager in the implementation of Mission emergency projects in coordination with the other technical DPMs.
She/He will be in charge of the needs assessment, the distribution of assistance and the reporting at field level. She/He will work across various areas of East Ukraine to deploy PUI's emergency response.
TASKS AND DUTIES

1. Supervise the launch of e-voucher activity at the targeted health facilities of primary and secondary levels.- Ensure that the e-voucher activity in his/her intervention zone are implemented in accordance with the donor's proposal and requirement, the annual operational strategy and PUI's technical requirements.
- Organize and implement selection and training of partner doctors from the targeted health facilities for e-voucher activity implementation.
- Organize and implement selection and training of partner registrars-monitors from the targeted health facilities for e-voucher program implementation.
- Prepare the first drafts of Memorandums of Understanding, Donation Certificates and other programmatic legal agreements to be concluded with the partner health facilities with support of Emergency Deputy and Multisectoral Project Manager for further submission to Field Coordinator.
2. Supervise and monitor e-voucher activity implementation at the targeted health facilities of primary and secondary levels.
- Be the focal point for further communication with partner doctors and registrars-monitors from the targeted health facilities regarding their routine performance within the project implementation.
- Ensure that partner doctors and registrarstors-monitors have all required resources for the project implementation (stationaries, cartridges for printers etc.) with technical support of IT/Database Assistant when required.
- Ensure daily checks and analysis of beneficiaries database related to e-vouchers activity implementation with technical support of IT/Database Assistant in order to verify beneficiaries’ compliance with the programming criteria, consistency of prescriptions with vouchers issued by the partner doctors.
- Verify that amount of invoices collected is equal to the cost of medicines and consumables dispensed to the project beneficiaries, according to the beneficiaries’ database.
- Provide financial follow-up per vouchers budget lines and quantitative analysis for vouchers component on regular basis before proceeding to payments to partner pharmacies.
- Ensure proper archiving of the vouchers collected and analyzed for further transfer to the coordination office upon successful completion of the project.
- Identify programming gaps and contribute to improvement of implementation, monitoring and reporting mechanisms related to e-voucher activity.
- Ensure follow-up on Memorandums of Understanding, Donation Certificates and other programmatic legal agreements concluded with partner health facilities in terms of their validity terms and compliance.
3. Ensure logistical and administrative support for e-voucher activity.
- Address the project needs to Emergency Deputy Project Manager[FM1] , taking into account the time and logistical constraints of the mission, as well as the procurement
- Initiate procurement processes related to the implementation of the voucher program with the support of the Deputy Emergency and Multisectoral Project Manager in the field of intangible production;
- Prepare a financial forecast of budget expenditures every two weeks and information on the distribution of financial resources between budget lines related to the implementation of the voucher program, according to the project application;
- Prepare a financial forecast for cash small expenses to provide the Project and Program Manager in the field of intangible production on a weekly basis Prepare cash forecast for Emergency Deputy Project Manager on weekly basis;
- Report the needs for transport and communication means to the logistics department on a weekly basis.
3.5. Other Activities implementation.

- To conduct various need assessments (Key Informant Interviews, Focus Group Discussions, Survey) and support in drafting reports
- To analyse assessment results and suggest actions in-line with PUI programming
- To be involved in monitoring activities, satisfaction survey and final assessment to measure outcomes of PUI emergency activities
3.7. Development of Emergency Activities.
- To report any delay, problem or other relevant information to the Emergency Deputy Project Manager;
- To report on the progress of Emergency activities on a daily and weekly basis to the Emergency Deputy Projectgram Manager
- To attend and contribute to Weekly Team Meeting
- To collect and ensure compliant data for internal and external reporting as per the Emergency Program Deputy Project Manager guidance and in-line with donors’ requirements
3.8. Communication & Follow-up
- To participate in the field work and respond to beneficiaries’ queries with good knowledge of relevant information
- Ensure referral of cases in need following PUI internal referral mechanism
- Communicate PUI’s policies at field level when needed
- Report complaints received from beneficiaries and be transparent with them
- Follow up with regular communication with the beneficiaries
QUALIFICATIONS
Education Degree: Secondary Education or School Certificate or Bachelor’s Degree
Work experience: previous engagements in Medical field or other related field; volunteering/humanitarian sector is desired.
Language skills: Fluent in Ukrainian and Russian, good level in English is mandatory
Knowledge & skills: Team player, good listener, proactive, good critical thinking; ability to synthesis a wide scope of information, solid organizational and planning skills, excellent communication as well as conflict resolution skills
Computer skills: comfortable is using Microsoft Office (with focus on Excel and Word), data treatment and Outlook
