General information

The Foundation "Partnership for a Strong Ukraine" (FPSU) is a multi-year, donor program implemented by the company "Kimonix International" under the management of the Ministry of Foreign Affairs affairs, affairs of the Commonwealth of Nations and Development (MFA) of Great Britain and the Government of Ukraine. 

The goal of the FSSU is to provide the Ukrainian state with better conditions for managing the inclusive recovery and revival of Ukraine in partnership with civil society and the private sector in the face of Russian aggression. 

Assistant of the "Rapid Response Mechanism" project provides project management and administrative support as part of the FPSU-2 "Rapid Response Mechanism" unit, which helps frontline, border and other communities in the north, south and east of Ukraine in responding to ongoing attacks and maintaining stability in the face of Russian aggression. The assistant of the "Rapid Response Mechanism" project accompanies the purchase of equipment and the performance of administrative tasks, such as concluding memorandums of understanding and signing agreements on the transfer of property with beneficiary communities.

Responsibilities:< /strong>

•  Assistance in the launch and implementation of project activities of the Rapid Response Mechanism unit, primarily the purchase of equipment and supporting the implementation of administrative tasks in order to ensure the successful implementation of the project in accordance with the work plan and project requirements. memoranda of understanding with partners in local authorities, preparation of procurement and grant documentation, including procurement requests, and support for signing agreements on transfer of property with beneficiary communities. In coordination with senior specialists of the Rapid Response Mechanism project, performing the function of an additional contact person for partners in local authorities, supporting their participation in consultations, meetings and events, as well as collection of relevant data and information from them for tracking and reporting.

•    In coordination with senior specialists of the project "Mechanism rapid response" support for the process of organizing consultations, meetings and events with local authorities and other partners.

•    Support for all aspects of professional correspondence with beneficiaries, including preparation of draft documents, verification, tracking and storage of data and information , as well as ensuring smooth communication and exchange of information between different units of the FSPU. regions and meetings with partners and stakeholders.

  Qualifications and experience:

•    Higher education (ideally – master’s degree and above) in the field of international relations, international development, conflict or stabilization research, law, public administration or related fields.

•    Minimum 1 yearto work experience in the sector of conflict resolution, humanitarian aid, emergency situations, stabilization measures or the public sector in Ukraine, including work experience in conflict-affected regions of Ukraine. Instead of the above, proven work experience in other related sectors can be considered. with the UK Foreign Office or other donor programmes.

•    Proven coordination, presentation and problem-solving skills, including understanding of approaches and methods to quickly implement appropriate solutions.

•    Proven ability to work under extreme pressure, sometimes in a highly stressful environment (for example, in the context of war, natural disaster and human suffering), persistence in solving complex problems or challenges, calmness in stressful situations.

•    Readiness for business trips within the target areas of FSSU-2, including to or near the front or border areas (if the security situation allows).

•    Excellent communication skills, including clear and effective oral and written communication in Ukrainian and English.

Place of work

The position involves working mainly in Kyiv ( Ukraine) with the possibility business trips to other parts of Ukraine (subject to approval from the security unit).

Background

The Partnership Fund for a Resilient Ukraine (PFRU), implemented by Chemonics International, is a multi-year, multi-donor funded program managed by the UK's Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine. PFRU's aim is to set improved conditions for theUkrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression. 

 The Rapid Response Project Assistant provides project management and administrative support as part of the PFRU-2 Rapid Response Team, which helps frontline, borderline, and other communities in the North, South, and East of Ukraine respond to recent attacks and maintain resilience in the face of Russian aggression. 

The Rapid Response Project Assistant supporting equipment purchases and administrative duties such as entering into memoranda of understanding (MOUs) and executing transfer agreements with beneficiary communities. 

Duties and Responsibilities :

•    Supports the start-up and delivery of Rapid Response Team activities, with a focus on equipment purchases and administrative duties to ensure successful delivery against work plan and project requirements.

•    Under the oversight of the Rapid Response Senior Project Officer, carries out administrative duties such as entering into memoranda of understanding (MOUs) with local government partners, drafting procurement and grants documentation including procurement action requests, and supporting the signing of transfer agreements with beneficiary communities.

•    In coordination with the Rapid Response Senior Project Officers, serves as a secondary point of contact with local government partners, supporting their participation in consultations, meetings, and events, and collecting relevant data and information from them for tracking and reporting purposes.

•    In coordination with the Rapid Response Senior Project Officers, supports the organization of consultations, meetings, and events with local government and other partners. 

•    Supports all aspects of professional correspondence with beneficiaries, including drafting, reviewing, tracking, and storing data and information, while facilitating seamless communication and turnover between different PFRU departments.

•    Travels as needed to engage with PFRU-2 Regional Team staff and meet with partners and stakeholders. 

Required Skills and Qualifications  

•    A university degree (and ideally a post-graduate degree) in international relations, international development, conflict or stabilization studies, law, government or public administration or related fields.

•    A least 1-year experience in the conflict, humanitarian, emergency, stabilization or Ukrainian public sector, including experience in conflict affected areas of Ukraine. Demonstrable experience in other related sectors can be considered in lieu of the above. 

•    Experience of working directly or in collaboration with central, regional, or local government in Ukraine is desirable. 

•    Experience with FCDO or other donor-funded programmes is desirable.

•    Demonstrable coordination, presentation, and problem-solving skills, including an understanding of approaches and techniques to rapidly implement appropriate solutions.

•    Demonstrated ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. in the context of war, natural disaster and human misery), showing persistence when faced with difficult problems or challenges and remaining calm in stressful situations.

•    Willingness to travel within PFRU-2 target Oblasts, including those in or near frontline or border areas, security permitting. 

•    Excellent communications skills including speaking and writing clearly and effectively in Ukrainian and English.

Duration of Assignment

The principal location of this assignment is Kyiv, Ukraine, with travel to other parts of Ukraine (security permitting).
