1. Background
Team4UA implements humanitarian and early recovery projects across Ukraine, ensuringinclusive, safe, and compliant infrastructure rehabilitation and service delivery in line withdonor regulations and national legislation.Within the framework of the ACCESS project (“Assistance for Collective Centers andEssential Support Services”), Team4UA supports rehabilitation and accessibility upgrades ofcollective centers and social-care facilities in Lvivska and Rivnenska oblasts, focusing oninclusive accommodation for internally displaced persons (IDPs), particularly persons withdisabilities and limited mobility.To ensure high-quality, compliant, and safe infrastructure implementation, Team4UA isstrengthening its quality assurance and quality control capacity.
2. Purpose of the Assignment
Under the supervision of the Project Manager, the Quality Engineer ensures systematicquality assurance (QA) and quality control (QC) across rehabilitation works and relatedservice-delivery components.The role combines infrastructure quality monitoring, contractor supervision, complianceverification, accessibility standards oversight, documentation control, and risk managementto ensure adherence to Ukrainian building codes, donor requirements, environmentalsafeguards, and humanitarian standards.
3. Key Responsibilities
A. Quality Assurance in Planning & Documentation
B. Infrastructure Quality Control
Conduct regular site inspections of construction and rehabilitation works.
Monitor contractor performance and compliance with technical specifications.
Ensure occupational health and safety standards are applied at worksites.
Maintain QA/QC checklists, site visit reports, and corrective action tracking.
Support validation of completion certificates and handover documentation.

4. Qualifications and Experience
Education: University degree in Civil Engineering, Construction Management, Architecture, or related technical field.
Experience:
Minimum 3–5 years of experience in QA/QC in construction or infrastructure projects.
Experience working with Ukrainian building codes and safety standards.
Experience in humanitarian or donor-funded projects is an advantage.
Experience supervising contractors and reviewing BoQs.
Skills and Competencies:
Languages:
Ukrainian: fluent.
English: working knowledge required.
5. Supervision and Reporting
The Quality Engineer reports to the Project Manager and works closely with Engineering,Procurement, Protection, MEAL teams, contractors, and local authorities.
6. Duration and Duty Station
Duration: 12 months (with possible extension subject to funding).Duty Station: Lviv, Ukraine (with frequent travel to Lvivska and Rivnenska oblasts).
7. Reservation:
In accordance with Ukrainian legislation and subject to organizational eligibility, the position may be eligible for staff reservation (military deferment). Reservation is processed in line with national regulations and internal procedures.
