General information

The Foundation "Partnership for a Strong Ukraine" (FPSU) is a multi-year, donor program , implemented by the Kimonix International company under the management of the Ministry of Foreign Affairs, Commonwealth of Nations and Development (MFA) of Great Britain and the Government of Ukraine. 

The goal of the FSSU is to provide the Ukrainian state with better conditions for managing the inclusive recovery and revival of Ukraine in partnership with civil society and the private sector in the face of Russian aggression. 

The senior specialist of the "Rapid Response Mechanism" project provides project management, coordination and control over its implementation, as well as technical and administrative support as part of the FSSU-2 "Rapid Response Mechanism" subdivision. which helps frontline, border and other communities in the north, south and east of Ukraine in responding to ongoing attacks and maintaining stability in conditions of Russian aggression. 

Senior specialist (rank) of the "Mechanism of rapid response" project manages and supports the processes of purchasing equipment, tracking stocks and the progress of implementation of project activities, database management, coordination with local authorities and other partners, organizes and participates in consultations, meetings, events, as well as monitors and accompanies the implementation of administrative tasks, such as the conclusion of memorandums of understanding and signing property transfer agreements with beneficiary communities.

Duties

•    Assistance in the launch and implementation of project activities of the "Rapid Response Mechanism" unit, primarily tracking, database management, coordination, control and support of administrative tasks in order to ensure the successful implementation of the project in accordance with the work plan and project requirements.

•    Management of the process of tracking stocks and the progress of implementation of project activities, as well as management of databases with the provision of clear recording of data and information and bringing them into an acceptable form for work in accordance with the needs of the subdivision "Mechanism of rapid response" and other employees of FSSU-2.

•  Executing the functions of the main contact person for partners in local authorities and supporting their participation in consultations, meetings and events, as well as collecting relevant data and information from them for tracking and reporting.

•    Managing the process of organizing consultations, meetings and events with local authorities and other partners. Keeping minutes of meetings for the "Rapid Response Mechanism" unit and other employees of FSSU-2.

•    In coordination with the senior manager of the "Rapid Response Mechanism" project, determining the possibilities of prompt provision of equipment, as well as the possibilities of implementing project activities, not related to technology (namely: trainings, development of an action plan in case of emergency situations, strategic communications), development of project proposals for consideration of the head of the "Rapid Response Mechanism" project.

•    Control and support andadministrative tasks, such as concluding memorandums of understanding with partners in local authorities, preparing documentation for procurement and grants, including procurement requests, and accompanying the signing of property transfer agreements with beneficiary communities.

• Business trips as needed to interact with FSSU-2 units in the regions and meet with partners and stakeholders.

  Qualifications and experience:

•    Higher education (ideally - master's degree and above) in the field of international relations, international development, in conflict or stabilization research, law, public administration, or related fields.

•    Minimum 3 years of experience in the conflict resolution, humanitarian aid, emergency, stabilization, or public sector in Ukraine, including work experience in conflict-affected regions of Ukraine. 

Instead of the above, proven work experience in other related sectors can be considered.

• Experience of working directly in or in cooperation with central, regional or local authorities in Ukraine is desirable.

•    Experience with the UK Foreign Office or other donor programs is preferred.

•    Excellent proven coordination, presentation and problem solving skills, in including understanding of approaches and methods for rapid implementation of appropriate solutions.

•    Proven ability to work under extreme pressure, sometimes in highly stressful environments (e.g. in the context of war, natural disaster and human suffering), tenacity in solving difficult problems or challenges, calmness in stressful situations.

•    Readiness for business trips within the target areas of FSPU-2, including on the front-line or border areas or near them (if the security situation allows).

•    Excellent communication skills, including clear and effective oral and written communication in Ukrainian and English.

Subordination

Senior specialist (rank) of the project "Rapid response mechanism" reports to the senior manager of the project "Rapid response mechanism"

Period of work

The position involves full-time employment for a long time.

Place of work

The position involves working mainly in Kyiv (Ukraine) with the possibility of business trips to other parts of Ukraine (subject to approval from the security unit).

Background

The Partnership Fund for a Resilient Ukraine (PFRU), implemented by Chemonics International, is a multi-year, multi-donor funded program managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine. PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression. 

The Rapid Response Senior Project Officer provides project management, coordination and oversight, and technical and administrative support as part of the PFRU-2 Rapid Response Team, which helps frontline, borderline, and other communities in the North, South, and East of Ukraine respond to recent attacks and maintain resilience in the face of Russian aggression. 

The Rapid Response Senior Project Officer is leading and supporting equipment purchases, stock and activity tracking, database management, coordination with local government and other partners, setting up and participating in consultations, meetings, and events, and overseeing and supporting the completion of administrative duties such as entering into memoranda of understanding (MOUs) and executing transfer agreements with beneficiary communities. 

Duties and Responsibilities :

•    Supports the start-up and delivery of Rapid Response Team activities, with a focus on tracking, database management, coordination, and overseeing and supporting the completion of administrative duties to ensure successful delivery against work plan and project requirements.

•    Leads on stock and activity tracking, as well as database management, ensuring data and information is clearly captured and easily digestible by Rapid Response Team and other PFRU-2 Team members. 

•    Serves as a primary point of contact with local government partners, supporting their participation in consultations, meetings, and events, and collecting relevant data and information from them for tracking and reporting purposes.

•    Leads on the organization of consultations, meetings, and events with local government and other partners.Takes meeting notes to share with Rapid Response Team and other PFRU-2 Team staff. 

 •    In coordination with the Rapid Response Senior Project Manager, identifies opportunities for rapid equipment deployments, as well as non-equipment activity opportunities (i.e. trainings, emergency planning, strategic communications), and drafts proposals for review by the Regional and Rapid Response Lead. 

•    Oversees and supports administrative duties such as entering into memoranda of understanding (MOUs) with local government partners, drafting procurement and grants documentation including procurement action requests, and supporting the signing of transfer agreements with beneficiary communities.

•    Travels as needed to engage with PFRU-2 Regional Team staff and meet with partners and stakeholders. 

Required Skills and Qualifications  

•    A university degree (and ideally a post-graduate degree) in international relations, international development, conflict or stabilization studies, law, government or public administration or related fields.

•    A least 3 years’ experience in the conflict, humanitarian, emergency, stabilization or Ukrainian public sector, including experience in conflict affected areas of Ukraine. Demonstrable experience in other related sectors can be considered in lieu of the above. 

•    Experience of working directly or in collaboration with central, regional, or local government in Ukraine is desirable.

 •    Experience with FCDO or other donor-funded programmes is desirable.

•    Excellent and demonstrable coordination, presentation, and problem-solving skills, including an understanding of approaches and techniques to rapidly implement appropriate solutions.

•    Demonstrated ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. in the context of war, natural disaster and human misery), showing persistence when faced with difficult problems or challenges and remaining calm in stressful situations.

•    Willingness to travel within PFRU-2 target Oblasts, including those in or near frontline or border areas, security permitting.

 •    Excellent communications skills including speaking and writing clearly and effectively in Ukrainian and English.

The Rapid Response Senior Project Officer will report to the Rapid Response Senior Project Manager

Duration of Assignment

LOEThis will be a full-time, long-term position.

Location of Assignment 

The principal location of this assignment is Kyiv, Ukraine, with travel to other parts of Ukraine (security permitting).
