The Danish Refugee Council (DRC)is a leading international humanitarian organization whose main objective is which is the protection, support and promotion of long-term solutions for the population affected by displacement.

DRB has existed in Ukraine since 2014. At the moment, DRB has more than 800 employees in total on the territory of Ukraine. In 2024, the DRC will continue to scale up substantially to implement emergency response in the social protection, livelihoods, housing rehabilitation and humanitarian disarmament and peacebuilding (humanitarian demining) sectors, providing direct support to responsible individuals and non-governmental organizations (NGOs), and as well as their partners. DRB will continue to develop long-term solutions, adapting them to the changing situation.

DRB is currently looking for a highly qualified Leading experton working with partners on issues of countering gender-based violence (GBV) to work in our office in Kyiv,with regular visits to regions of program implementation throughout Ukraine.  

General purpose positions:

Under the direct supervision of the Social Security Technical Manager, you will provide guidance and advice on all aspects related to planning, implementation, monitoring and reporting of programs to combat illegal activities implemented by partner organizations of the DRB in Ukraine. You will provide technical capacity assessment support and technical assistance to CSO partners implementing GBV prevention and response activities in Ukraine, including case management, psychosocial support, awareness raising and capacity building activities. The main function of this role is to support partners, however, this position will retain some responsibilities within the framework of the program activities of the DRB at the discretion of the Technical Manager for Social and Legal Protection. Distribution of tasks in this position: 80% - partners, 20% - direct implementation of DRB programs. 

Your main responsibilities will be:

Assessment and capacity building of partner organizations in the implementation of anti-criminal activities programs:

  • Participate in internal coordination meetings related to partnership issues.
  • Assess the potential of partners in the field opposition GZN and develop recommendations. 
  • Based on the results of assessing the potential and goals of partners, as well as in close cooperation with colleagues and coordinators for work with partners, develop an individual plan for developing the potential of partners in the field of combating illegal activities and social and legal protection. 
  • Develop the necessary tools, guidelines and SOPs for the DRC partner organizations on the issue of GHG. 
  • Review and share regularlybe updated with new evidence based on international standards and tools, including the Minimum Standards for AML, the IPC Guidelines for Countering AML, in order to ensure compliance of the developed guidelines and tools with best practices.  
in ensuring that all GBV prevention and response programs are based on GBV guidelines and meet the needs of women and girls.
  • Provide technical assistance and support partner organizations involved in GBV prevention and response activities.
  • Develop and facilitate training on key gender and GBV-related issues for partner organizations and duty bearers.< /li>
  • Conduct monitoring visits to assess the quality of partners' activities in cooperation with the partnership and data monitoring and evaluation teams. 
  • Coordinate work with relevant stakeholders (including national and international NGOs, CSOs, government partners) to identify CSOs that are implementing anti-GBP programs. 
  • Prepare quarterly reports for donors and develop sections of project applications related to the activities of partners in the field of counter-terrorism. 
  • Support partners in the development of proposals and budgets related to social security and social and legal protection.
  • Administration:

    • Fill out and submit purchase applications, travel permits and any other administrative forms of DRB as necessary
    • Coordinate work with other departments of DRB to ensure effective use of material, technical and financial resources

    About you:

    To be successful as a Lead Specialist on working with partners on countermeasures gender-based violence (GBV), we expect you to have at least 2 years of relevant experience working with GBV and/or empowerment programs and opportunities for women and girls.

    In addition, we expect:

    • Demonstrated practical experience in the field of combating illegal activities, including case- management, prevention activities and public engagement
    • Strong facilitation skills and experience in conducting trainings on countering GHGs
    • Excellent interpersonal and communication skills including the ability to effectively work with staff and partner organizations
    • Excellent organizational and time management skills, ability to prioritize tasks and handle multiple responsibilities
    • Experience with Microsoft Office suite, Internet Explorer, Outlook/Exchange, Windows operating systems.
    • High level of command of the English language. 
    • Knowledge of the Ukrainian language is mandatory.
