Context:
Under the overall supervision of the Chief of Mission and the National Protection Officer, and with the direct supervision of the Protection Programme Specialist (Return and Reintegration), the incumbentwill be responsible for supporting the implementation of IOM Ukraine’s Protection Programming at the oblast/area level, applying protection principles and techniques, interagency and cluster guidelines, adhering to IOM standards and procedures, and collaborating with IOM teams, NGOs, authorities and other relevant partners.
Core Functions / Responsibilities:
- Provide support to Protection Programme Unit in the implementation of projects, including monitoring of activities and drafting inputs for projects’ reporting and development.
- Support the monitoring of livelihoods activities as part of case management services to persons who suffered or are at risk of human trafficking, exploitation, and abuse, or persons with other protection needs. This includes collaborating with beneficiaries to apply and monitor livelihoods plans addressing vocational and skills development, income-generating equipment and initiatives.
- Provide regular updates and verify that key information is received from partners, protection field assistants, beneficiaries and address them to the Programme Specialist (Return and Reintegration) aiming at improving protection activities and addressing operational problems by offering alternatives. This includes but is not limited to adhering to technical and administrative guidance and submitting high quality and timely reports.
- In coordination with the Programme Specialist (Return and Reintegration), provide necessary guidelines on procedures and clearances, budget related information, administrative actions and follow ups, projects drafting and reporting to the NGO partners and protection field staff on economic empowerment component.
- Support with monitoring the economic empowerment project’s implementation by the NGO implementing partners at the oblast/areal level, participating in business trainings on self-employment and micro-enterprise activities, in business plans defense sessions, verifying supporting documents, narrative and financial reports and report non-compliances to the Programme Specialist (Return and Reintegration).
- Support the Programme Specialist (Return and Reintegration) during field visits by assessing beneficiaries’ progress with income-generated activities, evaluating implementing partners’ performance in the field, and identifying potential gaps in service delivery and access.
- Contribute to reporting and administration of livelihoods activities, such as data collection and entry for reporting writing, facilitating procurement matters, collaborating with colleagues to meet deadlines, maintain files/records and proactively identifying programmatic and operational gaps.
- Maintain positive working relationships with relevant stakeholders including partners, beneficiaries, other sector staff and other implementing organizations on the ground.
- Undertake duty travel based on programme needs.
- Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
- High School diploma with five years of relevant work experience;
OR
- Bachelor’s degree with Social Sciences, International Relations, Political Science, Education, Law or International Relations or related field from an accredited academic institution with at least three years of relevant work experience.
Experience
- Experience with implementation of economic empowerment and livelihoods projects, managing NGO projects/or volunteers.
- Experience with social work, case management processes, and assisting persons in need.
- Previous work experience in a governmental, UN or NGO that deals with humanitarian and/or development work is preferable.
Skills
- Familiarity with humanitarian operational responses, internal displacement, and Protection Principles.
- Excellent attention to detail and deadlines.
- Strong organizational skills (logistics, procedures, archives).
- Strong understanding of English, communicative and writing skills in English.
- Proficiency in computer skills, especially in MS Office (Excel, Outlook, Word etc.) and experience in working with databases and online applications.
- Ability to learn new thematic areas, such as those related to IOM’s protection work.
Languages
For all applicants, fluency in English and Ukrainian is required (oral and written).
