Project monitoring and evaluation specialist in Karitas Ukrayini, Mizhnarodniy Blagodiyniy Fond

The International Charitable Fund Caritas of Ukraine is looking for a Project Monitoring and Evaluation Specialist to join its team.

Aboutcnew responsibilities: 

1. Development of a detailed project monitoring plan based on indicators in a logical scheme, including tools and methods of data collection, persons responsible for this, and monitoring and evaluation schedules.
2. Control of the achievement of planned project indicators and preparation of periodic monitoring reports.
3. Conducting Baseline Study together with local monitoring and evaluation specialists at the project locations (in particular, data collection, verification and analysis).
4. Conducting and analyzing expert surveys, stakeholder surveys.
5. Performing monitoring visits to each project location together with the project manager, followed by the preparation of monitoring reports containing statistical and analytical information on the achievement of project performance indicators and recommendations for improvement.
6. Annual revision and adaptation of the M&E system and tools.
7. Creation of a system for monitoring the achievement of the planned project indicators.
8. Providing consultations to the local M&E specialist, organizing working visits for the exchange of experience and training.
9. Developing tasks for the local M&E specialist and monitoring work, evaluating the quality of work, preparing recommendations.
10. Participating in the analysis and writing of applications for funding.
11. Participation in project meetings and conferences, advocacy events.
12. Conducting “Lessons learned” with the project team.
13. Organizing research and needs assessment upon request.
14. Performing other tasks related to project monitoring and evaluation from the monitoring and evaluation manager or program manager as directed.

Requirements:

• Full higher education.
• Experience in positions related to project evaluation.
• Availability of general knowledge in the field of project cycle, sociology, social work.
• Ability to work in computer programs for data processing and visualization.
• Ability to work with databases, project indicator monitoring systems.
• Fluent Ukrainian language, English – at a level for communication and correspondence with partners.

Necessary professional skills and personal qualities: 

• Ability to learn quickly.
• Flexibility and ability to quickly respond to changes in the environment.
• Ability to make data-based decisions and manage MEAL system in projects and program.
