The Oblast Advisor-Sumy's Principal Responsibilites Will Focus on Sourcing and Sharing Contextual Updates, Information, and Partner Requests Relevant to PFRUS Teams, Supporting The Identification, Immplementation, Monitoring, and Evaluation of Pfru -2 Technical Team Activities, Participating in Local Coordination Meetings, Conferences, and Events, and Supporting Field Visits. The Oblast Advisor - Sumy Will Be Based in Sumy City, Ideally Embedding Within The Sumy Oblast Administration and Supporting EFforts to identify administration capacity needs and targeted opportunities to address them. The following responsibilities will be crucial to the success of the role: · Sources and shares contextual updates, information, and partner requests relevant to PFRU-2 strategic work with all PFRU-2 technical and crosscutting teams to facilitate a deep and detailed understanding of context and priorities in Sumy Oblast. · Leads coordination efforts with Sumy Oblast authorities and partners to ensure all parties are proactively and actively aware and engaged on PFRU-2 activities. Ensures activity engagements are appropriately formalized and documented, including within memoranda of understanding with relevant government departments. · Works with the Sumy Oblast Administration to identify administration capacity needs and creates tailored approaches to address them. · Supports the identification, implementation, monitoring, and evaluation of service, social cohesion, and rapid response focused activities in Sumy Oblast, in collaboration with PFRU Outcome 2, Outcome 3, and Rapid Response technical teams. · Participates in Sumy-focused coordination meetings, conferences, and events, including regular and ad hoc government, donor, cluster, and civil society meetings. · Participates in field assessments (both initial scoping and regular ongoing) and monitoring in Sumy Oblast, supporting the production of Field Visit Reports in collaboration with PFRU Outcome 2, Outcome 3, Rapid Response, and crosscutting teams. · Supports the drafting and development of geographic focused assessments, plans, and other documents that capture a variety of contextual and intervention focused information in collaboration with PFRU Outcome 2, Outcome 3, LAP DTL. · Supports PFRU-2 Political Committee and/or other political visits to Sumy Oblast (i.e., scheduling meetings, preparing briefs, etc.), as needed. Required Skills and Qualifications The Oblast Advisor - Sumy will have the following qualifications and experience: · A university degree (and ideally a post-graduate degree) in international relations, international development, conflict or stabilization studies, law, government or public administration or related fields. · A least 3 years’ experience in the conflict, humanitarian, emergency, stabilization or Ukrainian public sector, including experience in conflict affected areas of Ukraine. Demonstrable experience in other related sectors can be considered in lieu of the above. · Experience of working in or on activities in Sumy Oblast is highly desired. · Experience of working directly or in collaboration with central, regional, or local government in Ukraine is highly desired, including with Sumy Oblast or Hromada Administration authorities. · Experience with FCDO or other donor-funded programmes is desired. · Excellent and demonstrable coordination, presentation, and problem-solving skills, including an understanding of approaches and techniques to rapidly implement appropriate solutions. · Demonstrated ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. in the context of war, natural disaster and human misery), showing persistence when faced with difficult problems or challenges and remaining calm in stressful situations. · Willingness to travel to PFRU-2 target Hromadas in Sumy Oblast, including those in or near frontline or border areas, security permitting. · Excellent communications skills including speaking and writing clearly and effectively in Ukrainian and English. Duration of Assignment/LOE This will be a full-time, long-term position. Location of Assignment: The principal location of this assignment is Sumy City, with travel within Sumy Oblast and other parts of Ukraine (security permitting).
