Handicap International “HI” (operating as Humanity & Inclusion) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
HI is currently opening a multi-sectoral life-saving assistance to displaced and non-displaced populations in Ukraine such as : Protection, shelter, health, NFIs, food security and livelihoods, water, sanitation, hygiene, and education and strengthening and supporting access to mental health and psychosocial support; provision of basic and domestic items including food, unrestricted cash assistance, and core relief items.

General Mission
Reporting to the Area Manager, the Health Project Manager contributes to the implementation of HI’s health strategy in the area of operations. He or she is responsible for the implementation of his/her project which aims to address specifics needs (mental health and psycho-social support, protection, functional and physical rehabilitation) of vulnerable displaced persons. The project is primarily responding to the needs of internally displaced persons but also aims at supporting host communities and local services by addressing identified needs, and by promoting inclusive humanitarian assistance.
He/she ensures the optimal management of resources allocated to his/her project, and coordinates with HI Logistics, Finance and human resources services for a timely and efficient assistance delivery. He/she regularly reports to the Area Manager and other Managers involved in HI’s strategy implementation in-country (i.e. Rehabilitation, MHPSS, other fields of expertise according to HI’s mandate and evolution of needs).
MISSIONS/RESPONSIBILITIES
1. Management
1.1 Line-manages the project’s team members (rehabilitation and MHPSS):
a. Sets individual objectives, evaluates individual performance, contributes towards the professional & career development of his/her team members, monitors competences.
1.2 Organizes and leads regular team meetings. Organizes and facilitates MHPSS clinical supervision and case discussion meetings.
1.3 Manages the recruitment and selection of new team members/open positions.
1.4 Ensures strict application and respect of the program’s Internal Regulations by the project team.
2. Expertise: Mental health, psycho-social and physical rehabilitation support for persons with Specific Needs
2.1 Assessments: To conduct rapid assessments at the community level to identify priority needs related to person with Specific Needs (MHPSS and Physical Rehabilitation).
2.2 Project Strategy: To identify strategic priorities for health interventions in coordination with the Area Manager and other HI sector PMs.
2.3 Technical Tools – Setup all the necessary technical tools and guidance in compliance with HI technical framework. Ensure that those tools are coordinated with other sectors and modalities of intervention of HI and other partners. In close collaboration with Technical specialist and Technical referent, provide relevant inputs to the StratOps and StraTech. Ensure that activities received the relevant technical support in accordance with technical guidelines. Ensure regular technical quality control of projects and issues warnings or recommendations. Contributes to the development of research and innovation projects in the region when relevant, in his/her sectorial scope. Suggest and steer technical innovation projects. Identify the priorities of Research and Studies and steer R&S. Contributes to the Technical Divisions professional channel animation. Contributes to the global animation of the professional channels under his sectorial scope coming from the Technical Divisions (community of practice...). Animate a local talent pool in his sectorial scope (carry out technical interviews of candidates and produce recommendations, identify needs regarding trainings).
2.4 Coordination: To participate in the local sectorial meetings (remote/in-person) and organize bilateral meetings with other Health actors to identify gaps and priorities. This will also extend to other Basic Needs sectors such as WASH, Shelter/NFIs,and Food Assistance as requested.
2.5 Strategy: Identify and follow strategic partnership with local organization, DPO and CSO, support those organizations in developing their activity.
3. Implementation and Monitoring:
3.1 Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures:
a. Ensures the planning of activities and establishes action plans;
b. Ensures that activities are implemented in line with the project proposal and the allocated budget;
c. Manages expenditures and ensures a follow up of budget lines for his/her activities;
d. Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives;
e. Prepares and monitors partnership agreements with implementing partners and other potential partners;
f. Ensures the effective implementation and follow up of institutional policies (PSEA, mandatory cross-cutting approaches, etc.) on his/her project;
g. Coordinates and collaborates with relevant internal services, especially logistics, RH, finance and technical resources.
3.2 Ensures project data management:
a. Ensures that the appropriate data collection and management tools are in place on the project, in line with global standards;
b. Ensures that data related to the project is collected and compiled in the project database;
c. Carries out regular verifications and makes any necessary corrections in the activity database.
3.3 Ensures project reporting:
a. Monitors the achievement of results and indicators, as per the logical framework
b. Is in charge of producing the appropriate reporting tools: monthly situation report, PM Box;
c. Reports regularly to the line manager;
d. Writes reports for the funding agencies when relevant and monitors donor deadlines (grants, reporting, audits) concerning the project;
e. Guarantees the proper archiving of information.
3.4 Prepares and steers project evaluation and capitalization:
a. Plans and monitors project evaluations;
b. Produces project capitalization and learning from experience material.
4. Influence & Communication:
a. Contributes to HI’s external influence by participating in relevant networks;
b. Communicates on the project to partners, authorities and stakeholders when relevant.
5. Strategy & business development:
a. Contributes to program or country operational strategy (StratOp):
b. Drafts new project proposals for the continuity or expansion of the project
c. Contributes to the drafting of new proposals for new opportunities.

1. Control:
1.1. To manage the work of team participants (rehabilitologists and MZSPS):
a. to determine individual goals, to evaluate the quality of work of individuals, to take care of the professional and career development of their team staff, to control the competence of the work.
1.2. Organize and regular meetings with the team. Organize and promote clinical supervision on the MZSPS and meetings.
1.3. Manage the admission process and recruit new employees or fill in new positions.
1.4. Ensure clear adherence and respect for the internal rules of the program by project participants. span>
2. Competence: Mental health, psychosocial and rehabilitation support for persons with special needs
2.1. Evaluation: to rapidly assess the community level to identify priority needs of persons with special needs (MZSPP and physical rehabilitation).
2.2. Project Strategy: identify strategic priorities for health care interference together with a regional manager and other project executives in this HI sector.
2.3. Technical tools - adjusting the necessary technical tools and instructions according to HI requirements. Coordinate the use of these tools in other sectors and areas of intervention or its partners. In cooperation with a technical specialist and referent, enter the relevant data to the Stratops and Stratech. Check the sufficiency of technical support of each activity according to the technical instructions. Provide regular technical control of projects, prepare information about complications and recommendations. Promote the research and innovation of the project in the field of its/its responsibility. 3.2. Provide the project management process:
a. Ensure the correctness of data collection and use of tools during the project according to world standards;
b. Ensure the collection of data concerning the project and their submission of the database;

3.3. Provide reporting according to the project requirements:
a. To control the performance of results and indicators according to the logical matrix
b. Be responsible for using appropriate reporting tools: Monthly Current Reportand about the current situation, templates of the project manager;
Regularly send reports to heads of departments;
g. Send reports to financial institutions as needed and monitor the fulfillment of the requirements of sponsors to the specified term (grants, reporting, audit) regarding the project;
d. Respond to the correct archiving of the data;
3.4. To prepare and guide the processes of evaluation and capitalization of the project:
a. Plan and observe the project evaluation process;
b. To carry out capitalization and study of the project on practical material. span>
4. Impact and exchange of information: span>
a. Promote the expansion of the external influence of HI by participating in the work of the relevant structures;
b. To exchange information on a project with partners, authorities and shareholders as needed.
