Introduction:

Daily shelling of Kharkiv Oblast, Sumy Oblast, and Donetsk Oblast has led to significant internal migration, and more than 15,000 civilians in Pokrovsk are under immediate threat. According to the UN, more than 300,000 people in these regions need support, but financial resources for evacuation are limited.

Project "Emergency assistance and evacuation support" from Team4UA offers a comprehensive solution that provides safe transportation and temporary housing for civilians from risk areas. The TERA Consortium, created by Team4UA together with Ukrainian NGOs, includes East SOS as a leading associate partner, as well as the Charitable Organization Aid Coordination Center and Angels of Salvation as members of the Consortium, coordinating evacuation efforts with a focus on vulnerable population groups.

Team4UA Description:

Team4UA is a Ukrainian charitable organization established in March 2022 with experience in the field of emergency relief, recovery and innovative reconstruction projects. We cooperate with UN agencies (WFP, UNICEF) and international organizations and foundations (Mercy Corps, TED). Since its founding, Team4UA has provided humanitarian assistance to 2.3 million people, including implementing projects such as the construction of a school in Lviv using 3D concrete printing technology.

Team4UA was created by a team of former technology entrepreneurs who combined their skills and experience to solve the most important long-term needs of Ukraine. The organization has extensive experience working in frontline regions and areas most affected by hostilities, including near the border with Russia. Since the beginning of the full-scale invasion, our activities have covered the most difficult-to-reach areas, as well as those with the highest concentration of internally displaced persons or people returning home.

Team4UA teams are based in Lviv, where they provide administrative and financial support, in Kyiv, where our headquarters is located, and in Dnipro, where operational activities, monitoring and evaluation of projects are carried out.

General description of the position:

The Project Officer is responsible for the coordination and day-to-day implementation of the Emergency Assistance and Evacuation Support project, as well as the interaction with the relevant cluster of the UN Office for the Coordination of Humanitarian Affairs (OCHA), local or national authorities and the donor. He/she reports to the Consortium Manager under the leadership of Ooperations director, ensuring compliance of all project requirements and plans with Team4UA and donor standards, as well as timely completion of tasks.

Main responsibilities include effective project implementation, technical supervision of selection processes, capacity building and monitoring of activities of local partners (NGOs/CSOs) that will be selected to cooperate with the TERA Consortium under of the project. These measures are aimed at strengthening the resources and professionalism of local and grassroots humanitarian organizations, which will allow effective protection of vulnerable categories of the population. All actions are carried out in close cooperation with the UN OCHA cluster and Consortium members.


Tasks and duties:

General

  • Provide support to the Consortium Manager and Operations Director in the implementation of project activities related to the selection, capacity building and monitoring of the activities of NGOs/CSOs that will be selected as local partners of the TERA Consortium.
  • Contribute to the development and implementation of initiatives aimed at strengthening the influence of local partners in the field of humanitarian aid, improving their organizational structure and internal processes, which will ensure localization and sustainable development of measures to evacuate the population from the front line and/or provide basic protection services for vulnerable or marginalized population groups.
  • Participate in the development and launch of the request for expressions of interest (Expression of Interest) for selection NGOs/CSOs as local partners of the Consortium, who will receive financial support, protection and opportunities for capacity development in order to achieve results in the field of population protection.
  • Ensure the quality of the process the selection of local partners of the Consortium through participation in the evaluation commission as a key member.
  • Develop and negotiate partnership agreements, including Memoranda of Understanding, contracts and other documents that take into account the interests of all parties and are consistent with the goals of the project.< /li>
  • Provide instructions and guidance to Localization Officers on planning capacity development activities for selected local partners.
  • Conduct individual assessments of local partners with Localization officers to identify gaps in their organizational structure, policies or standards, and develop plans to address them.
  • Develop materials for training and workshops aimed at closing identified gaps in the capacity of local partners.

Interaction with UN OCHA and stakeholders

  • Work closely with Protection Clusters and UN CCCM, Consortium members, project team or other external service providers to ensure high quality training and capacity building of local partners.
  • Organize trainings and seminars , which will be conducted by Localization Officersunder the supervision of the Operations Director and Consortium Manager to improve the humanitarian response and organizational capacity of local partners.
  • Support local partners and Consortium members by providing technical recommendations and resolving issues that arise in the course of their activities.
  • li>Integrate community-based, protection, gender-sensitive and capacity-building approaches into all activities.

Community engagement and coordination with stakeholders

  • Identify key external stakeholders in collaboration with the Program Department to develop potential partnerships that will contribute project activities and impact of local partners.
  • Conduct assessments to select potential local partners and assess their capacity to achieve project goals.
  • Participate in protection cluster and CCCM meetings under under the auspices of the UN at the regional and national levels to present the project and coordinate with other humanitarian operators and authorities.
  • Build and maintain strong relationships with cluster partners, community leaders, authorities and other stakeholders to support project activities.
  • Cooperate with representatives of other Consortium members to identify opportunities for synergy and efficient use of resources between projects.

Monitoring, evaluation and reporting

  • Collect and record data on the activities of Team4UA and the Consortium, including the results of local partners, indicators of protection and capacity development.
  • Participate in the preparation of regular reports on the progress of the project, its impact and lessons learned, ensuring timely communication of information to the Director of Operations and donors.
  • In collaboration with monitoring and evaluation specialists, coordinate the implementation of relevant surveys, needs assessments and information gathering for ongoing monitoring.
  • Participate in evaluations and experience sharing sessions for improvement

Requirements for the candidate:

  • Bachelor's degree in humanities, business administration, business development or other relevant education.
  • At least 3 years of experience in the humanitarian sector, including mentoring organizations, localization development and partnerships, or similar activities.
  • Excellent knowledge and understanding of humanitarian principles and values, preferably with an emphasis on protection or evacuation standards.
  • Deep understanding of the activities of local NGOs/CSOs, their linkages, organizational structure, cross-cutting issues and development potential.
  • Experience in building and managing partnerships with various stakeholders, including local humanitarian organizations, community groups and official institutions.
  • Skills in capacity building and training for local and grassroots organizations.
  • High level of communication and negotiation skills, fluency in the Ukrainian language and high level of English
  • Readiness for frequent business trips to rural and remote areas.
  • Desirable work experience in the eastern or southern regions of Ukraine.

The position will be based in Dnipro/Kyiv with a hybrid work schedule combining being in the office and working remotely. Working trips will be up to 15% of the time, mainly to the locations of local partners in the frontline regions and transit centers covered by the project.

Contract: until August 29, 2025 (due to the expiration project) with the possibility of continuation if new ones are available.
