We - Netpeak Talent - are looking for a Reconstruction Lead'a (Head of the direction of transparent reconstruction) to an important social project.

You will support the creation and expansion of digital systems, including the register of damaged and destroyed property, which are an integral part of documenting and managing the consequences of military aggression against Ukraine and rebuilding infrastructure.

The project is a five-year program with a budget of 150 million US dollars, funded by USAID and aimed at increasing Ukraine's digital capabilities and creating sustainable systems for a safe and successful future. 

Let's say right away: if you don't have experience with similar projects, this is not a stopgap. Your experience in coordinating the work of teams will be no less valuable.

What we are looking for in you:

  1. Experience: 5+ years in strategic planning and management of large digital projects.
  2. Digital transformation: deep knowledge of technologies, platforms and services in digital transformation.
  3. Governance and anti-corruption: knowledge of digital governance, anti-corruption practices and the work of the main stakeholders in Ukraine .
  4. Communication: the ability to effectively communicate with state, international partners and communities.
  5. Analysis and problem solving: the ability to understand complex situations and propose effective solutions for digital projects.
  6. Transparency: understanding the principles of open data and striving for transparency in work.
  7. Innovation: flexibility and creative approach in solving economic problems challenges.
  8. Education: bachelor's degree in business, economics or construction; additional qualifications are a plus.
  9. Technology: Knowledge of geographic information systems (GIS) and construction management software; knowledge of the concept of digital twins and Building Information Modeling (BIM) will be a significant advantage. 


Your future tasks:

  1. Recruit and manage the unit team (preliminarily 3-5 people) and management of external consultants.
  2. Conduct regular meetings and liaise with partners such as the Ministry of Community and Territorial Development, the Ministry of Justice, the Ministry of Digital Transformation and other central authorities authorities, in order to ensure smooth and productive cooperation. 
  3. Oversee the improvement and strategic development of digital recovery and reconstruction management platforms such as Action-based e-Recovery and DREAM.
  4. Ensure real-time tracking and management of recovery and reconstruction projects of time, increasing transparency and accountability in reprimandsstate resources. 
  5. Advocate for the effective use of digital platforms in recovery and engage with stakeholders to ensure alignment of objectives and maximize impact.
  6. Oversee the expansion of digital systems and services to capture damage and deliver compensation, ensuring comprehensive coverage of affected individuals and legal entities.
  7. Lead the development and improvement of digital systems, such as the national information system for accounting for losses and eConstruction, which are critical for documenting the consequences of military aggression against Ukraine and managing the infrastructure recovery process.
  8. Coordinate and conduct training programs for government officials and stakeholders on the use and benefits of digital recovery and reconstruction management platforms.

  10. Provide recommendations on the development and implementation of digital platforms for the management of infrastructure recovery and reconstruction.
  11. Provide proposals for policy and regulatory direction reconstruction.

What the company will offer you:

  1. 3 times a week - work in the office in Kyiv. The office is located in Podil, there is a shelter in case of emergencies. Let's say right away: safety above all else - in case of shelling, the team does not work in the office.
  2. Balance between work and rest. Time management is important, so if events take place in the evening or on Saturdays, you will be compensated for working hours.
  3. Vacation: 28 calendar days of vacation per year.
  4. Sick days: 15 paid sick leave per year.
  5. Employment: official registration with the company staff.
  6. Salary: fixed salary in dollars.
  7. Medical insurance: full medical insurance that covers services in medical institutions of the full category, as well as dental services. You will also have the opportunity to insure minor children.
  8. The equipment is provided by the company.
  9. Mobile phone compensation.
  10. Annual salary increase: +10 is added to the salary every year % in agreement with the fund.
  11. Performance review once a year.
