The Head of the Livelihood Unit of the Ukrainian Red Cross Society (URCS) is responsible support the Unit  in the key areas of strategic development, coordination , tech support and management of the URCS livelihoods programme. He / she will ensure the technical capacity, the programming and the internal and external coordination for the achievement of the strategic objectives

Essential Tasks:

The Head of Unit is responsible for the following tasks: 

  1. Strategic direction to support URCS in its Livelihood Response 
  2. Strategic Alignment: Ensure all URCS actions with partners align with URCS’s One Plan and adapt to evolving needs and context in the country.
  3. Internal Coordination: Develop and manage an internal coordination mechanism with Livelihood Sub-sectors/ sector leads,  and other units for integrated recovery programming.
  4. Communication: Maintain reporting and communication lines with the Line Manager, partners, and other departments/units within URCS.
  5. Information Sharing: Maintain an overview of collective actions and ensure appropriate information sharing and communication lines with partners and stakeholders for maximum synergies.
  6. Programme Coherence: Ensure coherence among URCS-supported livelihood programmes with other supports, programmes, and partners.
  7. Strategy Development: Support URCS in developing its internal and external livelihoods strategy, technical capacity, programming, and coordination.
  8. Management of all aspects of Programme Implementation 
  9. Supervise Activities: Oversee and monitor all URCS Livelihoods activities.
  10. Resource Management: Ensure proper engagement of team assets, financial resources, and facilities.
  11. Compliance: Ensure operations adhere to organizational principles and standards 
  12. Reporting: Provide timely and accurate financial, narrative, and pledge-based reports.
  13. Beneficiary System: Maintain a system for beneficiary prioritization, registration, and monitoring.
  14. Accountability: Support accountability and beneficiary communication activities, making the best use of existing URCS’s CEA/ PMER tools and mechanisms. 
  15. Cluster Liaison: Liaise with the Livelihoods and Food Security Cluster to ensure actions are evidence-based and aligned with strategic goals.
  16. Proposal Support: proactively assist in developing and implementing livelihood proposals, ensuring timely and effective execution while mainstreaming gender, age, and diversity.
  17. Operating Environment Monitoring: Continuously monitor and analyze the operating environment, adjust operations as needed, and provide legal and risk assessment advice.
  18. Project Reviews: Support monitoring and after-action reviews/ PDMs etc. to identify lessons learned and potential for scaling up.
  19. Region and Branch Coordination: Ensure coherence of livelihoods-related activities between headquarters and branches, and with other programme departments.
  20. Data Analysis: Coordinate staff to enhance data collection and analysis for assessing livelihood support opportunities.
  21. Knowledge Sharing: Document and disseminate learning to build in-house capacity for livelihoods programming. Regular team meetings to share programme development, learnings etc.
  22. Supervision and Support to Programme Staff 
  23. Supervise Sector Specialists: Guide sector specialists to achieve overall operation objectives.
  24. Capacity Building: Support capacity building needs related to livelihoods relief and recovery activities.
  25. Training: Facilitate relevant training for staff and volunteers involved in livelihoods activities.
  26. Finance/Administration coordination: Directly coordinate with finance and administration staff assigned to projects/ program.
  27. Collaboration: Work closely with the Line Manager and organization management to support all aspects of the livelihoods program.
  28. Effective Representation and Advocacy 
  29. Build Relationships: Foster good relations with national authorities, international organizations, donor governments, and other entities.
  30. Document Best Practices: Facilitate the documentation and dissemination of best practices and lessons learned from livelihood programs.
  31. Coordinate Partnerships: Support and position livelihood activities conducted with external agencies, including INGOs and UN agencies.
  32. Stay Informed: Keep updated on livelihoods programming by other actors and coordinate as necessary.
  33. External Coordination: Represent URCS in coordination meetings with key stakeholders and foster cooperative alliances.
  34. Raise Awareness: Promote livelihoods concepts and programming options among multidisciplinary staff at all levels, in line with organizational policy and strategy.

Other Tasks 

  • Follow URCS’s standard procedures in Finance, HR, Procurement, and Logistics.
  • Establish and maintain proper performance management systems.
  • Facilitate translation and interpretation support as may be needed. 
  • Perform any other operational support tasks as directed by the Line Manager.

