TASKS AND RESPONSIBILITIES

Under the direct supervision of the Senior Health Professional, Health Professional is responsible for management of a mobile medical team in collective centers in order to ensure the provision of medical services in urban collective centers where internally displaced persons (IDPs) are received.

1.  Identify, analyze diseases, urgent and urgent cases and refer for treatment.

  • Provide first aid and conduct consultations to persons in case of deterioration of their health condition or relapse of a chronic disease.
  • Provide assistance in case of exacerbation of the disease.
  • Control the activities of teams working in collective centers.
  • Make decisions on the referral of individuals and organize redirection to local medical institutions and stabilize their condition until the arrival of emergency medical aid, coordinate with state health care institutions the continuity of medical care.
  • Delegate the duties of the Specialist in medical activities (distribution, injections, bandages, determining the priority of providing assistance to persons, providing basic consultations) to such a Specialist.
  • Identify mental disorders in people and redirect them to relevant governmental or non-governmental institutions that have permits.
  • Be responsible as a team leader for proper compliance with safety rules and organizational rules, as well as the behavior of all team members when working in the field.
  • Monitor compliance with storage conditions and expiration dates of supplies and materials.
  • Participate in mobile outreach programs of the supported health facility offering counseling, wound care, vaccination, maternal health services, and child, as well as analysis of chronic and infectious diseases.

2. Manage medical data collection in collective centers and mobile interaction programs.

  • Fill daily morbidity monitoring reports based on consultations conducted in collective centres. 
  • As part of the activities of the mobile interaction programs, document cases of disease, medical care and its results.
  • Maintain accurate and updated documentation in accordance with the standards of PUI and state standards of institutionshealth care.
  • Submit regular reports on the interaction program, including problems encountered, number of visitors and types of services provided.
  • Complete daily monitoring reports on the use of facilities and materials based on the number issued to individuals during consultations.
  • Participate in general surveys conducted with individuals during consultations.

3. Contribute to the development of the project and ensure the high quality of project implementation.

  • Actively participate in the daily discussion of work with the multi-sectoral project manager and provide feedback on issues improvement of project implementation.

4. Cooperation and coordination.

  • Cooperate with the team of the state health care institution, in order to coordinate the mobile program of interaction with current programs and services in the field of public health I.
  • Coordinate work with other medical professionals (nurses, public health workers, etc.) during field sessions to provide comprehensive care for persons.
  • Ensure the integration of the data of the mobile interaction and reporting program into the information systems of the medical institution.
  • Take an active part in joint planning and analysis meetings between the PUI and the state health care institution.


QUALIFICATION REQUIREMENTS

Education: University, diploma master's degree (specialist) in the specialty "Medical business"/ "Health care" or another related specialty.

Work experience:at least 3 years in medicine or another related specialty.

Knowledge of languages: Fluency in Ukrainian and English.

Knowledge and skills:Modern methods examination, primary medical care methods,critical thinking, organizational skills, excellent communication skills.

PC skills: Confident knowledge of the Microsoft Office package (with a focus on on Excel and Word).

TERMS

GENERAL OBJECTIVE

Under the direct supervision of the Deputy PM Health, the Doctor is responsible for leading Mobile Health Team in collective centers in order to ensure provision of medical services in the urban collective centers welcoming Internally Displaced Persons (IDPs) 

TASKS AND DUTIES 

1. Recognize, treat and refer illness, emergency and urgency cases.

  • Provide first aid and conduct medical consultations to people in case of health status aggravation or chronic disease relapse.
  • Provide treatment for acute condition reverse.

  • Supervise mobile health teams operating in collective centers. 

  • Decide on and organize the referral of the patients to local health facilities and stabilize them till the 

    ambulance arrival, coordinating with the state Health Facilities for continuity of care.

  • Delegate nursing cares (distribution of drugs, injections, dressings, and triage and basic consultations) to the nurse.

  • Identify mental disorders and refer them to the relevant governmental and non-governmental agencies with specific mandate.


  • As team leader, be responsible for due respect of security and organizational rules and their behavior of the team while on the field.


  • Control of keeping storage conditions and shelf life dates of the drugs 

  • Participate in mobile outreach programs of supported Health Facility, offering medical consultations, wound care, vaccinations, maternal and child health services, and treatment for chronic and infectious diseases.

2. Manage medical data collection in collective centers and mobile outreach programs.

  • Fill Daily Morbidity Reports monitoring forms based on the medical consultations conducted in collective centers. 


  • Document patient cases, treatment provided, and outcomes as part of outreach activities.


  • Maintain accurate and updated records in line with both PUI and state Health Facility standards.


  • Submit regular reports on outreach activities, including challenges faced, patient numbers, and types of services provided.


  • Fill Daily Drugs Consumption Reports monitoring forms based on the number of drugs issued to the patients during the medical consultations.

  • Participate in general surveys to be conducted with the patients during the medical consultations conducted. 

3. Contribute to the project designing and ensuring quality of the project implementation.

  • Actively participate in daily debriefing with the Multisectorial Project Manager and provide feedback on the project implementation improvement.

4. Collaboration and Coordination.

  • Work closely with the state Health Facility team to align mobile outreach activities with ongoing public health programs and services.
  • Coordinate with other healthcare providers (nurses, community health workers, etc.) during outreach sessions for holistic patient care.
  • Ensure integration of mobile outreach data and reporting into the health facility’s information systems.
  • Actively participate in joint planning and review meetings between the PUI and the state Health Facility.


QUALIFICATIONS

Education Degree: Master's degree (specialist’s degree) in Doctoring/Health or other related field.

Work experience: At least 3 years' experience in Medical field or other related field.

Language Skills: Fluent in Ukrainian, and English

Computer skills: Confident user of Microsoft Office (with focus on Excel and Word).
