The multi-Donor Action “EU4Reconstruction: Citizen-oriented reform and regulation for rebuilding Ukraine” is jointly co-financed by the European Union, Denmark, Germany, France and Lithuania. 

The project is implemented by the Ministry of Foreign Affairs of Denmark, GIZ, Expertise France and Central Project Management Agency (CPVA). EU4Reconstruction is delivered through two streams: Stream 1 implemented by GIZ and Expertise France, and Stream 2 implemented by the Ministry of Foreign Affairs of Denmark and CPVA. This position is a part of GIZ implemented assignment within Stream 1. 

Within GIZ EU4Reconstruction is a part of the multi-level governance cluster (MLG Cluster). 

The Project is working towards achieving the following objective “The Ukrainian government is increasingly able to implement inclusive reconstruction, building on a modern construction framework and a public investment management system sensitive to the needs of different levels of government.”

To achieve this objective, Stream 1 of the project is focusing on

  1. Supporting the Ministry for Communities and Territories Development (MCTD) in coordination of reconstruction process and accompanying reforms
  2. Enabling medium-sized municipalities in managing their reconstruction investments in an efficient and transparent manner
  3. Creating the enabling environment for construction sector reforms and their alignment with the EU acquis
  4. Supporting citizens, media and CSOs in playing an enhanced role in infrastructure reconstruction oversight. 

 Public Investments Policy advisor will be supporting operations of GIZ working in close cooperation with other implementing partners of the Project and MLG GIZ Cluster.

Key responsibilities:

  • Regular monitoring and analysis of legal and policy documents and developments when it comes to Public Investment Management (PIM) reform in Ukraine, its relations to other areas such as regional and local development, European Union integration, local self-government, public finances, etc.
  • Analysis of data related to public investments management reform, preparation of public investment projects at the local level, etc.    
  • Preparation of high-quality analytical notes, inputs to policy documents, based on conducted analysis in Ukrainian and English languages. 
  • Contributing to preparation (and occasionally conducting) of training programmes for national and local (municipal) level officials. 
  • Representing EU4Reconstruction project at various events, roundtables, working meetings. 
  • Preparing inputs to speaking points, taking notes and preparing memos.

 

Required qualifications, professional experience and personal competences:

  • MA in such fields as social or political sciences, law, economics, public finances, public administration or an equivalent.  
  • 5 years of professional experience in public policy/legislation analysis in the areas of public finances, regional/local development, investments. 
  • 3 years of professional experience in preparation/coordination of preparation of written reports, notes, briefings in Ukrainian and English. 
  • Experience in data analysis in the areas mentioned above.
  • Native Ukrainian speaker; C1 level of spoken and written English. 
  • Excellent working knowledge of IT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).  
  • Team player with excellent intercultural competences.  
  • Very good coordination and management skills. 
  • Excellent communication, presentation and organisational skills.  
  • Attention to detail combined with the ability to work under pressure and meet deadlines.  
  • High degree of loyalty and discretion.  
  • Availability to take on responsibility and a corresponding sense of responsibility.
  • Availability to develop core competences and expertise and to develop further.
  • Willingness to travel within Ukraine, if required.

Employment conditions:

 Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration is until 31 July 2028 with the possibility of prolongation.