Reporting lines 

  • Direct reporting Line to the URCS Head of Recovery Department 

Required Skills and Working Experience 

  • Educational/Professional Background: Relevant background in rural/agricultural or urban livelihoods (e.g., income-generating activities, small enterprises, micro-finance, vocational training).
  • Management Experience: Proven experience in managing and supporting staff. Good understanding of project cycle management, including planning, implementation, and monitoring.
  • Humanitarian Experience: Previous work with Red Cross, URCS, Government Institutions, INGOs, or UN.
  • Monitoring and Reporting: Experience in monitoring program progress and timely reporting.
  • Local Government Experience: Experience working with local governments.
  • Proposal Preparation: Skilled in preparing needs and evidence-based project proposals, budgeting, and writing reports.
  • RCRC Movement Knowledge: Knowledge of the RCRC Movement, URCS, and IFRC’s tools is desirable.
  • Computer Skills: Proficient in using email, internet, and basic administration, finance, and logistics.
  • Language Skills: Fluent in Ukrainian and English, spoken and written.

Personal qualities 

  • Good time management skills and works well in a team. 
  • Integrity and honesty in dealing with confidential information. 
  • Able to work independently and execute tasks in a reliable and competent manner. 
  • Strong ability to communicate with people and colleagues at different levels.

Керівник відділу засобів до існування Товариства Червоного Хреста України (ТЧХУ) відповідає за підтримку підрозділу в ключових сферах стратегічного розвитку, координації, технічної підтримки та управління програмою ТЧХУ. Він/вона забезпечуватиме технічну спроможність, програмування, внутрішню і зовнішню координацію для досягнення стратегічних цілей.

Обов’язки:

Керівник відділу відповідає за наступні завдання:

  1. Стратегічний напрямок підтримки ТЧХУ:
  2. Стратегічне узгодження: переконатися, що діяльність ТЧХУ з партнерами узгоджуються з Єдиним планом ТЧХУ і адаптуються до мінливих потреб і контексту в країні.
  3. Внутрішня координація: розробити і керувати механізмом внутрішньої координації для інтегрованої діяльності з відновлення.
  4. Зв'язок: підтримувати звітність і зв'язок з безпосереднім керівником, партнерами та іншими відділами/підрозділами в ТЧХУ.
  5. Обмін інформацією: забезпечити обмін іnformation with partners and stakeholders to maximize synergies.
  6. Programme coherence: sensure coherence between the livelihoods programs supported by TCHU with other supports, programs and partners.
  7. Strategy development: support TCHU in developing internal and external strategy for livelihoods, technical capacity, program activities and coordination.

  17. Project reviews:Maintain project monitoring and review to identify lessons learned and potential for expansion.
  18. Regional and branch coordination :ensure coherence of livelihood activities between head office and branches and with other program departments.
  19. Data analysis:coordinate staff work to improve data collection and analysis to assess opportunities for livelihood support.
  20. Knowledge sharing: document and share knowledge to build internal capacity for livelihood program activities. Regular team meetings to develop program activities, training, etc.

  • Adhere to TCM standard procedures in finance, human resources, procurement and logistics.
  • Establish and maintain appropriate performance management systems.
  • Contribute to translation and interpretation as applicable as needed.
  • Perform any other operational support tasks as directed by the immediate supervisor.
  • Reporting

      < li>Line of direct reporting to the Head of the Recovery Department of the TCHHU

    Required skills and work experience

    • Education/professional training: relevant experience in a rural/agricultural or urban setting (e.g. income generating activities, small businesses, microfinance, vocational training).
    • Management experience: proven experience management and personnel support. Good understanding of project cycle management, including planning, implementation and monitoring.
    • Humanitarian experience:previous work with the Red Cross, TCHU, government agencies, international NGOs or the UN.
    • Monitoring and reporting:experience in monitoring program progress and timely reporting.
    • Experience in local government:experience in working with local government .
    • Proposal Preparation: skills in preparing project proposals based on needs and facts, budgeting and report writing.
    • Knowledge of the RCRC Movement:
    • strong>knowledge of the Red Cross movement, TCHHU and IFRC tools is desirable.
    • Computer skills:ability to use e-mail, Internet, basic andadministration, finance and logistics.
    • Languages:fluent in Ukrainian and English, spoken and written.
